257 CASE STUDY OF A CHANGE IN RAILWAY INFRASTRUCTURE SAFETY MANAGEMENT SYSTEM Summary: In 2005 there was a change in an internal regulation on track maintenance of the main railway infrastructure manager (IM) in Poland. It was decided to make some of the codes of practices non-mandatory, incl. e.g. maximal operating time of railway sleepers and maximum wear of rails, leaving the assessment of the possibility of further use of the track to the decision made by a competent diagnostician. This change, although most probably economically motivated, has a major impact on the effectiveness of the IM safety management system procedures and therefore also on the safety level of the Polish part of the European Union railway system. The issue of proceduralization of safety management systems and problems with their implementation in the operating organisations, including railway companies, are discussed in detail in the literature. The study attempts to determine the consequences of this change, indicating that under certain conditions it can have a positive impact on the safety level.
