PROFESSIONAL YACHT PERSONNEL TRAINING PROGRAMME Creating a programme of training professional yacht personnel has become a necessity on account of global demand for such services. As there are no Polish regulations concerning this matter, we have developed the project described below. The Gdynia Maritime School Ltd presents a detailed system for deck officer certification for all sailing and motor yachts: - of 24 metres and over in loadline length which do not carry cargo or more than 12 passengers, - of less than 24 metres in loadline length if the crew receives remuneration for serving in the vessel. The programme includes: - the certification system and criteria; - a framework training programme; - additional requirements; - the Safety Certificate requirement; - a description of the examination system; - transitional arrangements for holders of certificates issued by PZŻ (Polish Yachting Association) or PZMiNW (Polish Motor Boating and Water Skiing Association). 1.0 Introduction 1.1 The above applies to crews employed in privately owned, commercial or training yachts of less than 3000 GT. 1.2 The Ministry, after consultations with the sailing community, has decided to introduce relevant certificates. 1.3 The certificates, intended only for sailing and motor boating, will be issued in accordance with the attached training programme. 2.0 Certificate structure 2.1 The certificates will be issued as follows: Certificate 2.1.0 Yacht Rating Limitations Forming part of the crew of a yacht. 2.1.1 Yachtmaster Coastal <24 m loadline All the above, plus: - being in charge of yachts of less than 24 m in loadline length, up to 20 miles from safe haven, - serving as OOW in yachts of less than 200 GT, up to 150 miles from safe haven, - serving as Chief Mate in yachts of less
2.1.2 Yachtmaster <200 GT Limited 2.1.3 Yachtmaster <200 GT Unlimited 2.1.4 OOW <3000 GT (Yachts) 2.1.5 Chief Mate <3000 GT (Yachts) 2.1.6 Master <500 GT (Yachts) 2.1.7 Master <3000 GT (Yachts) than 500 GT, up to 60 miles from safe haven. All the above, plus: - being in charge of yachts of less than 200 GT, in day- and night-time navigation, up to 150 miles from safe haven, - serving as Chief Mate in yachts of less than 500 GT, up to 150 miles from safe haven, - serving as OOW in yachts of less than 500 GT, in unlimited area. All the above, plus: - being in charge of yachts of less than 200 GT, in unlimited area. All the above, plus: - serving as Chief Mate in yachts of less than 3000 GT, up to 60 miles from safe haven, - serving as Chief Mate in yachts of less than 500 GT, in unlimited area, - serving as OOW in yachts of less than 3000 GT, in unlimited area. All the above, plus: - serving as Chief Mate in yachts of less than 3000 GT, in unlimited area. All the above, plus: - being in charge of yachts of less than 500 GT, in unlimited area. All the above, plus: - being in charge of yachts of less than 3000 GT, in unlimited area. 3.0 Safety Certificate Manning requirements will be included in the Safety Certificate. 4.0 Period of validity Until relevant regulations are provided by the minister responsible for maritime economy, certificates are issued by the Gdynia Maritime School. Certificates are endorsed upon presenting proof of a minimum of 12 months yacht service as a master or a deck officer in a yacht of 15 m and over in loadline length, performed in the last 5 years, or a minimum of 3 months in the last 6 months before the expiry date of the certificate, and presenting valid complementary certificates. Sea service is confirmed by an onboard service record based on the entries in the Seaman s Book or the Yachtsman s Book (in the transitional period).
If a certificate has lost its validity, the following solutions are possible in order to renew it: - passing an examination, - completing a complementary course, - performing 3 months service at a lower position than ensues from the certificate. Every renewal requires a valid medical certificate, certificates for the four elements of STCW basic training and a valid GMDSS Certificate required for that particular certificate of competency. 5.0 Medical certificate Candidates for yacht certificates should meet medical fitness standards identical to those for deck officers in merchant shipping. 6.0 Requirements 6.0.0 Yacht Rating - be at least 16 years old, - hold certificates for the four elements of STCW basic training, - have a minimum of 6 months yacht service confirmed by the Seaman s Book, including 2 months onboard a yacht of 15 m and over in loadline length, - complete a yacht rating course, - have a valid medical certificate, issued by an authorized physician, - have completed the Training Record Book, - pass an examination. 6.0.1 Yachtmaster Coastal <24 m loadline - have secondary education (recognized by the Polish authorities in case of foreigners), - hold a Yacht Rating Certificate or a Senior Motorboat Helmsman Certificate issued by PZMiNW or a Yacht Helmsman Certificate issued by PZŻ, - be at least 19 years old, - hold a GMDSS Short Range Certificate (SRC), - have sea service of 25 days and not less than 1200 miles, confirmed by the Seaman s Book (not applicable to holders of a Senior Motorboat Helmsman Certificate or a Yacht Helmsman Certificate), - complete yacht navigation and manoeuvring course, - hold certificates for the four elements of STCW basic training, - have completed the Training Record Book, - have a valid medical certificate, - pass an examination. 6.0.2 Yachtmaster <200 GT Limited - hold a Yachtmaster Coastal <24 m loadline Certificate, - hold a GMDSS Restricted Operators Certificate (ROC), - hold certificates for the four elements of STCW basic training, - have a valid medical certificate,
- complete a practical and theoretical course, - have a minimum of 50 days sea service, including a sea passage of not less than 3000 miles (2000 miles in coastal navigation) as a deck officer, and being in charge of 5 voyages of at least 60 miles each (the sea service must be documented in the Seaman s Book), - have completed the Training Record Book, - pass an examination. 6.0.3 Yachtmaster <200 GT Unlimited - hold a Yachtmaster <200 GT Limited Certificate, - hold certificates for the four elements of STCW basic training, - have a valid medical certificate, - hold a GMDSS Restricted Operators Certificate (ROC), - have a minimum of 600 miles unassisted sea service in tidal waters, including a sea passage of not less than 200 miles at the distance of more than 50 miles from the shore, and spend a minimum of 96 hours continuously at sea, - have completed the Training Record Book, - complete a theoretical course, - pass an examination. 6.0.4 OOW <3000 GT (Yachts) - be at least 19 years old, - hold a Yachtmaster <200 GT Unlimited Certificate, - have (since the age of 16 years) a minimum of 36 months yacht service, with 365 days onboard a yacht of 15 m and over in loadline length, including a minimum of 250 days actual sea service and 115 days as a combination of 90 days yard service and 15 days stand-by service, - complete the following courses: * general ship knowledge, * navigation and radar (IMO 1.07), * GMDSS (GOC), - have completed the Training Record Book (not applicable to persons who will provide evidence of 36 months service onboard a yacht of 24 m and over in loadline length), - hold certificates for the four elements of STCW basic training, - pass an examination. 6.0.5 Chief Mate <3000 GT (Yachts) - hold an OOW <3000 GT (Yachts) Certificate, - complete advanced fire fighting course (IMO 2.03), - complete medical first aid course (IMO 1.14). 6.0.6 Master <500 GT (Yachts) - be at least 21 years old, - have a minimum of 12 months yacht service as a deck officer since being awarded an OOW Certificate, onboard yachts of 15 m and over in loadline length, including not
less than 120 days watchkeeping service, - hold a Chief Mate <3000 GT (Yachts) Certificate, - complete the following courses: * general ship knowledge including meteorology, * stability, * law and management, * ARPA/RADAR at the management level (IMO 1.08), * medical care (IMO 1.15), - pass an examination. 6.0.7 Master <3000 GT (Yachts) - be at least 23 years old, - hold a Master <500 GT (Yachts) Certificate, - have a minimum of 24 months yacht service as a deck officer since being awarded an OOW <3000 GT (Yachts) Certificate, including not less than 240 days watchkeeping service in yachts of less than 3000 GT. All of the service must be completed onboard yachts of 15 m and more in loadline length and include 12 months in yachts of 24 m and more in loadline length, - complete medical care course (IMO 1.15), - pass an examination. 7.0 Transitional arrangements Candidates for an OOW <3000 GT (Yacht) Certificate, instead of a Yachtmaster <200 GT Unlimited Certificate, are permitted to present a Yachtmaster Certificate issued by PZŻ or PZMiNW before 2006, as well as evidence of 3 months yacht service as a master onboard yachts of 24 m and over in loadline length or 6 months service as a deck officer onboard yachts of 24 m and over in loadline length, performed in the last 5 years before taking the examination. Candidates for a Chief Mate <3000 GT (Yacht) Certificate, instead of an OOW <3000 GT (Yacht) Certificate, are permitted to present a Yachtmaster Certificate issued by PZŻ or PZMiNW before 2006, as well as evidence of 6 months yacht service as a master onboard yachts of 24 m and over in loadline length or 12 months service as a deck officer onboard yachts of 24 m and over in loadline length, performed in the last 5 years before taking the examination; they should also complete courses required for both OOW <3000 GT (Yacht) Certificate and Chief Mate <3000 GT (Yacht) Certificate, and pass an English language examination. Candidates for a Master <500 GT (Yacht) Certificate are permitted to present a Yachtmaster Certificate issued by PZŻ or PZMiNW before 2006, as well as evidence of 12 months yacht service as a master onboard yachts of 24 m and over in loadline length; they should also complete a course in law and management and hold the following certificates: GMDSS (GOC), ARPA/RADAR (IMO 1.08), medical care (IMO 1.15), advanced fire fighting (IMO 2.03), bridge teamwork (IMO 1.22), ECDIS (IMO 1.27), as well as pass an English language examination. For continuation of training, IYT certificates are accepted as equivalent.
8.0 Examination Board Members of the Examination Board are appointed by the Director of a Maritime Office. 9.0 Examinations Individual obligatory courses may be taken at any convenient time and followed by partial examinations. Their vailidity expires after 3 years. During this period the final examination should be taken, the date of which is scheduled well in advance. For this reason nonobligatory refreshment courses are recommended. 10.0 Seaman Every holder of a Yacht Rating Certificate and a Seaman s Book issued by the Director of a Maritime Office is entitled to be enrolled in the Polish Register of Seamen.
