19 Draft of energy policy of Poland till 2050 Efficient management of indigenous reserves of solid fuels Priority projects o o o o Poland should achieve energy independence. Indigenous reserves of hard and brown coals will be a stabilizer of energy security of the country. Hard coal should be supplied at competitive prices from national deposits to keep proper level of energy security. As for brown coal it is important to protect strategic reserves in infrastructure planning to secure possibility of their use in the future. The rate and direction of development of clean coal technology will be important for economic effectiveness of energy generation based on coal. 21 Draft of energy policy of Poland till 2050 Balanced scenario o o o The scenario preserves considerable, though reduced as against present situation, role of coal and oil and moderate increase in importance of gas. It forecasts increase of the share of renewables in energy balance (as result of obligations resulting from EU regulations), inclusion of nuclear energy to primary fuels balance at the level of 15% assumed now and effects of increase of energy efficiency. Balance scenario also assumes investments in new installed power of conventional energy enabling effective use of the country s solid fuels reserves. 28 Conclusions and recommendations o o o o The results of the research by independent Polish and foreign think tanks show that coal will still remain the significant fuel for the Polish energy sector and the economy. Forecasts and energy policy draft for 2050 foresee a reduction in coal consumption in relation to the current situation, but in the future, indigenous coal should still be a stabilizer of energy security in Poland. There is an urgent need to invest in Polish fuel and energy sector and most of all in projects related to highly efficient coal power plants, coal processing technologies towards its gasification and liquefaction technologies, of CO2 capture The investments are also in Polish mines to become more competitive by improvements in mechanization and automation and coal mining processes. Scenario analysis indicate that the level of coal consumption in Poland will depend mostly on the price of CO2 emission allowances; prices of CO2 emission allowances should be decided by the market and not as a result of administrative decisions. 29 Conclusions and recommendations /cont./ o Unacceptable are policies of the authorities of the European Union aimed at limitation of the role of indigenous energy resources, because they directly interfere in the internal affairs of member states concerning the possibility of an independent selection of an energy mix. o EU Council decision 787 of 10 December 2010 on state aid to hard coal mining should be changed in relation to the possibility of funding of repair processes, investments connected with the access to resources and the extension of the deadline of liquidation of mines financed from public funds, because this decision does not take into account the current situation of coal sectors of Member States.
