The regional level
The main objective of Poland for the coming years is to: - strengthen and use economic, social and institutional potential. - ensuring a faster and sustainable development - improve the quality of life of the population. This objective will be carried out in three areas: - a competitive economy, - social and territorial cohesion, - efficient country. European Commission pointed out 11 thematic goals, which will have to be unertaken by the Member States when preparing rules for the allocation of European funds in the years 2014-2020.
They are: 1. scientific research, technological development and innovation; 2. increasing the availability, quality and utilization of information and communication technologies; 3. raising the competitiveness of micro, small and medium-sized enterprises, the agricultural sector, and the fisheries and aquaculture sector; 4. supporting the transition to a low carbon industry in all sectors; 5. Promoting adaptation to climate change, risk prevention and risk management; 6. Environmental protection and the promotion of resource efficiency; 7. The promotion of sustainable transport and removal of a shortage of capacity in the operation of major networking infrastructures; 8. The promotion of employment and the mobility of workers; 9. Promoting social inclusion and the fight against poverty; 10. Investing in education, skills and lifelong learning; 11. Strengthening institutional capacity and the efficiency of public administrations Future programs fit into the above thematic objectives
1. Program operacyjny dotyczący innowacyjności, badań naukowych i ich powiązań ze sferą przedsiębiorstw The objective of the programme is to give a significant boost to economy, mainly by an increase in investment in private sector R & D. Particular enterprises will be supported in the fields of innovation, research and development activities. Increase in quality and interdisciplinarity of research will be also forced. Finally increasing in the degree of commercialization and internationalization of the results is expected. This will be achieved by focusing efforts on: - strengthening the quality of research and the position of national scientific bodies in the framework of the European research area, - construction of the relationship between science and the needs of the market and companies, - support and development of innovative enterprises (in accordance with the approach called intelligent specialization). Funding will be available for: - the transfer of technology, - research and development, - R & D infrastructure.
Cel tematyczny 1. Wspieranie badań naukowych, rozwoju technologicznego i innowacji oraz jego priorytety inwestycyjne. Objective: to increase the innovation economy by increasing the private R & d effort, raising the quality and interdisciplinarity in research, to increase their degree of commercialization and internationalization. 2. Zwiększenie dostępności, stopnia wykorzystania i jakości technologii informacyjnokomunikacyjnych Objective: skillful and intensive utilization of ICT for development through the implementation of the three pillars of the digitisation: universal access to broadband Internet, high availability of content and services on the Web, and development of digital society. 3. Podnoszenie konkurencyjności MŚP, sektora rolnego oraz sektora rybołówstwa i akwakultury Objective: to improve the competitive position of SMEs, and agricultural sectors: fishery and aquaculture products by increasing their efficiency, productivity, and promote the development of knowledge-based.
2. Program operacyjny dotyczący gospodarki niskoemisyjnej, ochrony środowiska, przeciwdziałania i adaptacji do zmian klimatu, transportu i bezpieczeństwa energetycznego Program objective: The objective of the programme is to support the efficient management of resources, more environmentally friendly, in favour of preserving the cultural heritage, social and territorial cohesion and more competitive. Tasks: - clean and efficient energy, including energy efficiency, renewable energy development and integration and improving the functioning of the European energy market; - environmental protection, including the protection of biodiversity and adaptation to climate change, reducing greenhouse gas emissions, efficient use of resources, strengthening of the resilience of economic systems to climate-related risks and enhance the prevention of natural disasters and response; - greater social cohesion and territorial cohesion, including improved transport accessibility; - competitiveness, providing a more efficient use of resources and to provide better conditions for the use of the different territorial potentials by removing obstacles in the operation of major networking infrastructures.

Wspieranie przejścia na gospodarkę niskoemisyjną we wszystkich sektorach Objective: to reduce the emissivity of the industry/economy by increasing energy efficiency and increasing the share of renewable energy sources (RES) 5. Promowanie dostosowania do zmian klimatu, zapobiegania ryzyku i zarządzania ryzykiem Objective: adapting to climate as well as improvement of the risk management system, e.g. associated with the occurrence of natural disasters or industrial risks. 6. Ochrona środowiska naturalnego i wspieranie efektywności wykorzystania zasobów Objective: increase in the competitiveness of the economy through more effective use of resources, as well as the protection of biodiversity and cultural heritage 7. Promowanie zrównoważonego transportu i usuwanie niedoborów przepustowości w działaniu najważniejszych infrastruktur sieciowych Objective: to delete a bandwidth shortage in energy and transport infrastructure. In the area of transport investments aim will be to finish (to the year 2022) implementation of the expansion of the basic transport network (expressways, in addition to other roads, railways, airports). 8. Wspieranie zatrudnienia i mobilności pracowników Objective: increase in employment, by support for disadvantaged people in the labour market, young people, women, older people (50 +), the long-term unemployed.
3. Program operacyjny dotyczący rozwoju kompetencji i umiejętności, włączenia społecznego oraz dobrego rządzenia The objective of the programme is to increase the level of employment and social cohesion, as well as improving the functioning of the public administration. The intervention undertaken at the national level will focus primarily on: - system solutions - laws, - pilot projects, - Activities with national covarage not local. Special attention will be devoted to system solutions to increase the availability of medical services (by supporting the education system of postgraduate medical personnel, management improvements and implementation of new health system rules) and improving the functioning of the public administration.

Wspieranie włączenia społecznego i walka z ubóstwem Objective: to reduce the phenomenon of social exclusion - foster the social activation measures focused on individuals and families excluded or at risk of exclusion 10. Inwestowanie w edukację, umiejętności i uczenie się przez całe życie Objective: to improve the quality of education and adapt it to the requirements of local and regional labour markets. 11. Wzmacnianie potencjału instytucjonalnego i skuteczności administracji publicznej Objective: to improve the quality of education and adapt it to the requirements of local and regional labour markets.
4. Program operacyjny dotyczący rozwoju cyfrowego The objective of the programme is to create the conditions for the widespread use of digital technologies in such a way that they became flywheel for the economy. Within the framework subsequent projects will be implemented: - widening access to broadband networks, and development of the system of electronic public services (Administration, public procurement, the judiciary, health, culture, etc.), - creation of open public resources, support systems of e-economy and e-inclusion and developing digital competences. - facilitate internet transactions, - support the creation of secure WEB systems This theme will support innovation activities presented erlier.
5. Program dotyczący rozwoju obszarów wiejskich The purpose of the programme would be to improve the competitiveness of agriculture, sustainable management of natural resources and activities in the field of climate change and sustainable territorial development in rural areas. 6. Program dotyczący rozwoju obszarów morskich i rybackich The objective of the programme is to improve the competitiveness of the fisheries and aquaculture sector, protect the environment and promote resource efficiency, and support for the implementation of the EU system of control, inspection and enforcement.
7. Program pomocy technicznej The goal is to ensure comprehensive preparation of the institutions for the implementation of the EU projects and provide a coherent system of information and promotion. Institutions will neet to have tools to assist in the efficient management of the various operational programmes. 8. program operacyjny dotyczący Polski Wschodniej - program ponadregionalny The objective of the programme is to strengthen the position and competitivness of East regions of Poland. The program will be covering 5 provinces with the lowest nationally per capita GDP values and some of the lowest values of this indicator in the EU warmińsko-mazurskie, podlaskie, lubelskie, podkarpackie i świętokrzyskie.
