Identification of the problem and the project objective: 1. Decentralization of public finance and competences is well advanced in Poland, compared to many of the old EU member states, and especially all the new ones; 2. Local Government Authorities in Poland are responsible for public funds, which on an annual basis, are equal to approx. 1/3 total public expenditures, and almost 11% GDP. 3. Local Governments are responsible (2007 data) for 67% of all investments of the public sector therefore LGs took a major part of the responsibility for functioning and development of public infrastructure serving citizens needs. 4. Most of these funds are spent for provision of different local public services: social, technical and administrative. 5. The key factor for improving effectiveness of public services delivery is professional qualification of local government cadre. Therefore improving professional capacity of LG staff is the main objective of this long-term project.
Main methodological assumptions: 1. Learning from each other professionals prefer to learn from other professionals 2. Project facilitates a system of mutual learning of local government staff through different parallel methods (learning tools) 3. Cross-border learning (Polish LG staff from Norwegian LG staff during study visits and internships 4. Methodological approach project components 1. Facilitating development of the system of benchmarking of public services in Poland (measuring costs and results and their comparison) SAS system 2. Development of the system of Benchlearning among local government units and their staff through the system of Efficiency Networks (adaptation in Poland of the Norwegian model of sharing management experience among LG units) 3. System of identification and dissemination of best practices in managing local public services National Best Practices Competition + Best Practices Data Base 4. Preparation and testing of the system of training of managers of local public services, including preparation of standards of competences of LG staff responsible for service management. 5. Study visits to Norwegian local government units by representatives of successful LG units from Poland 6. Joint website of all key Local Government Associations in Poland aiming at providing access to management knowledge in LG, that will be sustainable

National Competition for Best Practices Leader of Management in Local Government + Data Base - Annual competition (2007, 2009 social services, 2008, 2010 technical services) - Since 2007 over 200 applications from almost 150 LGs - Since 2007 over 60 finalists and 30 winners in 6 categories - Database of Best Practices www.dobrepraktyki.pl or www.jst.org.pl - By now over 110 descriptions of best practices in managing different public services and institutional development

So far over 700 LG staff participated from 300 municipalities, of which nearly 600 completed the 6 months course. Study visits and internships in Norwegian LG units Two full cycles of study visits completed with 51 LG management staff participating (from 25 LG units) 10 LG staff from Poland (from 10 LG units) conducted internships in Norwegian local governments Each visitor prepared a detailed report with observations and own plan for transferring certain management solutions to own local government unit in Poland 2 partnership (twinning) agreements under preparation (Elk Lorenskog; Sochaczew Ullensaker)
