Box 1180, Maple Grove, MN FIRE-RESCUE DEPARTMENT Fire Operations Fire Prevention Fax Fax November 9, 2018 RE: Burn Boot Camp Site Plan Review We have reviewed the proposed concept plans for Burn Boot Camp and have the following comments: 1. The installation of the new sprinkler system shall comply with Policy FPB-3, Sprinkler System Installation. 2. Water Main, System Components and Hardware Required Fire sprinkler water mains must be brought into a one-hour fire resistive room and must have exterior access, a drain, an emergency light pack, and a sidewalk to the public way. If the water main enters into a basement level the main may be extended to the first floor into a one-hour fire resistive room with the above requirements. In lieu of the one-hour fire resistive room one of the following options may be provided: a. A yard post indicator valve; post indicator valve must be down stream from the domestic (at the point where the domestic and fire split, on the fire side) or provide a separate fire main. A gate valve shall be installed on the domestic side. b. A wall post indicator valve 3. New water flow tests shall be conducted for all new systems and on existing systems over two years old. Accurate elevation information of the test hydrant (static/residual) shall be provided relative to the finish floor elevation of the project building. The test shall be conducted in accordance with NFPA A representative from the Utility Department shall be contacted prior to the test at (763) to witness the test. 5. When the maximum size of domestic water on combination fire sprinkler/domestic water line in the building exceeds 25% of the size of the water service line, the building water usage shall be designed into the hydraulic calculations of the sprinkler system and shall include the lawn irrigation system. In lieu of hydraulically calculating the building domestic water usage and lawn irrigation system an electric solenoid valve shall be installed on the domestic side of the service, and shall include the lawn irrigation system. 7. The electric solenoid valve shall be installed immediately after the main valve (before the meter). This valve shall be normally powered open and close on loss of electric power or signal from the automatic fire sprinkler system water flow indicator. 8. The fire department connection, PIV, and WPIV shall be a minimum of a ten (10) foot radius from electric and gas meters and electric transformers. 9. The fire department connection and wall post indicator valve shall be installed at 42 inches above finished grade. 10. The location of the fire department connection shall be approved by the Fire Department - Inspections staff and shall be within 150 feet of a fire hydrant. 11. Exterior horn/strobe alarm to be located above fire department connection. The outside horn/strobe shall sound only when water is flowing and is required on all systems regardless of whether there is a fire alarm system or not. 3 MEMORANDUM TO: FROM: Peter Vickerman, City Planner Jupe Hale, PE, Assistant City Engineer DATE: November 19, 2018 SUBJECT: Burn Boot Camp Engineering staff has reviewed the Burn Boot Camp Development Stage plans and offer the following comments for consideration. TRIP GENERATION 1. The proposed group fitness center (Burn Boot Camp) will likely generate approximately 378 trips on an average weekday, with 7 trips occurring during the a.m. peak hour (4 inbound and 3 outbound), and 34 trips occurring during the p.m. peak hour (19 inbound and 15 outbound). 2. In comparison, the previous restaurant land use generated an estimated 558 trips on an average weekday, 49 trips during the a.m. peak hour (27 inbound and 22 outbound), and 49 trips during the p.m. peak hour (30 inbound and 19 outbound). 3. This represents a 32 percent decrease in daily trips to the site on an average weekday, an 86 percent decrease in a.m. peak hour trips, and a 15 percent decrease in p.m. peak hour trips for the proposed group fitness land use versus the previous restaurant. ACCESS 1. The proposed Burn Boot Camp group fitness will not change the existing access to the site. Access to the site (that is shared with the existing Applebee s restaurant) will continue to be provided by the full-access signalized intersection located approximately 440 feet west of the signalized Weaver Lake Road/East Fish Lake Road/Eastbound I-94 ramp intersection, and a right-in/right-out access located approximately midway between these two signals. PEDESTRIAN ACCOMMODATIONS 1. The concept plan does not show any new proposed pedestrian accommodations and/or pedestrian connections to the existing trail located on the north side of Weaver Lake Road. City requests a sidewalk connection from the parking area to the existing trail on the north side of the Weaver Lake Road in order to separate pedestrian and vehicular traffic on the existing two-lane site exit at the Weaver Lake Road traffic signal.

4 WATER QUALITY, RATE, AND VOLUME CONTROL 1. Narrative indicates no exterior work included with the project, therefore, no water quality, rate, or volume control is required. WATER QUALITY PONDS 1. On-site water quality ponds appear to need maintenance. Applicant will need to submit plans for sediment removal with Building Permit applications, and coordinate limits and depths with Water Resources Engineer. PLAT, EASEMENTS, ASSESSMENTS 1. No change to the plat or easements are proposed. All trunk charges and lateral benefits to the site have been assessed or paid at time of original development. Signage changes shall require a separate sign permit. 2. Landscaping shall be reviewed for compliance with the original plan. Any missing overstory trees shall be replaced. An updated landscaping plan shall be submitted and approved before occupancy of the building.
