IEF - B1 RESEARCH AND TECHNOLOGICAL QUALITY Research and technological quality, including any interdisciplinary and multidisciplinary aspects of the proposal Appropriateness of research methodology and approach Originality and Innovative nature of the project, and relationship to the 'state of the art' of research in the field Timeliness and relevance of the project Host research expertise in the field Quality of the group/scientist in charge 15
IEF - B1: WEAKNESSES The research objectives are not clearly identified in the proposal. Multidisciplinary and intersectorial aspects of the project not properly identified; Research methodology not sufficiently described; The originality of the proposed research is only briefly addressed. State of the art only very briefly presented; The project s originality and innovation is rather weak considering a number of similar studies performed so far. The proposed modelling techniques are standard tools for this kind of research. 16
IEF - B2 TRAINING Clarity and quality of the research training objectives for the researcher Relevance and quality of additional research training as well as of transferable skills offered, with special attention to exposure to the industry sector, where appropriate Measures taken by the host for providing quantitative and qualitative mentoring/tutoring 17
IEF B2: WEAKNESES The training objectives are only generally stated. Lacks details regarding the content of the training courses; Although the proposal presents the objectives of training, these objectives are not sufficiently detailed; The additional scientific training and complementary skills are not sufficiently described, The description of the additional novel skills to be acquired by the fellow is not convincing. The host institution experience in training researchers is not clearly demonstrated. 18
IEF - B3 RESEARCHER Research experience Research results including patents, publications, teaching etc., taking into account the level of experience Independent thinking and leadership qualities Match between the fellow's profile and project Potential for reaching or reinforcing a position of professional maturity Potential to acquire new knowledge 19
IEF B3: WEAKNESSES The publications record is remarkable in quantitative terms, although the list of publications includes only few international publications. The publications are not visible at European or international level; The researcher s track record, although progressively improved, is not fully commensurate to the career stage. A career development plan is not explicitly presented. Clear plans for a future career development have not been provided. There is not sufficient indication to what extent and how the project could contribute to professional maturity of the applicant. The transition from the previous research field to the current one has not been clearly explained. Independent and leadership qualities only partially detailed; One of the recommendations is confusing (stating that the stage will take place in Portugal, instead of Norway, Annex 1). 20
IEF - B4 IMPLEMENTATION Quality of infrastructures / facilities and international collaborations of host Practical arrangements for the implementation and management of the research project Feasibility and credibility of the project, including work plan Practical and administrative arrangements and support for the hosting of the fellow 21
IEF B3: WEAKNESSES The measures foreseen for the implementation of the project are generically addressed. The work plan lacks detail about milestones and deliverables. It is rather short and not sufficiently elaborated, therefore the timescale provided is not fully convincing. Quite a few months in the work plan are envisaged for direct investigations in archives, and this is not sufficiently justified. There are limited plans for presentation/evaluation/dissemination of the partial research results. The proposal does not explain how the infrastructure will be used in the project implementation; 22
IEF - B5 IMPACT Impact of competencies acquired during the fellowship on the future career prospects of the researcher, in particular through exposure to transferable skills training with special attention to exposure to the industry sector, where appropriate Contribution to career development or re-establishment where relevant Benefit of the mobility to the European Research Area Development of lasting cooperation and collaborations with other countries Contribution to European excellence and European competitiveness regarding the expected research results Impact of the proposed outreach activities 23
IEF B5 IMPACT Wymiar Europejski Green/White Books Directives Communications Discussion papers Public consultations http://ec.europa.eu/research/ 24
IEF B5: WEAKNESSES The potential to acquire new competencies and the contribution to career development are not clearly elaborated the proposal. There is not sufficient identification of a significant contribution to European excellence and to the ERA. The prospects for larger impact of the proposal are not adequately justified. The applicant s potential to acquire new competencies to improve their prospects of reaching a position of professional maturity, diversity and independence, in particular through exposure to transferable skills training, is not convincingly explained. The outreach activities are inadequately described. The benefit of the mobility to the European research area is poorly described. 25
