Doing Business International - Limitations There are 14 200 km of internal borders inside the EU. Even if we define border regions as the area covering just 25 km of the actual border, this would still represent over 710 000 square kilometres twice the size of Germany. W Unii Europejskiej istnieje 14 200 km granic wewnętrznych. Nawet jeżeli za regiony przygraniczne uznamy obszary zajmujące jedynie pas 25 km od faktycznej granicy, to wciąż omawiany obszar ma powierzchnię 710 000 kilometrów kwadratowych co stanowi dwukrotność powierzchni Niemiec.
Doing Business International - Limitations Companies tend to self-limit their potential market, suppliers, potential collaborating partners, etc. to their national or sometimes even regional area even if those companies are located at the border itself. This self imposed limit reduces the company s potential. This situation affects particularly very small companies and those in the services and crafts sectors. Thinking beyond the borders means opening the doors to new customers, new suppliers, new technologies and new cooperation ventures: possibly the best support for the SME s future continuity. Border zones can and should breed more internationalisation apostles. Mentalne przekraczanie granic oznacza otwarcie się na nowych klientów, nowych dostawców, nowe technologie oraz nowe wspólne rzedsięwzięcia co może najlepiej sprzyjać zachowaniu przyszłej ciągłości działania danego MŚP. Ze stref przygranicznych powinna wywodzić się większa liczba apostołów umiędzynarodowienia.
Doing Business International - Background A great successes of the EU has been the creation of a vast single market of over 450 million consumers. And beyond Europe, the current wave of globalisation, characterised by sharp reductions in trade barriers and in transport, communication and information costs, has opened vast opportunities.yet for many small and medium-sized enterprises (SMEs), national frontiers still represent a significant barrier to expanding their business and they still depend largely, or solely, on their domestic markets. Jednym z największych osiągnięć UE było stworzenie ogromnego jednolitego rynku obejmującego ponad 450 milionów konsumentów. Również poza Europą otwierają się ogromne możliwości dzięki obecnej fali globalizacji, charakteryzującej się radykalnym ograniczeniem barier w handlu i transporcie,jak również obniżeniem kosztów komunikacji i informacji.

Doing Business International - Background Current estimates indicate that only one fifth of European SMEs have exports and only 3 % of SMEs have subsidiaries, branches or joint ventures abroad. Even more worryingly, internationalisation is still not even considered by a substantial percentage of European SMEs despite the fact that SMEs are already exposed to strong international competition even within their own internal markets. Jednak dla małych i średnich przedsiębiorstw (MŚP) granice państwowe wciąż stanowią znaczącą barierę rozwoju działalności i przedsiębiorstwa takie wciąż uzależnione są w dużym stopniu lub całkowicie od rynków krajowych. Obecne szacunki wskazują, że tylko jedna piąta europejskich MŚP prowadzi eksport, a tylko 3% MŚP ma spółki powiązane, oddziały lub spółki joint venture za granicą. Jeszcze bardziej niepokojące jest to, że znaczna część europejskich MŚP wciąż nawet nie rozważa umiędzynarodowienia,mimo że MŚP odczuwają już skutki silnej konkurencji międzynarodowej, nawet naswoich rynkach wewnętrznych.

While some small open economies report a much higher involvement in exports (Estonia: 23% of companies reported some turnover from exports, Slovenia: 21%, Finland: 19%, Denmark: 17%, etc.) Small and medium-sized enterprises in some of the largest EU countries are, on the other hand, not very much involved in cross-border trade: most notably Spain (3%), France (6%) and Italy (7%). But some of the smaller economies are quite closed as well, with a low proportion of SMEs involved in exports: Cyprus (3%), Bulgaria (4%), Malta (6%).

Many companies, particularly the smallest ones and those at the early stage ofinternationalisation, lack the resources and expertise to identify foreign business opportunities, potential partners, foreign business practices, export procedures, import regulations, standards and productspecifications, laws and regulations, marketing requirements, etc. Kwestia ta powraca wkolejnych badaniach i opracowaniach dotyczących MŚP jako jeden z kluczowych problemów, jakie stoją przed MŚP dążącymi do prowadzenia działalności na obcych rynkach lub początkującymi właśnie w tej dziedzinie. Wiele przedsiębiorstw, w szczególności te najmniejsze i będące we wczesnych etapach umiędzynarodowienia, nie posiada zasobów i specjalistycznej wiedzy służących rozpoznawaniu szans związanych z handlem zagranicznym, potencjalnych partnerów, praktyk handlu zagranicznego, procedur eksportowych, przepisów importowych, norm i specyfikacji produktowych,ustaw i rozporządzeń, wymogów marketingowych itp.

Doing Business International 1 Purpose of the examination and title of the qualification (1) The purpose of the examination as Foreign Trade Manager is to ascertain whether the candidate is in possession of the necessary foreign trade knowledge, skills and experience to enable him/her to fulfil foreign trade tasks in crafts trades oriented functional areas. (2) Successful completion of the examination leads to the recognised qualification of Foreign Trade Manager (Chamber of Crafts and Trades).
Doing Business International 2 Conditions for admission to the examination The following persons may be admitted to the examination. 1. Persons who are able to demonstrate that they have successfully completed a journeyman examination in a craft trade or persons who have successfully completed a final examination in a recognised training occupation which is the equivalent of a craft trades occupation. 2. Notwithstanding the conditions stated in Paragraph 1 above, persons may also be admitted to the examination who are credibly able to demonstrate by the submission of certificates or by another means that knowledge, skills and experiences acquired via their occupation previously pursued justify admission to the examination.
Doing Business International 3 Structure, content and duration of the examination The examination is divided into the following three examination parts. 1. Business English 2. Basic principles of international business 3. Basic principles of intercultural management
Doing Business International 4 Crediting of other examination performances 1 ) Before sitting the examination in individual fields of activity, a candidates may on application be exempted by the Chamber of Crafts and Trades if he or she has passed an examination conducted by a competent body, by a public or state recognised educational establishment or by a state Examination Board the content of which corresponds to the requirements of the respective field of activity.
Doing Business International 5 Passing the examination and supplementary oral examination (1) Examination performances in the examination parts pursuant to 3 are to be evaluated individually. (2) The number of marks achieved in the oral and written performances within the three parts of the examination are to be added together to arrive at an overall mark. The overall mark comprises 20% from the first part of the examination, 30% from the written examination of the second part of the examination, 30% from the project project of the second part of the examination and 20% from the third part of the examination.
Doing Business International 5 Mark 1.0 1.5 = very good, an outstanding performance Mark 1.6 2.5 = good, a performance well above the average level of requirements Mark 2.6 3.5 = satisfactory, a performance in line with the average level of requirements Mark 3.6 4.5 = pass, a performance which exhibits some deficiencies but which still meets the minimum requirements Mark over 4.5 = unsatisfactory, a performance which exhibits considerable deficiencies and which does not meet the minimum requirements
Doing Business International 6 Application of other regulations Insofar as the present specific statutory regulations do not contain any provisions to the contrary, the examination regulations for the conducting of advanced examinations in non-craft trade occupations at the Schwerin Chamber of Crafts and Trades should be applied. 7 Entry into force The present specific statutory regulations shall enter into force once they have been approved by the Ministry of Economics of the Federal State of Mecklenburg-Western Pomerania and have been published.

Doing Business International BSR QF Qualifizierungs-Rahmen Baltic Sea Region Im Leonardo-Projekt Baltic-Education wurde ein Qualifizierungsrahmen für den Ostseeraum entwickelt. Dieser BSR-QF bildete die Grundlage für die Bewertung von zwei Ausbildungsberufen des Handwerks Tischler und Maler mittels des European Credit Transfer System of Vocational Education and Training (ECVET). ECVET ist ein System, welches ermöglicht, Qualifikation in Form übertragbarer und akkumulierbarer Lerneinheiten (in Form von Kenntnissen, Fertigkeiten und Kompetenzen) zu beschreiben und diesen Lerneinheiten Leistungspunkte zuzuordnen. Dieser BSR-QF sowie das angewandte ECVET-Verfahren für die zwei Handwerksberufe bildete die Grundlage für die Bewertung des entwickelten Lehrgangs Doing international business.

Doing Business International BSR QF Qualifizierungs-Rahmen Baltic Sea Region Der BSR-QF hat 8 Qualifikationsniveaus, die erworbene Qualifikationen der European Higher Education Area (EHEA) sowie berufliche Qualifikationen und Kompetenzen berücksichtigen. Dieses Konzept steht im Einklang mit den Empfehlungen der Europäischen Kommission. Tabelle 1 zeigt den ausgearbeiteten Vorschlag für den BSR-QF. Im Folgenden sind kurz die jeweiligen Kompetenzstufen des BSR-QF beschrieben. Für die Zwecke einer Bewertung wurden die Einzelmodule gebündelt in folgende drei Hauptmodule: Modul A Kommunikation: Englische und interkulturelle Kompetenzen Modul B Kompetenzen in den Grundlagen des internationalen Geschäfts Modul C Anwedungskompetenz in Fallstudien
Doing Business International BSR QF Qualifizierungs-Rahmen Baltic Sea Region Alle drei Module werden als Pflichtmodule eingestuft, in denen Wissen und Kompetenzen erworben werden müssen.hinsichtlich der Einordnung des Lehrgangs in den BSR-QF wurde folgende Einstufung vorgenommen: Mindestens Kompetenzstufe 4 Mittlere Berufsbildung und Kompetenzstufe 5 Höhere Berufsbildung wenn die Teilnehmer entsprechende Kompetenzen bereits durch andere Qualifizierungen und berufliche Tätigkeiten erworben haben und in den Lehrgang einbringen.
Doing Business International BSR QF Für die Bewertung des Lehrgangs wird vorgeschlagen von maximal 100 Credit Points auszugehen. Die Bewertung der Module erfolgte in einem ersten Schritt separat durch die einzelnen Mitglieder der Arbeitsgruppe. Die vorgenommenen Einzelbewertungen differierten bei den einzelnen Modulen um 5 10 Credit Points. Auf der Basis der Einzelbewertungen wurde dann in einem zweiten Schritt eine Gruppenbewertung vorgenommen, die zu folgendem Ergebnis führte: Modul Credit Points A Kommunikation 30 B Internationales Geschäft 40 C Fallstudien 30 100
Doing Business International BSR QF Qualifizierungs-Rahmen Baltic Sea Region Für die künftige Anwendung in den anderen Ostseeländern wurde deshalb folgendes Vorgehen entwickelt: 1. Abschlussprüfung Die jeweiligen Anwender entwickeln eine hausinterne Prüfungsordnung, die möglichst weitgehend der Prüfungsordnung der Handwerkskammer Schwerin entspricht. Auf dieser Basis wird der Lehrgang mit einer Prüfung abgeschlossen. Die Teilnehmer erhalten ein qualifiziertes Zertifikat.
Doing Business International BSR QF 2. Internationale Anerkennung Die Anwender bewerten den Lehrgang mit Credit Points. Eine gegenseitige Anerkennung des Abschlusses in diesen Ländern erfolgt, wenn folgende Bedingungen erfüllt sind: a) Die Abschlussprüfung wurde bestanden. b) Die Bewertung des Lehrgangs hat bei 100 maximal möglichen Credit Points zu mindestens 85 Credit Points geführt (15% Toleranz-Spielraum). c) Es wurden Kompetenzen in allen drei Pflichtmodulen erworben. 3. Dokumentation Soweit noch nicht vorhanden, soll jeder der künftigen Teilnehmer einen EU- Bildungspass erhalten, in dem die Ergebnisse gemäß 1. und 2. dokumentiert werden.
