The companies from the KSSE employ the total of 24 thousand employees working in modern workplaces. Owing to their co-operative connections, as a result of the synergy effect, at least 50 thousand workplaces have been created around the Zone. The decade that has passed not only makes one look back, but also encourages to look forward to future. One of the Katowice Zone development directions is locating research & development centres of the companies that have already erected their factories here. According to the data estimated, about 2 600-800 engineers will be employed in these centres within the next few years. Furthermore, it is the Logistic Centres that are another Zone s development area. There will be as much as 500 thousand sq. m of new surface for logistic service offered to companies within the next few years and within two years, Silesia stands the chance of becoming a logistic empire, stated Piotr Wojaczek. sub-zone Gliwice sub-zone Jastrzębie & Żory Katowice sub-zone Tychy Częstochowa sub-zone Sosnowiec & Dąbrowa Górnicza Bielsko-Biała 23

Numerous, less pleasant obligations have kept me in Warsaw. Please, accept my heart-felt congratulations and thanks for the outstanding achievements in the investment development in Silesia that in the 1990s, when the hard coal mining industry was becoming the industry of the past, required special activities on the part of the government. The establishment of the special economic zone was the significant element of the Contract for Silesian concluded at that time. After 10 years, one may state that the objective has been reached. On establishing the zone, it was assumed that it should generate 25 thousand new workplaces. Right now, 23 thousand people work in the companies here established and we are only half way. Bearing in mind that you have hold the position of the President since the very beginning of the zone s existence, its present success is mainly your own and that of the Team created by you. I may not refer to your role as the Chairman of the Conferences of the Special Economic Zones, whose body lobbies successfully and for the country in favour of the most effective zone instrument usage for direct investment project development in Poland. You are the activator and co-operator of almost all the legislative and organisational initiatives concerning the special economic zones. I must admit that such an effective consolidation of the zones Presidents, who are - to some extent - competitive, is fairly infrequent and is the evidence for the Chairman s personal talents. I would like to ensure you that my words of merit that I address to you and to your Staff are not the conventional gesture ascribed to jubilee events. They ooze from the objective evaluation of the reliable and committed work. Again, I congratulate on the effects already achieved and I wish all your employees further success, both at work and in their personal lives. 4

Afterwards there came applause, flowers and congratulations... The time to celebrate arrived; the lovely smell of delicious food pervaded the venue...there were smiles all over, conversation buzz, and above it all, there came the sounds of music... s u m m a r y Katowicka Specjalna Strefa Ekonomiczna S.A. [Katowice Special Economic Zone] is already 10 years old. Investments in this area have reached 8 billion PLN, which is the highest result of all the economic zones in Poland. TThe Katowice Special Economic Zone was created in order to support and accelerate restructuring processes in Silesia and to provide new jobs. It is composed of three sub-zones: Gliwice, Jastrzębie-Żory, Sosnowiec- Dąbrowa Górnicza and Tychy. Initially, the Katowice Zone covered an area of 826 hectares in 8 gminas and currently it occupies 1156 hectares in 19 gminas. In the last ten years, 120 business entities have agreed to join and 75 of them are already carrying out manufacturing activities. A leading investment is the General Motors OPEL factory in Gliwice which employs over 2,700 people. Other wellknown international companies also have their plants in the area: Isuzu Motors in Tychy, producing high-pressure engine; Delphi Automotive System, manufacturing components for the automotive industry; and the American firm Guardian, a well-known producer of glass. Many Polish companies have also made investments in the Zone. Atlas, the leader in the Polish market of glues for glaze has a plant in Dąbrowa Górnicza, a meat plant belonging to Zakłady Mięsne Duda is located in Sosnowiec and Mokate Capuccino operates in Żory. What is significant for the local authorities are the social results of the Zone s functioning. The companies from the zone employ a total of about 24,000 people in newly created workplaces. Their business cooperation has caused about 50,000 new jobs to be created in areas surrounding the Zone as a synergy effect. Not only do investors require high professional qualifications from their employees, but they also guarantee the latter further development. Such people constitute an asset for the whole region, as they encourage entrepreneurs to bring their investments to Silesia. The success of the Katowice Special Economic Zone is strongly connected with the local potential for development, in the region as a whole, but also in individual cities and gminas. This factor is of essential significance as far as making investment decisions is concerned. Therefore, the acquired European Union funds are used to finance infrastructure development, environmental protection and support the SME sector, as well as to develop innovation and to enhance the qualifications of human resources. Such activities result in the creation of an investment potential which can be expressed in substantial amounts of money, estimated at about 450 million EUR. The Regional Operational Programme that defines the perspectives of financial aid for the years 2007-2013 may bring about 1.8 billion EUR in European Union subsidies. As well as its statutory activities, the Zone also performs additional supporting services to entities carrying out activities within the area. For instance, it acts as mediator in property trade, it participates in regional projects aimed at improving the competitiveness of the local economy, it provides services related to personal consulting, etc. Currently, the Zone s management is focusing on projects related to Business Process Outsourcing service centres, i.e. on the creation of research and development centres. Investments related to logistics are located in the area, owing to the convenient road network, now undergoing the process of modernisation (a feature that distinguishes the Śląskie Voivodeship compared to other regions of Poland). 11 2
