Regulamin niniejszy, zwany dalej Regulaminem określa ogólne zasady funkcjonowania Domu Studenta oraz prawa i obowiązki osoby zakwaterowanej w Domu Studenta Politechniki Białostockiej, zwanej dalej mieszkańcem, który: 1) jest studentem Programu Erasmus; 2) jest studentem innych programów międzynarodowych; 3) jest studentem programów międzynarodowych innej uczelni, która podpisała umowę na zamieszkanie z Politechniką Białostocką 2. Na terenie Domu Studenta władze Uczelni reprezentuje kierownik Domu Studenta, który kieruje całokształtem działalności organizacyjno administracyjnej i gospodarczej. 3. Nadzór nad działalnością Domu Studenta sprawuje Kanclerz Politechniki Białostockiej. 2 Zakwaterowanie 1. Zakwaterowania dokonuje administracja Domu Studenta na podstawie rezerwacji pokoju dokonanej do dnia 31 sierpnia na semestr zimowy i do dnia 31 stycznia na semestr letni przez studenta drogą elektroniczną na adres właściwego Domu Studenta ( Kwestionariusz - załącznik nr 1, Rezerwacja pokoju/ miejsca - załącznik nr 6); 2. Mieszkaniec zobowiązany jest do: 1) dopełnienia formalności związanych z zakwaterowaniem w pierwszym dniu roboczym po przybyciu do Domu Studenta ( Karta wyposaŝenia załącznik nr 2, Oświadczenie załącznik nr 3); 2) dokonania opłaty miesięcznej i kaucji jednorazowej stanowiącej jednokrotność opłaty miesięcznej za zajmowane miejsce na konto właściwego Domu Studenta najpóźniej w terminie 10 dni od daty zakwaterowania, chyba Ŝe inaczej stanowią umowy o zamieszkaniu pomiędzy uczelniami. 3. Osoba zakwaterowana otrzymuje Kartę Mieszkańca, uprawniającą do zamieszkiwania oraz pobierania kluczy do zajmowanego pokoju. 4. Pokój przeznaczony do zakwaterowania jest przygotowany do zamieszkania i wyposaŝony w sprzęt i meble zgodnie z dokonaną rezerwacją. 5. Za otrzymaną pościel, sprzęt i inne wyposaŝenie pokoju mieszkaniec odpowiada materialnie. 3 Wykwaterowanie 1. Decyzję o wykwaterowaniu podejmuje Kanclerz na wniosek kierownika Domu Studenta lub na wniosek mieszkańca. 2. Wykwaterowanie moŝe być dokonane tylko w godzinach pracy administracji Domu Studenta. 3. Uczelnia ma prawo pozbawić mieszkańca otrzymanego miejsca w Domu Studenta jeŝeli: 1) narusza w sposób raŝący i uporczywy zasady określone w Regulaminie; 2) zalega z opłatą za zajmowane miejsce za dwa miesiące.
4 Decyzję o wykwaterowaniu wręcza mieszkańcowi kierownik Domu Studenta lub osoba przez niego upowaŝniona. 5 Wykwaterowanie następuje po upływie 2 dni od wręczenia mieszkańcowi decyzji, o której mowa w ust. 1. 6. W przypadku określonym w ust. 3 pkt. 2, Kanclerz udziela dodatkowego miesięcznego terminu na zapłatę zaległych opłat. Mieszkaniec ma obowiązek wykwaterować się jeŝeli w powyŝszym terminie nie uiści ciąŝących na nim naleŝności. 7. Wykwaterowanie na Ŝądanie lub na koniec semestru jest zgłaszane do administracji Domu Studenta na 7 dni przed planowanym wyjazdem. 8. Wykwaterowanie na Ŝądanie, na koniec semestru lub w trybie natychmiastowym nie zwalnia z obowiązku zapłaty zaległych naleŝności oraz rozliczenia wyposaŝenia. W dniu wykwaterowania mieszkaniec obowiązany jest zdać klucze wraz z Kartą Mieszkańca administracji Domu Studenta. 9. W przypadku stwierdzenia w dniu wykwaterowania braków, uszkodzeń, zniszczeń wyposaŝenia ujętego w Karcie wyposaŝenia lub zaległości w opłacie miesięcznej: a) student Programu Erasmus nie otrzyma potwierdzenia rozliczenia od administracji Domu Studenta na Karcie Obiegowej; b) student innego programu międzynarodowego utraci prawo do zamieszkania w Domach Studenta w następnym roku akademickim do czasu pełnego rozliczenia; 10. W przypadku stwierdzenia braków, uszkodzeń, zniszczeń wyposaŝenia ujętego w Karcie wyposaŝenia w dniu wykwaterowania studenta programu międzynarodowego innej uczelni, kosztami obciąŝana jest uczelnia, która podpisała umowę najmu z Politechniką Białostocką, na podstawie sporządzonego protokółu zniszczeń w obecności przedstawiciela uczelni, kierownika lub pracownika administracji Domu Studenta. 4 Opłaty i kaucja 1. Wysokość opłat w kwocie netto miesięcznych za zamieszkanie w Domu Studenta ustala corocznie Rektor w porozumieniu z uczelnianym organem Samorządu Studentów i Samorządu Doktorantów oraz Kanclerzem. 2. Opłata miesięczna za zamieszkanie jest płatna do dnia 10 kaŝdego miesiąca, przelewem na konto bankowe Domu Studenta. 3. Z zastrzeŝeniem ust. 4 kaucja o której mowa w 2 ust. 2 pkt. 2, zwracana jest w kasie Banku PEKAO S.A. na podstawie pisemnego wniosku mieszkańca (załącznik nr 4), najpóźniej na 3 dni przed wykwaterowaniem studentowi Programu Erasmus i w dniu wykwaterowania studentowi innego programu międzynarodowego. 4. W przypadku stwierdzenia braków, uszkodzeń, zniszczeń, kaucja słuŝy zabezpieczeniu kosztów naprawy poniesionych szkód (załącznik nr 5) lub moŝe być zaliczona w poczet zaległości w opłatach za zamieszkanie oraz internet. 5. W przypadku zakwaterowania miesięcznego opłata wynosi: a) 50% opłaty miesięcznej dla osób wykwaterowanych do 15 go dnia miesiąca; b) 100% opłaty miesięcznej dla osób wykwaterowanych po 16 tym dniu miesiąca. 6. Brak zapłaty w wyznaczonym terminie spowoduje naliczenie odsetek za zwłokę w wysokości ustawowej. 1. Mieszkaniec ma prawo do: 5 Prawa osoby zakwaterowanej w Domu Studenta
1) korzystania z pomieszczeń i urządzeń przeznaczonych do ogólnego uŝytku, tj.: pralni, kuchni; 2) zmiany pokoju za pisemną zgodą kierownika Domu Studenta; 3) wnoszenia do kierownika uwag dotyczących funkcjonowania Domu Studenta; 4) zmiany pościeli co najmniej raz w miesiącu; 5) pozostawienia w pomieszczeniu depozytowym samodzielnie zabezpieczonych rzeczy wartościowych w przypadku opuszczenia Domu Studenta na okres dłuŝszy niŝ 3 dni. 6 Obowiązki osoby zakwaterowanej w Domu Studenta 1. Mieszkaniec jest zobowiązany do: 1) przestrzegania Regulaminu Mieszkańca Obcokrajowca Domu Studenta ; 2) przestrzegania przepisów przeciwpoŝarowych, BHP, sanitarnych; 3) podporządkowania się decyzjom kierownika; 4) przestrzegania ciszy nocnej w godzinach 22:00 6:00; 5) zgłaszania stwierdzonych usterek w administracji Domu Studenta; 6) niezwłocznego powiadomienia kierownika Domu Studenta o wypadku zaistniałym na terenie Domu Studenta lub chorobie zakaźnej współmieszkańca; 7) okazywania Karty Mieszkańca portierom, pracownikom administracji Domu Studenta oraz pracownikom ochrony; 8) pozostawienia kluczy od pokoju w portierni w przypadku opuszczania Domu Studenta. 7 Przepisy porządkowe 1. Mieszkaniec zamieszkuje w pokoju przydzielonym przez administrację Domu Studenta. 2. Zmiana pokoju, tj.: przekwaterowanie lub dokwaterowanie moŝe nastąpić na podstawie pisemnej prośby mieszkańca za zgodą kierownika. 3. W Domu Studenta zabrania się: 1) uŝywania w pokojach mieszkalnych kuchenek i grzejników elektrycznych oraz innych źródeł ciepła nie stanowiącego stałego wyposaŝenia pokoju; 2) samowolnego zakładania, przerabiania, naprawiania instalacji elektrycznych, gazowych, wodnych, telefonicznych, antenowych i komputerowych; 3) wymiany zamków w drzwiach, dorabiania kluczy ( w takiej sytuacji kierownik Domu Studenta nakazuje wymianę zamka i obciąŝa kosztami wymiany mieszkańców pokoju); 4) uŝywania niezgodnie z przeznaczeniem pomieszczeń, wyposaŝenia Domu Studenta i sprzętu przeciwpoŝarowego; 5) wymiany mebli między pokojami, wynoszenia mebli z pokoju bez zgody kierownika; 6) uŝywanie sprzętu audio itp. w sposób utrudniający innym mieszkańcom naukę lub wypoczynek; 7) wyrzucania przez okna jakichkolwiek przedmiotów; 8) trzymania w pokojach zwierząt; 9) uprawiania gier hazardowych; 10) posiadanie jakiejkolwiek broni; 11) palenia tytoniu z wyjątkiem miejsc do tego przeznaczonych; 12) wytwarzania, sprzedawania, spoŝywania oraz posiadania napojów alkoholowych oraz środków odurzających; 13) podnajmowania, uŝyczania zajmowanego miejsca innym osobom; 14) organizowania imprez okolicznościowych na korytarzach.
4. Mieszkańcy, przyjmujący gości na terenie Domu Studenta, ponoszą z tego tytułu całkowitą odpowiedzialność, w tym materialną. Osoby odwiedzające mają obowiązek okazania dokumentu toŝsamości pracownikowi portierni celem dokonania wpisu do Księgi Gości Domu Studenta. Osoby będące w stanie po spoŝyciu alkoholu lub środków odurzających nie mają prawa wstępu na teren Domu Studenta. 5. Imprezy okolicznościowe na terenie Domu Studenta mogą być organizowane tylko w miejscach do tego przeznaczonych na podstawie pisemnej zgody kierownika Domu Studenta. Za szkody i zakłócenie porządku spowodowane przez uczestników imprezy odpowiadają, solidarnie uczestnicy imprezy oraz jej organizator. 6. Kierownik Domu Studenta lub pracownik administracji moŝe wejść do kaŝdego pokoju w obecności jego mieszkańca. W przypadku zagroŝenia prawidłowego funkcjonowania obiektu kierownik Domu Studenta komisyjnie (kierownik z podległym pracownikiem) moŝe dokonać inspekcji pokoju podczas nieobecności mieszkańca, niezwłocznie informując go na piśmie o tym fakcie. 7. W przypadku zagroŝenia porządku lub bezpieczeństwa kierownik Domu Studenta lub inny pracownik wzywa odpowiednie słuŝby porządkowe. 8. Kierownik moŝe zakazać wstępu na teren Domu Studenta osobom, które wcześniej dopuściły się raŝącego naruszenia Regulaminu Mieszkańca Obcokrajowca Domu Studenta. 9. Za wyrządzone szkody powstałe na terenie Domu Studenta mieszkańcy odpowiadają materialnie do pełnej ich wysokości. W przypadku stwierdzenia zniszczeń, sporządzany jest protokół (załącznik nr 5), na podstawie którego określona zostaje kwota potrącona z kaucji. W sytuacji gdy wysokość szkody przewyŝsza wysokość kaucji mieszkaniec obowiązany jest do uiszczenia róŝnicy na wskazane przez kierownika Domu Studenta konto w terminie 3 dni. 10. Uczelnia nie ponosi odpowiedzialności za mienie prywatne znajdujące się w zajmowanym pokoju. 8 Postanowienia końcowe 1. Regulamin wchodzi w Ŝycie z dniem 1 czerwca 2009 roku.

These rules and regulations, hereinafter referred to as Rules, set out the general principles of University accommodation management as well as the rights and obligations of a person,,hereinafter referred to as resident, taking up residence in University accommodation who : 4) is an Erasmus student ; 5) is a student of other international programmes; 6) is a student of international programmes carried out by another university or college which has signed an accommodation agreement with Bialystok Technical University. 5. University authorities are represented by Manager of a Hall of Residence who is charge of the day-to-day running of the residence as well as its business, organizational and administrative activities. 6. BTU Chancellor supervises the administration of the Halls of Residence. 2 Checking In 11. Taking up residence in university accommodation follows prior booking made on-line with a particular Hall of Residence by 31 August for the winter term and 31 January for the summer term ( Questionnaire Annex No 1, Accommodation Booking Application - Annex No 6); 12. A resident is obliged to : 3) proceed with formalities connected with taking up residence on the first working day after arriving at the Hall ( Inventory Annex No 2, Declaration Annex No 3); 4) make a bank transfer to the particular Hall of Residence account of a monthly payment and a deposit amounting to a monthly payment for the allocated room / place not later than 10 days after checking in unless otherwise provided in accommodation agreements signed between universities. 13. Residents receive Resident Cards which entitle them to use the accommodation and collect the keys to the allocated room.
Page 2 of 12 14. Rooms allocated to accommodation are ready to move in and are furnished and equipped as specified in the booking application form. 15. Residents hold financial responsibility for the bed linen, furniture, fittings, fixtures and any other equipment which can be found in the rooms.. 3 Termination 4. Residence termination follows Chancellor s decision on Hall Manager s application or resident s application. 5. Checking-out is only possible during working hours of the Hall Administration Office. 6. BTU reserves the right to terminate residence in a Hall if: 3) The resident persistently violates the Rules; 4) Payments for residence are 2 months overdue. 6 Decision of Residence Termination is handed in to the resident by the Manager or an authorized person. 7 Accommodation must be vacated within 2 days from the date the decision mentioned in 3.1 is handed in to the resident. 16. Should circumstances set forth in clause 3 point 2 occur, the Chancellor grants the right of an extra 3-month-period in which arrears in payments must be settled. The resident will be obliged to vacate his/her accommodation if she/ he fails to make outstanding payments in the aforementioned time. 17. Room / place vacating on application or at the end of a semester must be reported to the Hall Administration Office 7 days before the intended departure time. 18. Room / place vacating on application, at the end of a semester or on short / no notice does not exempt the resident from paying all outstanding monies and accounting for provided furnishing and equipment. On the date of departure the Resident must leave the keys along with the Resident s Card at the Hall Administration Office. 19. If on the departure date any damage, breakage or losses of the furnishing listed in Furnishing and Equipment Card are found or there are any outstanding monthly payments j: c) Erasmus student will not receive confirmation of clearance from the Hall Administration Office ; d) Another international programme student will no longer be eligible for taking up residence in BTU accommodation in the next academic year until accounts are fully settled. 20. If any damage, breakage or loss of the furnishing listed in Inventory Card is found on the departure date of a student participating in an international programme of another university or college, the costs will be charged to the university which signed an accommodation contract with BTU against a damage report drawn up in the presence of a BTU representative,
Page 3 of 12 the manager of the relevant Hall of Residence or an employee of the Hall of Residence Administration Office. 4 Residence Fees and Deposit 7. Every year Rector of the university determines net monthly payments for accommodation in Students Halls of Residence ( residence fees). The decision is taken with the approval of the University Students Board, Doctorate Students Board and the Chancellor. 8. Monthly payments must be transferred to the bank account of the Hall of Residence by the 10th day of each month. 9. Notwithstanding the provisions of Clause 4, Erasmus students get a refund of the deposit mentioned in 2 clause. 2 point. 2 at the Bank PEKAO S.A cash desk against their application in writing ( annex No 4) 3 days before checking out at the latest and students of other international programmes get a refund on the checking out day. 10. If any damage, breakage or loss is found, the deposit serves as securing repair costs of the caused damage ( Annex No 5) or can be used to settle any outstanding payments for accommodation or the Internet. 11. In the case of monthly accommodation, the payment amounts to : c) 50% of the monthly fee for those who leave accommodation before the 15 th day of a month d) 100% of the monthly fee for those who leave after the 16th day of a month. 12. Default on payments will result in additional charge of statutory interest. 5 Resident s Rights 2. The Resident of University accommodation has the right to : 6) use the common rooms and facilities such as the laundry room, kitchen; 7) relocate to another room in the Hall on the Manager s approval in writing; 8) make remarks on the way the Hall is administered and submit them to the manager; 9) have his/ her bed linen changed at least once a month; 10) leave his / her possessions and valuables in the safe-keeping room, having secured them personally, if the absence will not be longer than 3 days. 6 Resident s Obligations 2. The Resident must : 9) abide by the Rules and Regulations of Residence in University Accommodation;
Page 4 of 12 10) comply with the fie protection, health and safety and sanitary regulations; 11) follow the Manager s instructions; 12) not make any noise between 22:00 6:00; 13) report any defects and breakages to the Hall of Residence Administration Office ; 14) immediately notify the Manager of the Hall of any accidents which have happened in the Hall or any contagious or infectious diseases which his/ her roommate has caught ; 15) show the Resident Card to the receptionists, Hall Administration staff and security staff; 16) leave the room keys at the reception when going out of the Hall. 7 Code of Conduct 11. The Resident occupies the room allocated to him / her by the administration 12. Relocation, i.e. changing accommodation or moving in with another resident / other residents is only allowed on the resident s application in writing approved by the Manager. 13. In the University managed Halls of Residence it is forbidden to : 15) use electric cookers, radiators and other heaters which are not standard equipment in the rooms; 16) arbitrarily install, alter, repair the electrical wiring, gas installation, water supply and drain systems, telephone and internet cables as well as antennas. ; 17) replace the door locks or have new or extra keys made ( should this happen, the Manager will have the lock replaced at the expense of the room residents ) ; 18) use the rooms, and furnishing of the university accommodation as well as the firefighting equipment for purposes for which they are not intended. ; 19) exchange the furniture between the rooms, remove the furniture from the room without the manager s permission; 20) use audio systems in such a way that they disturb other residents making it impossible for them to study or relax.; 21) throw any objects out of the windows ; 22) keep animals in the rooms; 23) engage in any forms of gambling; 24) possess any weapons; 25) smoke cigarettes or pipes. Smoking is allowed only in designated areas; 26) produce, sell, consume or possess spirits or intoxicating substances;

Residents entertaining visitors in the Hall hold full responsibility for them, including prospective damage caused by them. Visitors must show their ID to the receptionist so that an entry in the Hall s Guest Book may be made. Drunken or intoxicated visitors are not allowed in the Student s Hall of Residence. 15. Parties and celebrations in the Hall may only be held in the designated areas and after they have been approved in writing by the Manager. The host and the participants in all shall be held responsible for any damage or order disturbance caused. 16. The Manager of the Hall or an administration employee may enter each room in the presence of its resident. In the case of emergency the Hall Manager forms a team ( the Manager and her/his subordinate ) that may inspect a room while its resident is absent. The resident must be immediately notified in writing of the fact. 17. In the event of the order of safety being endangered, the Manager or another member of the staff call the security staff other emergency services 18. The manager has the right to exclude any visitors from entering the Residence if in the past they have grossly violated the Rules and Regulations of Foreign Residence in University Accommodation or where there are reasonable grounds to believe that their exclusion is necessary for the safety or well- being of other residents, their visitors or administration employees. 19. Residents are fully responsible for any damage caused by them in the Hall. If any loss or damage is found, a report is drawn ( Annex No 5) on the basis of which an amount of money is determined to be deducted from the deposit. If the amount exceeds the deposit, the resident is obliged to transfer the difference within 3 days to the bank account given by the Manager.. 20. The University takes no responsibility for residents possessions kept in the rooms.. 8 Final Provisions 1.Tthe Rules and Regulations are effective as of 1 June 2009.
