Assumptions to the Plan Initial assumptions for establishing plan s targets for GHG emissions reduction and increase in energy efficiency: base year (2007) for establishing Warsaw s targets for GHG emissions reduction and increase in energy efficiency until 2020; CO 2 emission indicators from the consumption of 1 MWh of energy carriers, according to the data accepted by the European Office of Covenant of Mayors, according to the technical annex for Poland and standard indicators; values of energy consumption for several energy carriers and consumption sectors were accepted, according to the data described in Guidelines CO 2 for emissions prognosis model for Warsaw prepared by Institute for Ecodevelopent, in Warsaw, October 2008 CO 2 emission reduction plan has been established for transport sector according to the Plan for Introducing Alternative Fuels Vehicles in Warsaw until 2020

Actions hierarchy in the Plan Proceedings to reduce energy consumption, especially with the use of methods of sustainable planning and construction of technical infrastructure of the city, and fixing basic services for the inhabitants. Proceedings to exploit natural energy resources available in the city, in compliance with cost effectiveness condition of suggested solutions. Proceedings to energy supplies optimalisation, especially by establishment of priorities in the selection of energy carriers, fuels and energy technologies, and by development of dispersed generation.

Zadania struktur miejskich odpowiedzialnych za realizację planu Koordynacja działań podejmowanych przez wszystkich interesariuszy - wewnętrzna jednostka powołana w strukturach Biura Infrastruktury (mająca charakter sekretariatu ds. wdrażania Planu działań na rzecz zrównoważonego zużycia energii dla Warszawy w perspektywie do 2020 roku) Sekretariat odpowiadałby za: współpracę z podmiotami zewnętrznymi oraz wydziałami dzielnicowymi w zakresie podejmowania i realizacji przez nie zadań objętych Planem, współpracę z organizacjami miast i pozarządowymi organizacjami krajowymi i międzynarodowymi na rzecz racjonalizacji gospodarki energetycznej i walki ze zmianami klimatu, inicjowanie i podejmowanie we współpracy z Centrum Komunikacji Społecznej działań związanych z obszarem edukacyjno informacyjnym w zakresie zadań wynikających z realizacji Planu prowadzenie działań związanych z wdrażaniem inicjatyw w zakresie efektywności energetycznej.

Główne zagrożenia realizacji Planu zmiany prawne na poziomie krajowym uniemożliwiające realizację pakietu klimatyczno - energetycznego trudności z finansowaniem zadań w wyniku braku środków budżetowych na poziomie krajowym i samorządowym oraz zmian polityki funduszy ekologicznych; błędy w zarządzaniu procesem realizacji Planu; niepoprawnie przeprowadzona lub okrojona kampania informacyjna, upowszechniająca wiedzę na temat możliwości oszczędzania energii wśród mieszkańców miasta.
System monitoringu podejmowanych działań systematyczne zbieranie danych liczbowych oraz informacji dotyczących realizacji poszczególnych zadań Planu przez Sekretariat ds. wdrożenia Planu, przygotowywanie rocznych raportów z realizacji zadań ujętych w Planie, analiza porównawcza osiągniętych wyników z założeniami Planu; określenie stopnia wykonania zapisów przyjętego Programu oraz identyfikacja ewentualnych rozbieżności, analiza przyczyn odchyleń oraz określenie działań korygujących polegających na modyfikacji dotychczasowych oraz ewentualne wprowadzenie nowych instrumentów wsparcia, przeprowadzenie zaplanowanych działań korygujących.

Modernisation 2008-2012: Energy Efficiency Improvement - street lighting - Exchange of 32.000 out of 114.000 existing lighting points, - Total modernisation of 5.000 street lamps, partial modernisation of 27.000 lamps, - Reduction of installed power by 5,3 MW (currently- 22,7 MW), - Reduction of energy consumption by 22,2 GWh annually (currently-95,1 GWh), - Reduction of lighting costs by 2 millions Euro annually (currently-8,75 mln Euro) 23% of city s expenses, - Reduction of CO 2 emission by 20,5 tony annually.
