Delegation to Germany 24-26 March State of play After the endorsement of the Conference of Presidents on the 30/01/2014 finally also the Bureau approved its authorisation of the Delegation to the North of Germany on the 24/02/2014. Confirmed participants for this Delegation visit are: Mrs Ulrike RODUST (hors quota), Mrs Dolores GARCIA HIERRO (all S&D) and Mrs Gesine MEISSNER (hors quota). Unfortunately Mrs Maria do Céu PATRAO NEVES and Mr ANTINORO (both EPP) had to withdraw their participation. As the EPP group agreed to give one of their originally two places to the S&D group, Mrs Isabelle THOMAS will now attend this Delegation. German, Spanish, Portuguese and French (instead of Italian). The programme of the visit is now finalised, all meetings are confirmed (see attachment). As originally four official places have been agreed for this Delegation, in principle one place can still be attributed to a Member of the Fisheries Committee. There are two options for the attribution of the last place: 1) A last minute attendance by an EPP Member (under the condition that no additional language and possibly higher costs for hotel/flights); 2) transfer to the October 2014 Delegation (4+1=5). Decision: Appeal to the Groups to see if any other Members might be able to go. 5. Hearing 5.1. "Implementing the discard ban" 7 April 2014 The invitations have been sent to the speakers. The program is annexed. 6. Petitions (for information only) 6.1. Petition 0422/2013 by Martin Rother (German), concerning protection of the spiny dogfish This petition has been submitted to EP Petition Committee via the Petition Committee of the German Bundestag. The petitioner observes that 'sea eel' is made from the meat of the spiny dogfish (Squalus acanthias). For this reason the petitioner considers that the misleading name 'sea eel' (in Dutch 'zeepaling'; in Germany known as 'Schillerlocke') ought to be altered so that consumers realise that the product consists of sharkmeat and is not a type of eel. In addition to this the petitioner calls for a ban on trade in spiny dogfish (Squalus acanthias). The petitioner states that the spiny dogfish is an endangered species and that a ban on the sale of products made from its meat could be a first step towards protection of this species of shark. Decision: - declare admissible; - ask the Commission (DG MARE) for information; - co-ordinate possible actions with the Committee on International Trade (INTA) whose coordinators meeting to discuss this matter will take place on the 19/03/2014. 7. Following the adoption of the CFP reform and the forthcoming adoption of the EMFF, our Committee will see a significant increase in workload related to Delegated Acts. Of course, most of the new measures proposed by the Commission will have to be dealt with by the new legislature, but our Committee will still have to decide whether or not to object to a number of the more urgent of these. The Secretariat is currently liaising with the Commission in order to determine which acts are strictly necessary to adopt before the new PECH Committee is constituted. As you know, the European Parliament has right to object to the proposed delegated act within two months. Decision: An invitation should be sent to the Commission to send a high level representative of DG MARE to our meeting on 10 April in order to present their currently proposed and planned Delegated acts. The Secretariat will continue to work to improve the manner in which proposed Delegated Acts are transmitted to Members. 8.2 EMFF Decision: The appropriate services of Parliament shall be consulted as a matter of urgency, as to whether an amendment by the PECH Committee would be admissible in Plenary on the vote on the EMFF and what procedures should be followed at both Committee and Plenary level. 8.3.
