1 Assumptions for the modification of the Base Frame for Social Surveys I. Basic information The Frame for Social Surveys (OBS) is an element of the statistical registers system in Polish official statistics which describes the demographic and social situation of the population of persons residing in Poland. It constitutes a basis for constructing statistical frames for social surveys conducted by the Central Statistical Office and supports conducting statistical analyses. Within OBS structure, there are three types of objects placed in relational tables. These objects are persons, dwellings (households) and collective accommodation places. The objects placed in OBS are described by the following characteristics: PERSONS characteristics: identification, address data, demographic and social, referring to occupational activity, DWELLINGS characteristics: identification, address data, demographic and social, concerned with occupational activity of persons living in dwellings (for example, number of persons registered for permanent stay in a dwelling, number of unemployed persons in a dwelling), COLLECTIVE ACCOMODATION PLACES characteristics: identification related to characteristics of collective accommodation places, address data. Within the project, in order to improve the quality, including OBS timeliness, tasks related to a more extensive use of administrative registers for modification and updating of the statistical frame were implemented. After the analysis, the following data sources were selected: PESEL register - identification data of persons, including their address data, the Central Register of Entities the National Register of Taxpayers (CRP-KEP) - identification data of persons, including address data Ref. 2 The Central Register of the Insured (CRU) of the Social Insurance Institution (ZUS) data on the economic activity of persons; The Central Register of the Insured (CWU) of the National Health Fund (NFZ) identification data of persons, including address data, the New Social Insurance IT System (nsiu) of The Agricultural Social Insurance Fund (KRUS) data on the activity of persons in agriculture TERYT - data from the National Register of the Land Territory Division (including identifiers and codes of units of territorial division as well address and dwellings identifiers and codes) OBR - data from the Statistical Frame for Agricultural Surveys concerning activity of persons in agriculture Information system concerning vital records from the Civil Registry Offices data on births and deaths. Besides data from administrative sources, in order to update and verify the population in OBS, records on births and deaths will also be used (including records from administrative data sources from Civil Registry Offices). OBS updating and verification in terms of uninhabited dwellings will be performed with the use of results of statistical surveys. II. Updating of the Frame for Social Surveys OBS updating will be conducted on the basis of data obtained from administrative sources according to updating rules agreed with the CSO statisticians dealing with demographic and social statistics. The above-mentioned administrative data sources will serve as basic data sources obtained for the subjective and objective updating of the frame. For OBS updating, it is also planned to obtain information from non-administrative data sources, among others, data on addresses from electricity suppliers to natural persons within the territory of Poland. 2

3 Statistical surveys, especially in terms of verification and supplementation of data gathered in OBS, will constitute an important data source, for instance, as far as basic information in terms of sampling is concerned, i.e. whether a dwelling is inhabited. The subjective updating of persons will be carried out on the basis of records of births and deaths from the Civil Registry Offices and records of emigration and immigration for permanent stay from the PESEL register. The process of the objective updating will concern the following data gathered in OBS: names and surname, date and place of birth, sex, PESEL number, citizenship, marital status, type of place of work or education, insurance entitlement (excluding the confidential part of the code), permanent and temporary registered address, address of residence. Changes in the TERYT register will constitute the basis for updating of address objects, i.e. tables of dwellings. The scope of information on the dwelling stock will be updated in OBS on the basis of the TERYT register with subsequent quarterly records. In order to maintain the most recent data, updating of the address resources of the TERYT register is established prior to the commencement of a given survey. Considering the basic task of OBS, which consists of developing a sampling frame for statistical surveys, it is also necessary to establish a reference address of residence for each person. This task will be performed in relation to the analysis of compliance of permanent and temporary registered addresses and addresses of residence obtained from administrative sources, i.e. PESEL, KEP, ZUS, KRUS, NFZ and non-administrative data sources, i.e. obtained from electricity suppliers, with revised dwelling addresses from NOBC database working within the TERYT register. The manner of determining a person's reference address will consider the availability of data in specific records, with the following sequence of their use as follows: 1. temporary registered address from the PESEL register (including the declared period of stay), 2. address of residence from CRP-KEP, 3

4 3. address of residence from ZUS, 4. address of residence from KRUS, 5. address of residence from NFZ, 6. address of residence obtained from electricity suppliers, 7. registered address of permanent stay from the PESEL register. Furthermore, all data in OBS will be supplemented with postal codes from postal code database in order to determine exact addresses which would enable sending questionnaires to sampled persons and dwellings. In the process of OBS updating, it is planned to determine the characteristics of dwellings including persons residing there, for instance, retirees, pensioners, students, persons employed in an agricultural farm as well as the number of persons registered for permanent stay and the number of persons registered for temporary stay. These constitute the information that will be used in sampling, and, to be more specific in stratification. 1. The process of OBS updating should include the current codes of insurance entitlement according to the classification of insurance entitlements used by the Social Insurance Institution. On the basis of the data, it will be possible to determine variables presented in the above table concerning persons economic activity and their situation on the labour market (in the table dwellings in OBS). 4. OBS updating based on current surveys in terms of births and deaths, and emigration and immigration for permanent stay The OBS will be updated on the basis of current data sources in terms of births and deaths and emigration and immigration for permanent stay, which will enable determining the population living in the country which will be subject to statistical observations. The frame will also include persons born in 2015 and immigrants who came to Poland for permanent stay, and exclude persons who died in 2015 and who emigrated for permanent stay in OBS updating based on the National Official Register of the Territorial Division of the Country (TERYT) The updating based on the TERYT register will include all address data in the OBS, in the dwellings table, i.e. data on, among others, statistical regions, census enumeration areas and address and dwellings registers (including TERYT identifiers). 9
