1. Physical improvement of the buildings (technical equipment cables, tubes, lifts, renovation of elevations etc.) In this goal, program of thermo-insulation, saving energy is very helpful. Process depends on the state policy focused on building rehabilitation, though we have some examples that whole cities undertake such programs themselves (Gdańsk). May 24-26th, 2011

2. Liquidation of peripherial position a. improvement of communication lines - with city center and other dictricts, and with city outskirts also (depends on city authority and partly on local co-operatives) - connections should be speed and frequent May 24-26th, 2011

This is possible mainly in new buildings in the estates; this process depends mainly on private investments of developers and partly on local urban planners by building permits. Sometimes it needs very patient and clever negotiations with residents (co-operative or condominiums members). Most of them are opposite to build new houses in their open space areas where they have lived for 20 or 30 years. May 24-26th, 2011

These buildings are often located along the street. What is also very important: - they change the large panel landscape. - such area becomes more traditional city buildings are closer to the streets and - inhabitants do not have to travel to the city center for shopping, to the bank or to cinema. Streets are real streets then. Special attention you must pay to the corners. In the post-communist countries they are often completely empty. May 24-26th, 2011

3. Modernization or creating of public spaces. It embraces bus stops, parks and other green areas, places before shops, sport and recreation fields, cafés on the open area etc. Close to public spaces is problem of neighbour and private spaces in the estates... May 24-26th, 2011

Generally speaking, thereisno dangerof mass depopulation in housing estates in postsocialist countries(like in Eastern Germany). There is great problem of their improvement. May 24-26th, 2011
