Praca doktorska poświęcona jest poprawie bezpieczeństwa i organizacji imprez masowych w dużych aglomeracjach miejskich. Jest to praca badawcza, której celem jest zbadanie możliwości poprawy bezpieczeństwa organizacji i przebiegu imprez masowych. Badania zostały przeprowadzone wśród grona wybranych ekspertów z dziedziny organizacji i zabezpieczenia imprez masowych przy wykorzystaniu wywiadu eksperckiego, jak również przeprowadzono analizę własnych doświadczeń związanych z uczestnictwem w imprezach masowych. Głównym obszarem badawczym był poziom bezpieczeństwa w trakcie organizacji i trwania imprezy masowej, z wyszczególnieniem zadań i kompetencji sił i środków związanych z zabezpieczeniem imprez masowych. W pracy założono, że, możliwa jest identyfikacja i budowa modelowego procesu organizacji i zapewnienia bezpieczeństwa uczestników imprez masowych mimo różnorodności jej charakteru, założono także, że poprawę poziomu bezpieczeństwa mogą zapewnić sprecyzowane i zwarte procedury, a także ścisła współpraca wszystkich podmiotów odpowiedzialnych za organizację systemu bezpieczeństwa imprez masowych w dużej aglomeracji miejskiej oraz wprowadzenie wspólnych ćwiczeń prowadzących do wypracowania zespolonych procedur postępowania. Te założenia zostały przyjęte, jako hipotezy szczegółowe. Celem badań było zbadanie możliwości poprawy poziomu bezpieczeństwa organizacji i realizacji imprez masowych w dużej aglomeracji miejskiej i stworzenie koncepcji zmodyfikowanego systemu bezpieczeństwa imprez masowych. W trakcie weryfikacji założeń oraz analizy hipotez szczegółowych przedstawiono stan bezpieczeństwa i porządku publicznego podczas realizacji imprez masowych w dużych aglomeracjach miejskich, a także proces zorganizowania zabezpieczenia i działania służb porządkowych oraz pozostałych służb mających wpływ na poprawę warunków bezpieczeństwa w trakcie przygotowania i trwania imprezy masowej. W toku prowadzonych badań możliwe było zastosowanie empirycznych i teoretycznych metod badawczych. Podstawową metodą było zbadanie opinii autorytetów zajmujących się tą problematyką, poprzez wywiad ekspercki celem zastosowania tej metody było poznanie poglądów, a także oczekiwań respondentów oraz weryfikacja wniosków uzyskanych w toku prowadzonych badań, a w efekcie uzyskanie empirycznego materiału faktograficznego dotyczącego charakterystyki badanej zbiorowości, poglądów, postaw, motywacji i oczekiwań respondentów, charakterystyki problemów i uwarunkowań związanych z poprawą koordynacji działań
podmiotów odpowiedzialnych za organizację i bezpieczeństwo imprez masowych. Kolejną metodą zastosowaną w pracy była obserwacja (indywidualna, uczestnicząca; dotyczyła imprez aktualnie organizowanych) przyczyniła się do rozwiązania wybranych problemów badawczych, szczególnie przebiegu procesu przygotowania i przeprowadzenia imprezy masowej, a w konsekwencji umożliwiła dostrzeżenie zjawisk i związków występujących w ich praktycznej realizacji. Autorka pracy dokonała również analizy dokumentacji z odbytych imprez pod kątem wprowadzanych zmian mających na celu poprawę bezpieczeństwa oraz analizę materiałów źródłowych w celu wypracowania propozycji ukierunkowanych na poprawienie stanu bezpieczeństwa. Uzyskane wyniki badań sprecyzowały jej pogląd jak poprawić poziom bezpieczeństwa wielkich imprez organizowanych w dużych aglomeracjach miejskich oraz jakie wynikają z tego wymagania wobec koncepcji i organizacji systemu bezpieczeństwa podczas tych imprez. Niniejsza praca składa się z dwóch części, tj. teoretycznej i badawczej. Część teoretyczna zawiera szereg informacji o procedurach związanych z organizacją i przygotowaniem imprez masowych, o udziale służb i rozwiązaniach prawnych związanych z jej organizacją oraz o problemach związanych z zagrożeniami występującymi w ich trakcie. Sporo miejsca poświęcono na przedstawienie procesu zabezpieczenia przez służby odpowiedzialne za bezpieczeństwo imprezy masowej, ta część została oparta na bogatej literaturze, na pracach wielu autorów uznanych za autorytety w dziedzinie zabezpieczenia imprez masowych oraz opiniach ekspertów w tej dziedzinie. Część badawcza będąca najważniejszą częścią pracy, zawiera wyniki weryfikacji głównej hipotezy roboczej i hipotez szczegółowych. Przedstawia proces organizacji i zabezpieczenia imprezy masowej, jak również zagrożenia związane z jej organizacją, współdziałanie służb z organizatorem i administracją samorządową. W pracy zrealizowano dwa założone cele, tj. cel poznawczy i praktyczny. Zrealizowanie tego pierwszego pozwoliło na autentyczne rozpoznanie jak w dużych aglomeracjach miejskich wygląda organizacja i zabezpieczenie imprez masowych. Zrealizowanie drugiego celu pozwoliło na przedstawienie pewnych modelowych rozwiązań zorganizowania imprez masowych, zaangażowania służb i ich współpracy w zapewnieniu bezpieczeństwa i skuteczności ich działania.
DISSERTATION: Possibilities of improvement of the safety during mass events in large urban agglomerations Author: MA Marta Milczanowska Thesis supervisor: Prof. Assoc. Zbigniew Ścibiorek Key words: Mass event, security, order services, local administration, threats, securities ABSTRACT This doctoral thesis is dedicated to improving the security and organization of mass events in large urban cities. It is a research, which aims are to explore opportunities to improve security in the organization and implementation of mass events. The study was conducted among experts in the field of organization and security of mass events through expert interviews and an analysis of their experiences connected with their participation in security of mass events. The main goal of the research is analyzing the level of security during the organization of the mass events, focusing on the tasks and responsibilities resources related to the security of such occurrences. The study assumes that, "it is possible to identify and build a model of the process of organization and ensure the safety participants despite the diversity of its nature. It was also assumed that it is possible to improve the level of safety by applying a strict procedures, as well as close cooperation with all agencies responsible for the organization of the security system of given mass events in a large urban areas. Moreover the author analyses the possibility of introduction of joint exercises leading to the development of complex security procedures. These assumptions have been adopted as detailed hypotheses. Furthermore the dissertation tries to investigate the possibility of improving the level of security in the organization and implementation of events in the big agglomerations and to create the concept of a modified security system for such events.
During the review the assumptions and hypotheses the level of security and public order during mass events implementation in large urban areas shows has been presented, as well as the process of organizing the security and operations of law enforcement and other departments with impact on improving safety conditions during the preparation and storage of the event. In the course of the study, it was possible to apply empirical and theoretical research methods. The basic method which was used was to examine the opinions of authorities and experts dealing with the topic in form of an expert interview. In order to apply this method was to learn the views and expectations of respondents and verification of applications received in the course of research, and ultimately to obtain empirical factual material relating to the characteristics of the surveyed population, views, attitudes motivation and expectations of respondents. Moreover the author analyzed characteristics of the problems and conditions related to improving coordination between the entities, which are responsible for the organization and security during mass events. Another method used in this study was the observation (individual, participating, related to the current events organized) - contributed to the solution of selected research problems, especially the process of preparation and conducting of the large mass events. Moreover the author also analyzed the documentation of previous events in scope of changes aimed for increasing the security in order to develop proposals connected to improvement of the security level. The results of the research have clarified her view on how to improve the level of security of events held in large urban areas. The dissertation consists of two parts: the theoretical one and analysis of the research. Its theoretical part contains information connected to procedures related to the organization and preparation of mass events, with the participation of services and legal solutions related to its organization and the problems associated with hazards in their fulfillment. Quite a large part is devoted to the presentation of the process of preparation of the mass events by the security forces responsible for the safety of mass events. This part based on extensive literature analysis of many recognized authors and authorities in the field of security of mass events and the opinions of experts in this field. Next part of the research, which is the most important and most extensive, contains the results of the verification main and detailed hypothesis. It describes the process of
organization and security of mass events, as well as risks associated with its organization, complementarity between the organizer and local government administration. The study was carried out two goals: cognitive and practical. The implementation of this first goal allowed genuine recognition how looks security and organization of mass events in large urban agglomerations. To realization of the second goal allowed the presentation of certain model solutions how to organize mass events, level of engagement of services and their intra- cooperation in order to ensure their efficiency and safety of the mass events.
