The theme of the conference Destabilization of the situation in the Near East especially in Syria and also in Africa and Ukraine results in mass migrations of the population to Europe, evokes a great deal of anxiety and raises questions about the safety of Central and Eastern Europe as well as the whole European continent. Migrations have always accompanied humanity. People migrated in search for a better life, security, escape from armed conflicts, discrimination, political persecution and shelter after disintegration of multinational countries or after natural disasters. The mass migration of Syrian refugees to Europe is caused by lack of hope to end the civil war in their homeland. The situation in Syria is becoming more and more difficult. Assad s regime kills civilians. At the same time, jihadists from Islamic State terrorist organization control larger and larger areas including Syria and Iraq. Some Iraqis and Syrians perceive escape as the only chance to survive. Others are taking advantage of the situation trying to improve their standard of life, still others may even be a part of ISIS plan. Migrations from North Africa to the European Union were mostly of economic and labour nature. Everything changed after a revolution had broken out in Tunisia and Libya. In 2011, 73,090 illegal immigrants tried to get illegally into the territory of European Union countries from North Africa. With the fall of Muammar Kaddafi s regime, Libya became a country of refugees, smugglers and terrorists arriving there from many other countries in order to move on to eventually reach Europe. The causes of migrations originate from the problems of North Africa itself. Destabilization in the region, ethnic cleansing, Islamic terrorism and human trafficking have an impact on the economic situation of African people who undertake desperate attempts to cross the Mediterranean Sea in order to look for a better life. On the other hand, Ukraine s change of direction towards integration with European structures evoked a series of events which undermined vital interests of that country. The annexation of the Crimean Peninsula by Russia and current developments of the situation in Eastern Ukraine show that this region may also share the fate of Crimea. As a result of worsening economic situation and reduction of disposable income in Ukraine due to the conflict, economic migration of Ukrainian people to the EU is on the increase. In the face of those events, a question arises about the security not only of Ukraine but all countries of the region which have to face such a difficult challenge. The international character of the conference with participants from scientific circles of the Central and Eastern European countries allows for a multi-faceted evaluation and prognosis of the developments in the situation in all Europe, especially in Central and Eastern Europe. The aim of the conference The aim of the conference is an exchange of views related to the security of Europe, especially Central and Eastern European countries in the context of migrations of people to Europe due to the events in the Near East, Africa and Ukraine. The conference will enable a comparison of the evaluation of the current situation in the region and a prognosis of its
development carried out from a perspective of national interests of each country in the region. Another aim of the conference is to draw attention of scientific environments to the directions of geopolitical transformations and an increasing wave of migration to Europe as well as its impact. Suggested topics: 1. Migration and security. 2. Causes and sources of migration. 3. Migration from North Africa. 4. Migration from Near East countries. 5. Migration versus Schengen Zone. 6. Migration versus terrorism. 7. Conflict in Ukraine internal migration and causes of external migration. 8. The effects of mass influx of migrants to Europe. 9. European Union versus migration. 10. Policy of European countries towards migration. Mariusz TEREBECKI Participation in the conference The conference welcomes contributions from theoreticians and practitioners faculty staff, representatives of widely understood security sciences, researchers of migrations and phenomena relating to it from scientific centres in Poland and abroad as well as representatives of uniformed services, public administration, political and economic circles. Participants need to send a completed entry form (by traditional mail to the University address or by e-mail at bezpieczenstwo-migracja2016@apsl.edu.pl and to pay the participation fee of 450PLN to the organiser s account by 30.04.2016. The conference will involve delivering papers, plenaries and problem sessions. As it is necessary to limit the time of the conference, the organisers allot the following times for: presentation 20 minutes, question time - 5 minutes. The conference scientific committee reserves the right to limit the topics for the conference debates after receiving applications and paper topics. Post-conference articles of the volume in accordance with editorial requirements should be submitted by e-mail to bezpieczenstwo-migracja2016@apsl.edu.pl by 30.05.2016 at the latest. A reviewed scientific monograph will be published and author s copies will be distributed by the end of January 2017. There is no remuneration for authors of submitted papers. The papers may be published provided that they are submitted in the required standard format and receive positive reviews. The organisers reserve the right not to publish papers which will not receive positive reviews. Organisational issues: By 20.05.2016, a detailed conference programme will be presented to all participants who submit their applications and pay the conference fee.
The conference fee of 450PLN paid by each participant will cover the costs of conference materials, publication of the reviewed scientific monograph (4 points), lunches on 09.- 10.06.2016 and conference dinner planned for the evening of 09.06.2016. Travel costs should be covered by the delegating institution.
