Legal basis The proceeding is conducted with exception of provisions of the Act Public Procurement Law, on the basis of Article 4 point 8 of the Act Public Procurement Act the contract value does not exceed 30,000 Euros. 3. Subject of contract The subject of contract is the service of holding WORKSHOPS WITH A FOREIGN EXPERTS for students of the Ordered Speciality Environmental Protection. The workshops will be implemented in following range of subjects: Part No. 1: Biodiversity and species diversity, Part No. 2: Woodland habitat creation and management, Part No. 3: Landscape management and environmental protection, Part No. 4: Flood risk management, Part No. 5: Ecosystem services, Part No. 6: Species (native and alien) distribution maps and monitoring, Part No. 7: Ecological network, Part No. 8: Renaturation of environment in industrialized and urbanized landscape, Part No. 9: Environmental hazards identification, Part No. 10: Climate change. The other terms of contract performance are defined in detailed description of the subbject of contract (attachment no. 1A and 1B) and detailed requirements for lecturers (attachment no. 4). 5. Payment conditions: Payment by bank transfer according to actually performed classes, upon completion of the service performance, within 14 days since the date of receipt of a duly issued receipt/invoice. The handover protocol of accepting the service signed without any reservations will be the basis for issuing a receipt/invoice. 5. Conditions for participation in tender procedure: Conditions for participation are as described in attachment no. 1A, 1B and 4. 6. Description of criteria for tender evaluation 1. Criterion price. Criterion weight 100%. For the most beneficial tender will be considered the tender of the lowest total gross value of the service. 7. Description of tender preparation 1. Each Contractee may submit only: one tender in this proceeding / one tender within a given part of this proceeding * (* delete where not applicable). 2. A tender must be presented in Polish or English language, in writing (to be delivered by e-mail), according to an attachment no. 2A (Polish version) or 2B (English version) to this notice. 3. A tender should include the following information: the gross unit price and gross value of the service according to an attached tender template (attachment no. 2A and 2B). 4. A tender and a declaration submitter by the Contractee in the proceeding must be signed by persons authorised to make declarations on the behalf of the Contractee, in compliance with the representation principle resulting from provisions of relevant legal regulations or a contract, a resolution or a duly executed power of attorney. 5. In case of Contractees jointly applying for a contract (e.g. consortiums, civil partnerships), a proxy must be appointed to represent them in the contract awarding proceeding or to represent them in the proceeding and in concluding a contract in respect of procurement (a tender must be accompanied by a duly executed power of attorney or an agreement). 6. A tender of the Contractee should be signed in a manner which makes it possible to identify a person affixing a signature (e.g. a legible signature consisting of a full first and last name or an illegible signature together with a name stamp). 7. A tender together with other documents must be submitted until 10 June 2015, 12.00 PM. 2. Opening tenders will take place on 10 June 2015 at 1.00 PM in the Office of The UStuŚ Project, Jagiellońska Street 28, 40-032 Katowice, room B-308. 9. Description of price calculation. 1. The Contractee should specify in tender unit price for 1 hour of workshop (1 hour = 60 minutes) within the target Part, and the total value of the service of 24 hours of 2. The tender price should include all costs incurred by the Contractee to the proper implementation of the Agreement, including all taxes associated with the implementation of services in Poland and in the Contractee's country of residence. 3. The price should be rounded to the 2nd place after a decimal point by applying mathematical rules for rounding, i.e. 5 and more in the third place after a decimal point is rounded up while less than 5 is rounded down. 4. The offer price with VAT in the applicable level will be evaluated. 5. The tender price given in tender will not increase and will not be the subject to indexation during the term of the contract. 6. The tender price should be given in PLN; settlement between the Contracting Authority and the Contractee will be also conducted in PLN. 7. ADDITIONAL INFORMATION: According to the article 9 item 2 of the Act Public Procurement A Law, the procedure of public procurement is conducted in Polish. In accordance with the item 3 of this article, in particularly justified cases, the contracting authority may agree to submit a request to participate in the procurement procedure, declarations and statements, as well as tenders, and other documents also in one of the languages commonly used in international trade or the language of the country in which it is granted.
