W swoich wojażach warto jednak uwzględnić również inne regiony, szczególnie w Azji Południowo-Wschodniej. Państwa tam leżące tworzą organizację polityczno-gospodarczą zwaną ASEAN, a najbogatszym jej przedstawicielem jest Singapur. Kraj ten można potraktować jako bazę wypadową do zapoznania się z całym regionem, a sam Singapur stanowi turystycznie atrakcyjne miejsce. But there are other regions worth visiting, especially Southeast Asia, the individual countries of which make up the political and economic organisation known as ASEAN. The most affluent member is Singapore. This tiny country is packed with tourist attractions and makes an excellent springboard for trips around the region. The national mascot of Singapore is the Merlion, a mythical creature with the head of a lion and the body of a fish. A statue of the Merlion stands in the central business district where the Singapore River flows into the sea. You can find other tourist landmarks nearby, including the Marina Bay Sands hotel with its famous observation deck and rooftop swimming pool (which offers a sweeping view of the city centre), and the Singapore Flyer, a giant observation ferris wheel. Alternatively, you can stroll along Orchard Road and do some serious shopping or visit the island resort of Sentosa. Once an impregnable fortress, Sentosa is now a popular place for Singaporeans to spend their leisure time. The island has the world s biggest aquarium. Once the sightseeing is out of the way, it s worth exploring the distinctive features of ASEAN economies. These are strongly export-driven with exports, accounting for over 200 per cent of GDP in Singapore alone. This country sells twice as many goods abroad than Poland. Paradoxically, ASEAN is a safe harbour that is relatively immune to the fluctuations of the global economy. How is that? It all becomes clear once we take a closer look at the organisation s export structure. Regional countries, excluding China, account for over half of ASEAN s trade turnover. Exports to Europe and the US only make up approx. 20 per cent of total trade, and have no major impact on ASEAN economies. Moreover, local consumers 600 million people (about 8.8 per cent of the world s population) are flexing their purchasing muscles. Governments are only too well aware that private consumption is an increasingly important element of economic growth and are doing whatever they can to encourage it. Region ten żyje więc z handlu, czyli powinien być uzależniony od sytuacji na świecie jeśli spada popyt ze strony innych państw, kraje ASEAN automatycznie powinny mieć problemy ze sprzedażą swoich produktów i usług za granicę. Otóż paradoksalnie ASEAN jest spokojną przystanią, częściowo odporną na wahania globalnej koniunktury. Dlaczego? Wszystko staje się jasne, gdy przyjrzymy się strukturze eksportu. Okazuje się, że ponad połowa obrotów handlowych generowana jest pomiędzy krajami regionu, z wyłączeniem Chin. Eksport do Europy i USA to tylko ok. 20 proc. całego handlu. Kryzys w Europie nie ma więc istotnego wpływu na gospodarki krajów ASEAN. Ponadto coraz większą siłą odznaczają się lokalni konsumenci, czyli ponad 600 mln osób (ok. 8,8 proc. populacji całego świata). Konsumpcja prywatna to coraz ważniejszy składnik wzrostu gospodarczego. Zdają sobie z tego sprawę rządzący, którzy próbują dodatkowo ją stymulować. Przykładem może być Tajlandia ze swoją po części populistyczną polityką zwiększania płacy minimalnej czy oferowania specjalnych zachęt dotyczących kupna pierwszego samochodu. W konsekwencji ASEAN stworzył samonapędzający się model wzrostu, oparty głównie o wewnątrzregionalny handel i konsumpcję prywatną. Co więcej, podejmowane są dalsze działania zmierzające do zwiększenia wzajemnych obrotów handlowych nie tylko wewnątrz regionu, ale w całej Azji. Właśnie toczą się negocjacje w sprawie stworzenia strefy wolnego handlu pomiędzy państwami ASEAN a m.in. Chinami, Indiami i Ja ponią. Finał negocjacji przewiduje się na 2015 r. i jeśli zakończą się sukcesem, to umowa obejmie swoim zasięgiem 16 państw, w których mieszka 45 proc. światowej populacji i które wytwarzają jedną trzecią globalnego PKB. All in all, ASEAN has created a self-propelling growth model, predominantly driven by intra-regional trade and private consumption. This has made it immune to the vicissitudes of the global economy. Moreover, further steps are being taken to boost mutual trade turnover, not only within the region but throughout all of Asia. One example of this is the ongoing negotiations to set up a free trade zone between the ASEAN bloc and China, India and Japan. The talks are expected to be finalised in 2015, and if successful, the agreement will cover 16 states, 45 per cent of the world s population, and a third of its GDP. Obviously, the devil is in the detail and we will have to wait to see whether individual countries supplement their national legislation with restrictions on trade. W tej beczce miodu jest też, niestety, łyżeczka dziegciu. Kraje te mają również problemy, z którymi muszą się zmierzyć. Jednym z nich jest wyrównanie nierówności pomiędzy państwami ugrupowania. ASEAN to bardzo niejednorodna grupa z jednej strony należy do niej Singapur, którego PKB na mieszkańca jest jednym z największych na świecie (ponad 60 tys. dol.), z drugiej PKB Filipin czy Wietnamu oscyluje w okolicach 4 tys. dol. per capita. To wiąże się z ogromną dysproporcją w kwestii dostępnej technologii i infrastruktury, która utrudnia pogłębienie integracji w regionie. Kolejną kwestią jest silny wzrost cen nieruchomości, który dotyka bogatsze państwa ASEAN. Idealnym przykładem okazuje się Singapur. Obecnie w kraju tym oprocentowanie kredytu hipotecznego wynosi przez pierwsze trzy lata 1 proc., by potem wzrosnąć do poziomu ok. 1,5 proc. One is bridging the gap between ASEAN member states are these are by no means a homogeneous group.
