MINISTER INWESTYCJI I ROZWOJU GOSPODARCZEGO Rzeczypospolitej Polskiej reprezentowany przez Adama Hamryszczaka, Podsekretarza Stanu zawarł z Podlaskim Oddziałem Straży Granicznej reprezentowanym przez płk. SG Stanisława Supińskiego umowę na dofinansowanie projektu No. PLBU.04.02.00-20-0062 / 17-00 pt. Wspólne inicjatywy służb granicznych w celu poprawy efektywności odpraw i ochrony granicy państwowej. Głównym celem projektu jest wzmocnienie ochrony granicy państwowej, zapobieganie i zwalczanie nielegalnej migracji, handlu ludźmi oraz walka z zorganizowaną przestępczością transgraniczną poprzez rozbudowę systemów nadzoru, która wpłynie na poprawę efektywności odpraw granicznych. Realizacja Projektu umożliwi obserwację, detekcję i rejestrację zdarzeń polegających na dokonywaniu, bądź usiłowaniu przekroczenia granicy wbrew przepisom przez nielegalnych migrantów lub w celu przemytu towarów na obszar celny UE. Zastosowanie urządzeń technicznej ochrony granicy pozwoli na właściwe zabezpieczenie przejść granicznych przed ominięciem kontroli, co jednocześnie podniesie skuteczność i efektywności odpraw w samych przejściach. Mając na względzie dobro społeczności lokalnej, współpraca służb będzie miała wymierny wpływ na zapewnienie bezpieczeństwa i porządku publicznego całego regionu. Beneficjentami w Projekcie są także Państwowy Komitet Graniczny Republiki Białorusi oraz Nadbużański Oddział Straży Granicznej. Realizacja działań projektowych będzie trwała 24 miesiące. Joint initiatives of border guards on increasing the effectiveness of border checks and state border protection - Project No. PLBU.04.02.00-20-0062/17-00 In accordance with the decision of the Joint Monitoring Committee the Cross-Border Cooperation Programme Poland-Belarus-Ukraine 2014-2020 under the European Neighbourhood Instrument in 2018-04-30 MINISTER OF INVESTMENT AND ECONOMIC DEVELOPMENT of the Republic of Poland, represented by Adam Hamryszczak, the Undersecretary of State who signed a contract with PODLASKI BORDER GUARD REGIONAL UNIT represented by Border Guard Col. Stanisław Supiński, Deputy Commander of the Podlaski Broder Guard Regional Unit, Grant Contract no PLBU.04.02.00-20-0062/17-00 on funding the Project Joint initiatives of border guards on increasing the effectiveness of border checks and state border protection. The main objective of the project is to strengthen state border protection, prevent and combat illegal migration, human trafficking and the fight against organized cross-border crime by developing surveillance systems that will improve the efficiency of border checks. Implementation of the Project will enable observation, detection and registration of events consisting of making or attempting to cross the border against regulations by illegal migrants or in order to smuggle goods into the EU customs territory. The use of technical devices of border protection will allow proper protection of border crossings against bypassing controls /illegal migration, which, at the same time, will increase the efficiency and effectiveness of checks at the crossing point. Bearing in mind the good of the local community, the cooperation of the services will have a measurable impact on ensuring the public order and safety of the entire region. The beneficiaries of the Project are also the State Border Committee of the Republic of Belarus and Nadbużanski Border Guard Regional Unit. The implementation of project activities will last 24 months. The total eligible cost of the Project is estimated at 2 256 777,30 EUR. *** W dniu 26.06.2018r. w Brześciu odbyło się spotkanie pomiędzy Podlaskim i Nadbużańskim Oddziałem Straży Granicznej reprezentowanym przez Zastępców Komendantów Oddziałów odpowiednio Pana płk. SG Stanisława Supińskiego, Pana ppłk. SG Łukasza ĆWIKA oraz Przedstawiciela Państwowego Komitetu Granicznego Republiki Białorusi reprezentowanego przez Pana płk Andreia GIRSA, Szefa Departamentu Kontroli Granicznej, jako Beneficjentów Projektu No. PLBU.04.02.00-20-0062 / 17-00 pt. Wspólne inicjatywy służb granicznych w celu poprawy efektywności odpraw i ochrony granicy państwowej. Spotkanie miało na celu podpisanie Porozumienia Partnerskiego regulującego zasady i procedury współpracy oraz wzajemne zobowiązania Stron podczas realizacji Projektu. Ponadto niniejsza Umowa określa wymogi dotyczące prawidłowego zarządzania przez Strony współfinansowaniem przyznanym na realizację Projektu, a także warunki dotyczące odzyskiwania przez Beneficjenta Wiodącego od Beneficjentów niesłusznie wydatkowanych kwot. On June 26, 2018 in Brest there was a meeting between the Podlaski and Nadbużański Border Guard Regional Unit represented by Deputy Commanders of the Regional Units, respectively, Border Guard Col. Stanisław SUPIŃSKI, Border Guard Lt. Col. SG Łukasz ĆWIK and the Representative of the State Border Committee of the Republic of Belarus represented by Col. Andrei GIRS - Head of the Border Control Department, as Beneficiaries of the Project No. PLBU.04.02.00-20-0062 / 17-00 "Joint initiatives of border guards to improve the efficiency of border checks and state border protection ". The meeting was aimed at signing the Partnership Agreement regulating the principles and procedures of cooperation and mutual obligations of the Parties during the implementation of the Project. In addition, this Agreement sets out the requirements for the correct management by the Parties of the co-financing granted for the implementation of the Project, as well as the conditions for the recovery of amounts unduly spent by the Lead Beneficiary from the Beneficiaries.

PBU1/0062/16 "Wspólne inicjatywy straży granicznej w zakresie zwiększenia skuteczności kontroli granicznych i ochrony granic państwowych" zorganizowane z inicjatywy Państwowego Komitetu Granicznego Republiki Białoruś w ramach Programu Współpracy Transgranicznej Polska-Białoruś-Ukraina 2014-2020. Po powitaniu uczestników spotkanie poprowadził Andriej Hirs, przedstawiciel Państwowego Komitetu Granicznego Republiki Białoruś, który omówił stan realizacji projektu w ciągu ostatnich 6 miesięcy. Powiedział, że w celu zapewnienia sprawnego zarządzania projektem w Państwowym Komitecie Granicznym powołano zespół ekspertów w dziedzinie ochrony granic zielonych, współpracy międzynarodowej, logistyki i finansów.
Ponadto, w styczniu 2019 r. zespół składał się z ekspertów w dziedzinie ochrony zielonych granic, współpracy międzynarodowej, logistyki i finansów. Wybrano audytora, któremu zlecono świadczenie powiązanych usług w zakresie weryfikacji wydatków, weryfikacji sprawozdań opisowych i finansowych oraz wydawania zaświadczeń o weryfikacji wydatków. W imieniu Podlaskiego Oddziału Straży Granicznej płk Stanisław Supiński omówił kwestie związane z aktualnym stanem realizacji projektu po stronie polskiej, sprawozdawczością, promocją i systemem kontroli pierwszego stopnia. Podczas spotkania omówiono współpracę pomiędzy Podlaskim Oddziałem Straży Granicznej, Nadbużańskim Oddziałem Straży Granicznej oraz Państwowym Komitetem Granicznym Republiki Białoruś w zakresie działań projektowych. Na stronie internetowej Podlaskiego Oddziału Straży Granicznej, w zakładce Komenda utworzono zakładkę fundusze pomocowe, na której umieszczane są wszystkie informacje związane z realizacją przedmiotowego projektu. After welcoming the participants, the meeting was hosted by Mr. Andrei Hirs, a representative of the State Border Committee of the Republic of Belarus, who discussed the status of project implementation in the last 6 months. He said that in order to ensure efficient project management, a team of experts in the field of green border protection, international cooperation, logistics and finance was established in the State Border Committee. Moreover, in January 2019 the team was composed of experts in the field of green border protection, international cooperation, logistics and finance. An auditor was selected to be commissioned to provide related services with verification of expenses, verification of descriptive and financial reports and issuing certificates on expenditure verification. On behalf of the Podlaski Border Guard Regional Unit, Colonel Stanisław Supiński discussed the issues related to the current state of project implementation on the Polish side, reporting, promotion and the first level control system. During the meeting, cooperation between the Podlaski Border Guard Regional Unit, the Nadbuzanski Border Guard Regional Unit and the State Border Committee of the Republic
