The New Spirit of Capitalism As Boltanski and Chiapello explained in their critical book, the spirit of capitalism is a set of beliefs associated with the capitalist order that justifies and legitimates this order (Boltanski & Chiapello 2005). In seeking to address the currently emerging changes in the spirit of the contemporary capitalist system, considerable attention has been given to the financial crisis after 2008, the shift of EU development policy and the euro crisis, while much less is known about essential structural changes. In seeking to address this intellectual shortfall, a group of social scientists has reflected that the project form of management and organization has turned into the prevailing way of development and general projectification of late modern European economy and societies well under way (Sjöblom 2009). The consequences of introducing project proliferation into European and national development policy results in the restructuring of local power and the regrouping of the local policy arena, and the rise of a new social group, the project class (Kovách & Kucerova 2006, 2009). This paper explores the new spirit of project-based capitalism and it seeks to identify and understand the significant changes from long-term and medium-term planning to short-term planning and thinking in the context of a projectified economy, public decision making and administrative structures. 18 18 ABSTRACTS / STRESZCZENIA Prof. Costea MUNTEANU, Bucharest University of Economic Studies, Romania Fr Dr Petre COMȘA Valahia University of Targoviste, Romania s: costea_munteanu@yahoo.com; comsa.petre@gmail.com An Interdisciplinary Perspective on the Relationship between Ethics and Nowadays Capitalism This paper starts from the assertion that, on a historical scale, one can notice a number of alternative visions about the link which has functioned over time between Ethics and Economics, namely: missionary, Nietzschean, critical, and regulatory. It is argued that, at present, the capitalization of these historical contributions is reflected in two diametrically opposed modern perspectives on the relationship between Ethics and Economics: on the one hand, there is the interpretation of the neoclassical economic school of thought (mainstream economics) and, on the other hand, there is the interpretation of the Austrian school of economic praxeology (libertarian economics). Our paper focuses on the analysis developed by the latter, which insists on the need for a well-defined distinction between three conceptually distinct levels of discussion: legal, ethical, and moral. At the core of libertarian analysis is the understanding of the capitalist system as being naturally impregnated by ethical values. And this intrinsic ethical nature of capitalism is hosted within the property rights regimes. While understanding the economic system based on free market institutions as ethical capitalism per se, the paper claims that the realities of the world we live in indicate that government intervention is the main factor fuelling non-ethical economic behaviour. Under such conditions, one can say that the critical prerequisite for the normal functioning of ethical capitalism is to counteract government intervention. Which is equivalent to saying that the viable operation of ethical capitalism lies in the willingness of people to enrol in such a societal course of action leading to both minimizing the role of the state and strengthening that of the free market, respectively. Nevertheless, history reveals that such a willingness has never existed; on the contrary, we are witnessing a secular unabated trend of rising, not decreasing, state involvement in the economy. In fact, we are talking about a perennial preference of the people for the state, that is for the organization of society on the basis of statist interventionism, to the detriment of a societal arrangement under the operation of free markets.

Keywords: private property, institutionalized aggression, co-operation paradox, welfare dependency, personal responsibilities Prof. Jacek SÓJKA Adam Mickiewicz University in Poznań, Poland jsojka@amu.edu.pl Greed and the Causes of Financial Crisis The inquiry into the sources of the recent financial crisis is a good opportunity to rethink some crucial issues of ethical reflection on today s business (crucial issues of business ethics as a discipline): what kind of language (vocabulary) we use. Greed as an excessive desire for wealth returned as a popular catchword after the fall of Lehman Brothers in Even The Economist used the word greed in its report (The Economist, Jan. 24th, 2009). But is it possible that the meltdown was caused by what we call greed? Greed in what sense? Although interesting these questions nevertheless would lead business ethicists in the wrong direction. Of course, if they want to offer a description of mechanisms which had led the global crisis. The purpose of this paper is to ask another, more basic question: which language should be used to describe the causes and mechanisms of the crisis. Premodern, religious language of vices and virtues, modern language based on the notion of self-interest and contract, and perhaps post-modern language which would be based on a new conceptual scheme? Paradoxically, there is no one and prevailing conceptual scheme in today s reflection on the condition of mankind but rather a mixture of quotations from different world-views, so even the notion of greed or sin might be used quite often. This phenomenon of co-existence of different or even incongruous conceptual schemes makes me even more skeptical about using without quotation marks such terms as greed (or virtue ). Yes, one has to admit that greed is a frequent topic in popular culture, one can even speak about a culture of greed but this culture deserves an explanation as a cultural phenomenon and not in terms of human nature. The same applies to the recent financial crisis. One can claim that it was produced by the culture of greed (which valued positively an excess in general) but it would be methodologically incorrect to say that greed (taken substantially or in a naïve-realistic way) was the cause of the crisis. 21 ABSTRACTS / STRESZCZENIA 21 Dr Joanna DZIONEK -KOZŁOWSKA, Prof. Rafał MATERA University of Łódź, Poland s: jdzionek@uni.lodz.pl, paramat@wp.pl New Institutional Economics Perspective on Wealth and Poverty of Nations: Acemoglu & Robinson's Step The search for a better life seems to be one of the earliest and most elementary desires of human beings. The striving for improvement of the living conditions led to the basic economic investigations conducted repetitively by both individuals and the rulers of the states. From time to time the effects of those trials and errors turned out to be successful which triggered wealth and income inequalities. Thinkers and scholars made and are still making attempts to explain differences in economic development between individuals and countries and, which is frequently acknowledged as even more intriguing, to point out what should be done to foster development of the poorer societies. The studies devoted to that issues are not only important per se, but also because they may be perceived as the main driving force for the establishment of economics as a separate science too. By his Inquiry into the Nature and Causes of the Wealth of Nations A. Smith anointed the problem as the major question to be examined by the subsequent generations of economists. Despite some changes in the dominant paradigm and shifts of emphasis taking place in the following decades, the question has remained on the short list of the most important subjects of economic investigations. The paper s aim is to analyse and assess one of the newest voices in that still open discussion coming from Acemoglu and Robinson and presented in their Why Nation Failed? The Origins of Power, Prosperity, and Poverty (2012). The Acemoglu and Robinson analysis should unarguably be recognised as deeply rooted in the new institutional economics, nevertheless there are some important differences between their work and the canonical approaches of D.C. North (1990, 2005), G. Hodgson (2004), and A. Grief (2006). Among the most important seems to be the very notion of institution, which on the pages of Acemoglu and Robinson s work is perceived rather narrowly, as the authors concentrate mostly on formal, political and economic constraints. However, it must be noted that in their case the key dividing line is not the well-known North s distinction between formal/informal institutions, but the split between inclusive and extractive ones. Those notions are not defined precisely, yet it may be concluded that the inclusive institutions are those which allow greater participation on both, the economic and political dimension of social life, while extractive may be seen as barriers to entry that eliminate some groups from economic or/and political arenas. The Acemoglu and Robinson s book is brimmed with compelling illustrations, which we acknowledge as its strongest point. While the accuracy and coherence of their generalisations leave much to be desired, the analysis of those examples enable inferring that the most important element

As Douglass North stated, the main source of change consists in the opportunities perceived by the individuals, in terms of costs and benefits. At the same time, this perception is influenced by the individuals' mental constructs resulting from bounded rationality, existing cognitive models, previous context and individual values. They are at the origin of our informal institutions, much more resilient than the formal ones, and which often become major sources of institutional inertia. If compared to other former-communist countries, Romania provides the image of a particular model of institutional change. This paper aims at discussing the main factors which have led to the so-called institutional fragility in postcommunist Romania. Romania is still a traditional society, reluctant to change where the existing informal institutions, partly of communist inheritance, partly of the way Romanians are in general, have considerably affected institutional design. Using data from the World Values Survey and other opinion polls, we analyse the dynamics of several values such as trust, civic involvement, respect, self-determination and obedience, which constrain individual behaviour and generate behavioural inertia in Romanian society. We also aim at discussing them not only from the perspective of the relatively recent communist past but also from a broader historical perspective, using several ethnopsychological studies which provide both an emic and etic image of the Romanian people. Globalization, transition, the economic and financial crisis of recent years but mostly the structural changes around the world, require a new approach to the concept of social protection. Only a genuine liberal philosophy, based on competitiveness and entrepreneurship, can ensure sustainable development of the labour market and thus a path to social cohesion. In Romania, the issue of social protection is now more serious than ever. The statistics are alarming. About half of the population is, in one form or another, state assisted, which is a clear symptom of the classic underdevelopment trap. Romania's road from socialism to capitalism has generated poverty, slippage and deep social divides. On the one hand, the incoherence of social protection policies and the use of social assistance mainly with electoral purposes has not solved the problem of poverty but rather strengthened the mentality towards social assistance, viewing it as a negative informal institution. On the other hand, the cultural heritage of more than four decades of communism destabilized the value system of Romanians by cultivating cultural traits such as lack of confidence, resignation, fatalism, obedience and the belief that the state must provide unconditionally all sources of income in the collective mentality of the population with a low standard of living and a low level of education. This paper addresses the issue of social assistance mentality specific to certain categories and aims to provide insights into the serious problem of Romanian society which, on its way to development, is doomed to get rid of these negative patterns, by cultivating responsibility, individual values and non-dependence on the state. 24 24 ABSTRACTS / STRESZCZENIA uncertainty in the case of the 13 newest EU countries. Based on monthly data during for output growth and inflation, we use heteroscedastic models in order to estimate nominal and real uncertainty in the considered EU countries. Real uncertainty is derived from output growth volatility and nominal uncertainty is derived from inflation volatility. To ensure the robustness of the results, we use more models for estimating the uncertainty, such as ARCH, GARCH, EGARCH or PARCH. Of the 12 possible hypotheses regarding causal relationships between output growth, inflation, nominal uncertainty and real uncertainty, we take into consideration the ones for which we found strong theoretical arguments and empirical evidence in the literature. For a better robustness of the results, we perform Granger-causality tests for four, eight and twelve lags. Taking into consideration the characteristics of the considered countries, our working hypothesis is that countries with a similar political and economic background in 1990 are more likely to be characterized by the same causal relationships. Even though the concept of Corporate Social Responsibility is not new, we can underline that there are still divergent opinions about it. On the one hand, there are numerous opinions claiming that the only real responsibility companies have is to combine different production factors for developing economic activities in order to gain profits while complying with the rules of the game. On the other hand, a totally different approach is based on the idea that the existence of a decision making structure and of a value set as a base in the decision-making process is an important argument in giving moral responsibilities to companies. This paper explores the process of defining the Corporate Social Responsibility concept and presents theoretical debates about, and tries to raise some questions regarding, the future of Corporate Social Responsibility. Beyond the controversy created by its use, the

Deklaracja wiary, zredagowana w 2014 roku przez Wandę Półtawską, wywołuje spore kontrowersje. Zdaniem jednych, jest próbą pominięcia w odniesieniu do systemu opieki zdrowotnej w Polsce zasady rozdziału religii i państwa. Lekarz wykonuje swoją pracę przede wszystkim jako obywatel. Podlega temu samemu prawu, co jego pacjenci. Oponenci Półtawskiej podkreślają, iż podobny dylemat może mieć handlowiec sprzedający wędlinę w piątek albo hotelarz wynajmujący pokój parze, o które wie, że nie jest małżeństwem. Wszyscy oni muszą respektować granicę oddzielającą ich prywatne przekonania od reguł poruszania się w sferze publicznej. Zdaniem drugich, deklaracja wiary jest odpowiedzią na klauzulę sumienia niejasny zapis konstytucyjny tyleż uprawniający lekarzy do odmowy wykonania czynności medycznej niezgodnej z ich sumieniem, co obciążający ich sumienie obowiązkiem wskazania osoby bądź instytucji, która wykona niejako za nich ową czynność. Zwolennicy tej opcji wyjaśniają, iż lekarz przekonany o nagannym charakterze wybranych zabiegów medycznych, na tej samej podstawie wystawia moralną ocenę swoim kolegom po fachu. Ponieważ nie pochwala tego, co robią nie chce szukać u nich pomocy. W swoim wystąpieniu zamierzam bronić tezy, iż pomiędzy spolaryzowanymi stanowiskami pojawiają się przesłanki uzasadniające postulat porozumienia. W aktualnym stanie prawnym deklaracja sumienia potraktowana być może jak dokument informujący, przed zawarciem umowy z lekarzem, o proponowanym zakresie usług medycznych. W grze prowadzonej według postulowanych reguł wygrywają wszyscy. Lekarz chroni własne sumienie, NFZ właściwie dobiera świadczeniodawców, pacjenci natomiast nie czują się oszukani. Słowa kluczowe: deklaracja wiary, klauzula sumienia, lekarz, pacjent, Narodowy Fundusz Zdrowia The Declaration of Faith Whether it Helps or Hinders the Conclusion of the Patient-Doctor Contract The declaration of faith promoted by Wanda Półtawska is the subject of great controversy. According to its opponents, this document is useless and a harmful duplicate of the conscience clause regulation enshrined in the Constitution of the Republic of Poland. Medical doctors (MD) who apply moral restrictions beyond the constitutional provisions are simply breaking the law. The proponents of the declaration take a completely different approach. The focus of their attention is the fundamental inconsistency in the constitutional regulation. It states that an

28 28 ABSTRACTS / STRESZCZENIA MD may refuse to perform medical treatment provided that he/she indicates another doctor who is ready to do it. Półtawska s followers point out that, if morality is an obstacle to a physician carrying out his work, any other activity deemed reprehensible too. This leads to deadlock. In the article I defend the thesis that the solution of this dilemma is to use the declaration of faith as information about the medical services that a doctor may render as a tenderer (possible contractor) of The National Health Fund (NFZ). W artykule podejmujemy kwestię zasadności produkcji żywności genetycznie modyfikowanej w Polsce. Z jednej strony wskazujemy na obowiązujące akty prawne, przedstawiamy i charakteryzujemy listę dopuszczonych roślin genetycznie zmodyfikowanych. Zaś z drugiej przywołujemy także poglądy wielu autorów oraz organizacji społecznych dotyczące żywności genetycznie zmodyfikowanej. Podejmujemy próbę odpowiedzi na pytanie o szkodliwość tego rodzaju żywności na układ pokarmowy czy ryzyko wywoływania alergii pokarmowych. In this article we consider the legitimacy of genetically modified food production in Poland. On the one hand we point to the existing legislation and describe a list of authorized genetically modified plants. On the other, we discuss the views of many writers and social organizations on GMO. We try to answer the question about the threads of genetically modified food on the digestive system and the risk of their potential contribution to food allergies. 29 ABSTRACTS / STRESZCZENIA 29 MA Paweł NAWARA etmek, Poland nawarap@wp.pl Ochrona zdrowia w Polsce system pozbawiony moralności Kanwą artykułu jest teza o braku koherencji pomiędzy systemem opieki zdrowotnej a zabezpieczeniem społecznym w Polsce. Rozziew pomiędzy ubezpieczeniem społecznym, a ubezpieczeniem zdrowotnym jest tym bardziej widoczny, im bardziej złożony przypadek zostanie poddany obserwacji. Przykładem, wykorzystanym w artykule, jest pacjent z tzw. Syndromem PO- EMS; jest to złożone, wielonarządowe schorzenie, wymagające zarówno terapii standardowej, jak i kompleksowej opieki, a szczególnie rehabilitacji. Problemem staje się możliwość uzyskania pomocy ze strony podmiotów finansowanych ze środków publicznych: ze względu na regulacje prawne, rehabilitacja w Polsce finansowana jest przez określoną, często niewystarczającą liczbę dni w roku, a przede wszystkim finansowana jest rehabilitacja standardowa. Pacjent, którego przypadek jest poddawany analizie, wymaga rehabilitacji i opieki wymykającej się polskim, zbyt mało elastycznym, rozwiązaniom prawnym. Słowa kluczowe: ochrona zdrowia, etyka, środki publiczne Healthcare in Poland a System without Morality The theme of the article is a thesis about the lack of coherence between the health care system and social security in Poland. The more complex a case subjected to observation is, the more visible the gap is between social insurance and health insurance. The example used in the article is a patient with so-called POEMS syndrome; it is a complex, multi-organ disorder, which requires both standard therapy and comprehensive care, especially rehabilitation. Obtaining help from entities financed from public funds becomes a problem: due to legal regulations, rehabilitation in Poland is financed only for a specific, often insufficient number of days in a year, and mainly standard rehabilitation is financed. The patient whose case is analyzed here requires rehabilitation and care which goes beyond the insufficiently flexible Polish legal solutions. The conclusion of this paper is an indication of misallocation of public funds, which results from a lack of reflection on the moral aspect of the
