37 Annex 5 to the TNP Environmental effects of implementing the TNP

Mg 38 The following charts compare actual emissions in 2010, the emissions ceiling for 2016 and the emissions ceiling for 2019 for 47 plants included in the TNP. It is clear that there will be a significant reduction in emissions for these plants by 2019. As far as SO 2 emissions are concerned, there will already be a marked reduction in emissions in 2016 as compared to 2010. This is a result of the implementation of stricter emission ceilings for sources using several power boilers with a single emission point. Diagram1. Operators of plants participating in the TNP that will not be able to meet the stricter requirements will have to restrict their production or use the ceilings of other plants within the same installation or group of companies that have sufficiently effective desulphurisation systems and thus excess capacity within the ceilings. It is planned to put in place approximately 28 flue gas desulphurisation systems in the group of participating plants. In the case of NO x emissions, the 2016 ceilings for this group of plants are more than 50 % lower than the emissions in 2010. This is primarily because of the application of an emissions ceiling of 200 mg/m u 3 to plants with a thermal input exceeding 500 MWt for the purpose of calculating ceilings in 2016. This is the case for the majority of power plants and large combined heat and power plants covered by the TNP, which account for the majority of emissions. A further small decrease in the total ceiling for 2019 shows how minor a role is played in the TPN by plants with a thermal input of less than 500 MWt emissions predominantly come from plants with a thermal input exceeding 500 MWt. This situation is reflected in the modernisation plans for large sources of emissions, practically the majority of which have planned investments connected with putting in place secondary flue gas denitrification systems (SCR, NSCR). It is planned to put in place about 30 secondary flue gas denitrification systems in the group of participating installations.

Diagram 3 shows that the 2016 emission ceiling for dust is higher than the actual emissions in 2010. This is because the group of the largest combustion plants is already subject to dust

40 emission standards of 50 mg/m u 3, and the concentrations actually achieved with electrostatic precipitators are lower. For plants fitted with desulphurisation systems using the wet method, these concentrations are 20-30 mg/m u 3. Further investments to put in place desulphurisation systems will further reduce dust emissions. By 2019 practically all combustion plants with a thermal input of 100 MW or more will have to have a highly efficient flue gas desulphurisation system. A desulphurisation system together with dedusting systems or modernisation of electrostatic precipitators will ensure that the required concentrations are achieved. It is expected that, in 2016, annual total dust emissions will be lower than the required ceilings and than 2010 emissions. By 2016 many investments (including those currently underway) to modernise dedusting systems and many investments to put in place flue gas desulphurisation systems will have been completed. As the above diagrams show, not only will fulfilling the requirements of the TNP not worsen the current impact of the installations on the natural environment, it will in fact significantly reduce that impact. The significant reduction in emissions will already be felt in 2016, particularly as far as SO 2 and NO x emissions are concerned. The 2017-20 period will see a further reduction in emissions of all three pollutants under examination. Due to the low level of emission ceilings, if production capacity is to be maintained, many operators of combustion plants will have bring these facilities fully into line with Directive 2010/75/EU by as early as 2017 or 2018, i.e. within the first two or three years of the TNP.
