1 Silesian Cluster of Enterprises from the Upper Oder Basin Sector: water transport, tourism, environmental protection Silesian Cluster of Enterprises from the Upper Oder Basin is an initiative of enterprises and selfgovernment institutions which see an opportunity for regional development through economic use of the Oder River and the Gliwice Canal. The cluster initiative was created as a result of the implementation of the KIGNET Innovations institutional system of supporting innovation in enterprises project, within the task Institutional network of supporting cluster initiatives. The project is implemented within the Operational Programme Innovative Economy by the Polish Chamber of Commerce in cooperation with the Chief Technical Organization Polish Federation of Engineering Associations in Opole and partners from the entire Poland establishment of the cluster initiative the cluster unites 13 members 1

3 Coordinator The cluster coordinator is the Chief Technical Organization Polish Federation of Engineering Associations in Opole. The creator of the initiative is Bogdan Tomaszek, PhD, co-organizer of a number of cluster initiatives in the Opolskie Voivodeship, president of the Opole Science and Technology Park. Katowicka 50, Opole Bogdan Tomaszek tel./fax.: , / /www: btomaszek@wp.pl / Cluster s activity and offer The aim of the cluster is to organize and popularize recreational and professional tourism on the Oder River and in the Gliwice Canal as well as the development of water cargo transport, using the Oder River to construct hydro power plants, educational and promotional activities to optimally utilize water as natural asset. Cluster initiative at present is lobbying for four main provisions: 1. Oder River transport Due to the number of power distribution companies located along the Oder River one should use the chance to transport coal by water, especially through the Oder River and Gliwice Canal. With the construction of appropriate infrastructure the Oder River can be used by big manufacturing plants operating in the region (catch phrase: Trucks on river barges ). Such transport generates the lowest costs possible, minimizes the negative impact on the environment, markedly decreases noise, and reduces road traffic. 2. Constructing the Oder-Danube Canal Implementing the concept of constructing the Oder-Danube Canal will allow for a connection to be made between the Black Sea and the Baltic Sea. The undertaking will generate economic growth within the country. It is a joint initiative of Poland and the 3. Tourism on the Oder River and in the Gliwice Canal The water quality on the Oder River is constantly improving, owing to the innovative sewage treatment plants. This positively affect the tourism sector in areas adjacent to the river itself and the Gliwice Canal. At the same time there is still not enough hotels and little restaurants. An important step forward is to construct a little harbor i.e. a marine. 4. Using the Oder River Basin for the development of water power plants Activities regarding the implementation of energy policy of the EU. 3
