4 HTML (ang. HyperText Markup Language, pol. hipertekstowy język znaczników) Pojęcie "hypertext" zostało wymyślone przez Teda Nelsona w 1963, artykuł na ten temat opublikowwał on w styczniu 1965 r. "Computers, Creativity, and the Nature of the Written Word" W 1980 fizyk Tim Berners-Lee, pracujący dla ośrodka naukowo-badawczego CERN, stworzył prototyp hipertekstowego systemu informacyjnego. W 1989 Berners-Lee i inżynier oprogramowania CERN Robert Cailliau przedstawili równolegle dwie propozycje hipertekstowych systemów informacyjnych opartych na sieci Internet. Oba projekty cechowała podobna funkcjonalność. Rok później opracowali wspólną propozycję zaakceptowaną przez CERN projekt WorldWideWeb (W3). Pierwsza, publicznie dostępna, specyfikacja języka HTML, nazwana HTML Tags (pol. Znaczniki HTML), została zamieszczona w Internecie przez Bernersa-Lee w Zawiera 22 znaczniki, tworzące początkowy, prosty szkielet HTML-a. 7 Dokumenty Czytane Maszynowo W 1972 r. podjęto taki projekt w Stanach Zjednoczonych, 1974 r. w Kanadzie. W Europie pionierami byli Francuzi i Szwedzi. Francuskie Archives Nationales w 1978 r. poleciło przeprowadzenie studium tego zagadnienia, zaś w 1983 r. powołano przy Centrum Dokumentacji Współczesnej (Centre des Archives Contemporains) w Fontainebleau grupę Constance zajmującą się zabezpieczeniem i przechowywaniem archiwów elektronicznych W Szwecji przyjmowano do Riksarkivet dokumentację w formie elektronicznej już w latach siedemdziesiątych. Początkowo były to spuścizny komisji rządowych, które już ukończyły pracę. Od 1982 r., po zmianie przepisów o ochronie danych, archiwa szwedzkie regularnie przyjmują dokumenty rządowe, zaś od 1989 r. statystyczne.

8 Jak postrzegano problem (1) W 1986 r. Amerykański Komitet do spraw Przechowywania Dokumentów Historycznych (Committee on Preservation of Historical Records) opublikował Preservation of Historical Records. Była to pierwsza próba odniesienia się do problemów wynikających z nietrwałego charakteru informacji utrwalonej w formie elektronicznej. W tej publikacji zasadniczy nacisk położono na nośniki, ale także już wówczas dostrzeżono, że wkrótce nie mniejszym kłopotem będzie szybkie starzenie się sprzętu (hardware).

9 Jak postrzegano problem (2) W 1990 r. został opublikowany pierwszy raport Management of Electronic Records: Issues and Guidelines, przygotowany przez Komitet Doradczy Organizacji Narodów Zjednoczonych do spraw Koordynacji Systemów Informacyjnych (United Nations, The Advisory Committee for the Coordination of Information Systems - ACCIS). Było to pierwsze opracowanie ponadnarodowe, ujmujące zagadnienia społeczeństwa informacyjnego z perspektywy archiwalnej. Podkreślono w nim znaczenie dokumentów elektronicznych jako świadectw działalności pewnej organizacji. Jednym ze współautorów opracowania był David Bearman. W 1992 r. komitet ten opracował kolejny raport Strategic Issues for Electronic Records Management: Towards Open Systems Inter-connection.

10 Jak postrzegano problem (3) W 1993 r. holenderska Najwyższa Izba Kontroli przeprowadziła studium na temat elektronicznych registratur w poszczególnych agendach rządowych. W jednym z zasadniczych punktów tego opracowania zwracano uwagę na rozwój nowoczesnych technologii informatycznych, który stworzył poważne zagrożenie dla dziedzictwa dokumentowego, będącego świadectwem osiągnięć danego społeczeństwa. Po zapoznaniu się z wnioskami tego opracowania holenderskie Ministerstwo Dobrobytu, Zdrowia i Spraw Kulturalnych zleciło opracowanie szczegółowego raportu holenderskim archiwom. Raport ten ukazał się w 1993 r. pod tytułem Preserving the present: Towards viable electronic records i nie ograniczył się tylko do resortów rządowych (Ministerstwo Spraw Wewnętrznych), ale objął też registratury sektora prywatnego (m. in. Shell i instytucje ubezpieczeniowe).

11 Jak postrzegano problem (4) W 1991 r. ówczesny dyrektor niemieckiej szkoły archiwalnej w Marburgu prof. Angelika Menne-Haritz zorganizowała seminarium na temat nowych technologii informacyjnych. Wiodącym tematem XII Międzynarodowego Kongresu Archiwów w Montrealu (wrzesień 1992 r.) było zagadnienie: zawód archiwisty w erze informatycznej. W 1993 r. Międzynarodowa Rada Archiwów (MRA) powołała Komitet ds. Dokumentów Elektronicznych (Committee on Electronic Records). Cel tego komitetu to m. in. opracowanie wytycznych odnośnie tworzenia i archiwalnego postępowania z dokumentami elektronicznymi. Podczas XIII Międzynarodowego Kongresu Archiwów w Pekinie (wrzesień 1996) zaprezentowano przygotowany przez ten Komitet projekt dokumentu poświęconego problematyce dokumentów elektronicznych Guide for Managing Electronic Records from an Archival Perspective

16 WAGA Konspekt Zakres The focus of the Workbook is on records, which are or should be created in: electronic office systems or networked environments (i.e. documents or document-like information, including databases, objects of any form and format that are the results of activities and transactions of organisations and individuals). Hence our focus is on born digital records or records which were digitised [!!!] as part of a business process. Records which were digitised by archives in order to improve preservation and access are not the subject of this Workbook, although its recommendations on preservation may also be relevant to them. The Workbook does not address questions of appraisal in any detail, not least because many of the core principles associated with appraisal are common to all media.

18 Świadomość nie software The Workbook gives advice on a technical level, but does not recommend specific software or hardware solutions. The fast changing nature of information technology applications in creating agencies means that any such advice would rapidly be out-of-date. Instead of offering specific solutions, the Workbook tries to raise awareness, to stimulate discussion and to contribute to the continuous improvement of archives and records management.

19 Odbiorcy The Workbook is written from an archival perspective. That is to say, it is addressed to everybody who has an interest in the management and preservation of electronic records with a view to their accessibility over the long-term. Many people engaged in that task will describe themselves as records managers rather than archivists: our work is addressed to them as much as those who call themselves by other professional descriptions. The authors are, for the most part, familiar with national government and the approach recommended is particularly relevant to national archives as they come to terms with their new role in the electronic environment.

22 Archival function The archival function is that group of related activities contributing to, and necessary for accomplishing the goals of safeguarding and preserving archival records, and ensuring that such records are accessible and understandable.

23 Record recorded information produced or received in the initiation, conduct or completion of an institutional or individual activity and that comprises content, context and structure sufficient to provide evidence of the activity. Classified: by function: case files, court files, subject (activity-oriented) files, personnel files, correspondence files, web site documents etc. by form and format: word processed documents, databases, hypertext documents, images, spreadsheets, s, voice mails, video..

24 Record The Guide emphasised two characteristics: authenticity, defined as the persistence over time of the original characteristics of the record with respect to context, structure and content, meaning that a record is what it purports to be; and reliability as the ability of a record to serve as reliable evidence,11 referring to the authority and trustworthiness of records as evidence. ISO added two closely related characteristics: integrity, referring to the fact that a record is complete and unaltered; and usability, defining the ability to locate, retrieve, present, and interpret a record.

Dokumenty elektroniczne świadczące o wykonywaniu działalności podmiotów, powstające w nich lub napływające do nich, jeżeli odzwierciedlają przebieg załatwiania i rozstrzygania spraw, podlegają ewidencjonowaniu w systemie teleinformatycznym, o którym mowa w 6, i zwane są dalej dokumentami ewidencjonowanymi. Podmioty prowadzą wykaz rodzajów dokumentów ewidencjonowanych. 2. 28 Context and Metadata Context First, there is the contextual information, contained in the record (for instance, the signature of the executive officer). Second, there is the relationship between a record and other records in the fond. Third, there is the activity in which the record was created. Metadata data about data data describing context, content and structure of records and their management through time.

Określenia użyte w rozporządzeniu oznaczają: 5) metadane - zestaw usystematyzowanych informacji, logicznie powiązanych z przesyłką, sprawą lub inną dokumentacją, ułatwiających ich wyszukiwanie, kontrolę, zrozumienie i długotrwałe przechowanie oraz zarządzanie; 13) system EZD - system teleinformatyczny do elektronicznego zarządzania dokumentacją umożliwiający wykonywanie w nim czynności kancelaryjnych, dokumentowanie przebiegu załatwiania spraw oraz gromadzenie i tworzenie dokumentów elektronicznych;

Do dokumentacji elektronicznej odzwierciedlającej przebieg załatwiania i rozstrzygania spraw, powstałej i zgromadzonej przed dniem wejścia w życie rozporządzenia w systemie EZD spełniającym wymagania określone w przepisach wydanych na podstawie art. 5 ust. 2b ustawy [archiwalnej], oraz do dokumentacji nieelektronicznej powiązanej z tą dokumentacją elektroniczną, w sposób uwzględniający wymagania 1 ust. 9 i 10 instrukcji kancelaryjnej, stosuje się przepisy rozporządzenia. 6. Jeżeli dotychczas stosowany w podmiocie system teleinformatyczny wymusza stosowanie określonej konstrukcji znaku sprawy lub separatora, można stosować tę konstrukcję, nie dłużej jednak niż 12 miesięcy od dnia wejścia w życie rozporządzenia. 9. Lokal archiwum zakładowego niespełniający wymogów rozporządzenia należy dostosować do tych wymogów w terminie 5 lat od dnia wejścia w życie rozporządzenia.

35 ISO standard provides the following three principles for records management programmes: Records are created, received and used in the conduct of business activity. To support the continuing conduct of business, comply with the regulatory environment, and provide necessary accountability, organisations should create and maintain authentic, reliable, and usable records, and protect the integrity of those records for as long as required; Rules for creating and capturing records and metadata should be incorporated into the procedures governing all business processes for which there is a requirement for evidence of that activity; and Business continuity planning and contingency measures should ensure that records that are vital to the continued functioning of the organisation are identified as part of risk analysis and are protected and recoverable when needed.

36 Determining Strategic Considerations the key to a successful programme is having a clear strategic vision, a realistic understanding of the programme s abilities, and the flexibility to adjust to changing priorities and customer needs; to succeed, archivists must be opportunistic and interventionist; archivists must add value and provide services to their customers; neither archival nor records management concerns will stand well on their own as separate business priorities. Instead, they should be understood and promoted as essential if organisations are to attain their wider goals: public authorities and companies cannot operate effectively without records and records management and archival processes are essential to achieving those goals.

42 LONG-TERM PRESERVATION Long-term is defined within the chapter as being longer than the lifetime of the system (hardware and software), which created the records typically five years at current rates of technical change.

43 Basic requirements To achieve our preservation purposes, records must be: authentic; complete; accessible and understandable; processable; and potentially reusable.

44 Relationship to the original system (i.e. the records creation system) the systems will not exist for as long as the records; the systems will change function to the extent that old records can no longer be kept within them; performance reasons dictate that no more than a given number of records can be held within the system; authenticity cannot be assured within the creating system; and there is a need for access to the records which cannot be met by the system which created them (for instance, access by the general public to records created within a secure government system).

47 The format we choose should be (a) able to represent all information and relationships between information in the original record that we regard as significant; (b) defined by an international, national or publicly available standard; (c) proven in terms of longevity or widespread adoption; (d) directly usable for access purposes, or be capable of being transformed into formats which are thus usable; (e) independent of any particular software or hardware environment; (f) capable of automated conversion from original formats to preservation formats, with automated detection and reporting of conversion problems or errors where applicable; and (g) (optionally) capable of automated conversion from our preservation format to the format used in the original or current record-creating systems.

48 VI. ACCESS Access options related to preservation methods Method A Records are kept in their original context over the longterm Access options will be broadly the same over the longterm as in the original records system subject to changes in the organisation s needs and priorities over time. The costs of maintaining the records accessibility over the long-term are determined by the needs of the record creator, and thus are part of the costs relative to the functions of the creating organisation.

49 Method B Non-active archival records and their metadata are copied to historical files in the format of the original records system, and deleted from current files. The records are well prepared for high level access and the method provides a good basis for advanced user services. There are significant costs related to the records accessibility, but these can be reduced if the conversion to new software can be carried out as part of the conversion of current files (by or in cooperation with the creating organisation).

50 Method C Non-active groups of archival records and their metadata are copied to historical files and stored in a format independent of any specific software (i.e. flat files). The records are well prepared for high level access and the method offers a good basis for advanced user services. But this depends on the implementation of appropriate import functions. Costs are normally lower than with Method B for keeping the records accessible over the longterm.

51 Method D Non-active groups of records and metadata are copied to historical files and stored in a format independent of any specific software (flat files). The flat files are stored in a format like XML, with a coherent DTD, and thus the flat files document their own data structure Access options will depend on the custodial institution's ability to import records into an adequate information system and on the functionality of this system with regard to information retrieval and other user services. Costs of systems development will normally be higher than for Method C, but modern software offers powerful tools for developing import functions and user services. Efficient combinations of Methods C and D are possible if the creating record systems are standardised.

52 Costs In most cases the most expensive issue for a user service will be the development of new software and new data structures and the associated investment needed (i.e. new procedures and new skills). The more that user services can be built upon common systems, structures and procedures, the less expensive they will be. Therefore, standardisation is mportant if we are to lower costs, or to expand services without increasing the costs sharply.
