Europejski Fundusz Rybacki (EFR) dla perspektywy budŝetowej zakłada moŝliwość uzyskania środków finansowych na działania związane z ochroną zasobów morskich i środowiska naturalnego oraz na inicjatywy mające za cel zapobieganie niszczeniu ekosystemów morskich. Wśród działań wymienia się wprowadzenie selektywnych połowów uwzględniających wymogi ochrony środowiska oraz fiansowanie działań na rzecz ochrony wodnych zwierząt i roślin. Tymczasem Krajowy Plan Strategiczny przyjęty w ramach Europejskiego Funduszu Rybackiego (czerwiec 2007) przewiduje, Ŝe działania, których celem jest ochrona róŝnorodności biologicznej gatunków i siedlisk (Natura 2000: ochrona siedlisk, programy odbudowy siedlisk i gatunków, poprawy jakości wód śródlądowych, ochrona obszarów tarła i szlaków wędrówek gatunków), nie naleŝą do priorytetów EFR, poniewaŝ nie stanowią w ścisłym znaczeniu celu rybackiego. Ochrona środowiska naturalnego jest jednakŝe jednym z priorytetowych zagadnień programów współpracy realizowanych w kontekście 7. Programu Ramowego na rzecz badań i rozwoju technologicznego. JuŜ z 6. Programu Ramowego sfinansowano projekt HERMES (Hotspot Ecosystem Research on the Margins of European Seas) będący międzynarodowym przedsięwzięciem badawczym w zakresie ekosystemów głębokomorskich, w którego realizację zaangaŝowane było konsorcjum europejskich państw. Tym niemniej działalność naukowa realizowana w ramach programów badawczych dotyczy innych aspektów środowiska wodnego, choć niewątpliwie moŝe przyczynić się do określenia celów związanych z ochroną środowiskowych walorów obszarów proponowanych we wniosku. Metody badawcze proponowane w projektach finansowanych z własnych środków (IEO) raz ze środków zewnętrznych (CICYT, ESF, EC, UNESCO) odznaczały się duŝą róŝnorodnością, jednakŝe nie obejmowały tak specyficznego zadania jak gromadzenie informacji na temat konkretnych siedlisk na tak precyzyjnie określonych obszarach. Sfinansowanie proponowanego projektu badań morskich ze środków LIFE+ pozwoli instytucjom naukowym wypracować odpowienie podejście badawcze, by lepiej poznać charakterystykę ekosystemów, o których wiedza jest aktualnie bardzo ogólna.

14 LIFE+ Nature & Biodiversity 2007 B1 SUMMARY DESCRIPTION OF THE PROJECT (Max. 3 pages; to be completed in English) Project title: Inventory and designation of marine Natura 2000 areas in the Spanish sea Objectives: Overall project objective: protection and sustainable use of biodiversity in the Spanish seas through the implementation of the Natura 2000 network. In order of decreasing importance, the specific objectives are the following: Complete the identification of the marine Natura 2000 network in Spain. The lack of scientific information has been the main gap for the implementation of the Natura 2000 network in the sea, especially concerning habitats and species offshore. More complete information is available on coastal habitats and species, many of them already integrated in sites of the Natura 2000 network, either Sites of Community Importance (SCIs) or Special Protection Areas for Birds (SPAs). Research in marine areas far from the coast is not only costly but few organizations or institutions have the means and the capacities necessary to undertake such type of work. This project represents an important contribution to substantially increase knowledge on marine species and habitats, their conservation status and threats. This will make possible the selection and proposal of sites to be included in the existing Natura 2000 network, to be done before the end of the project. The value of the project is that an important cooperative work is proposed for the inventory works, means will be shared and capacities normally used to fisheries or research purposes offered at the disposal of the project. The project also aims to comply with the commitment assumed by Spain with the European Commission to provide by mid-2008 a clear identification of additional scientific work that would be required for full completion of the Natura 2000 network, if this is not possible by 2008, and a clear time frame for achieving this. Promote the participation of all sectors involved in the conservation and management of the sea and its natural resources. A participatory approach is followed for the construction of Natura 2000 in the sea, which will favour its integration into the sectoral policies. First through the participation in the project as associated beneficiaries of relevant institutions with competences in management, research and conservation of marine natural resources, including the Ministry of Fisheries and the Ministry of the Environment. The project has also the support from other relevant Ministries with competences in the sea, such as Industry, Defence, Foreign Affairs and Public Woks (traffic of ships and maritime affairs). The project also foresees the involvement of stakeholders (mainly fishermen) since the initial stages of the implementation of Natura 2000 at sea. Several communication actions have been presented in this regard (see actions D). It is expected that stakeholders can perceive Natura 2000 as an asset rather than a burden, both for their socio-economic activities and for biodiversity conservation and an increased social awareness on the importance of the conservation of the sea. Provide guidelines for the management and sustainable use of the Natura 2000 marine network The objective of such guidelines is to ensure that all sites will follow the same general criteria for the management, planning and monitoring, to obtain a coherent network functioning and to contribute to clarify competences in marine areas under European, national or regional jurisdiction. Through adequate dissemination to competent authorities it will facilitate the future challenge of elaborating management plans for each individual sit and contribute to adopt efficient management decisions, including those aimed at avoiding threats in selected sites. This will also be a contribution to integrate Natura 2000 in the sectoral policies (fisheries, maritime traffic, energy exploitation, military manoeuvres, etc ).

15 LIFE+ Nature & Biodiversity 2007 B1 Increase social awareness on the importance of conservation and sustainable use of marine natural resources and Natura The public opinion is today relatively aware of the need to protect natural areas and to conserve species in the terrestrial Natura 2000 network. However, the perception at sea is completely different, the values of the sea are completely unknown and there is a general felling that human activity can continue with no limits and no relevant impact at sea. The project aims to contribute to reverse this perception through the implementation of the communications actions proposed in D, providing and disseminating solid information to the population on the importance of the conservation and sustainable use of the marine Natura 2000 network. This will contribute to reduce threat 6. Contribute to the implementation and reinforcement of the marine international conventions applied in Spain OSPAR and Barcelona Conventions. The Spanish State is part of two regional marine conventions and in this framework has to comply with a series of commitments at sea: the Convention for the Protection of the Marine Environment of the North-East Atlantic (OSPAR Convention), which includes annex V on the protection and conservation of ecosystems and biodiversity in the marine area; and the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (Barcelona Convention), which includes a protocol on marine biodiversity. In order to give coherence to existing networks of protected marine areas, the inventory efforts made by the project to increase scientific knowledge on marine habitats and species and to establish marine protected sites under Natura 2000 will also be applied to reinforce both agreements. This will be made through a proposal to update annexes of habitats and species in both conventions according to the project results and if appropriate, by proposing the inclusion of new sites in the OSPAR and Barcelona networks of protected marine areas. Actions and means involved: All categories of actions will be implemented in order to attain the above-mentioned objectives, from preparatory to project management, and a total of 11 beneficiaries will be involved in their implementation. Even though the participation of such a number of beneficiaries might look high, it has been estimated that all of them are relevant in the project implementation and have important contributions to do to the project and Natura 2000 implementation. In order to ensure efficiency to the project implementation with all these beneficiaries, a number of management and control actions are foreseen (actions E), including sufficient and competent personnel from the coordinating beneficiary (director, coordinator, administrative, financial and communication officers, actions E1 and D1) and the establishment of Steering and Scientific Committees chaired by the coordinating beneficiary with the participation of all beneficiaries. The role of the Steering Committee (E2) will be the overall project management, defining priorities and common criteria for the detailed planning of actions; it will also responsible for the project monitoring (E4). The role of the Scientific Committee (E3) will be to ensure that homogeneous scientific criteria will be applied for the inventory works, for the treatment of samples and information obtained and for the criteria to apply for the selection of sites to be included in the Natura 2000 network. Actions for the inventory and characterisation of marine habitats and species (A2, A3 and A4) will be carried out under the preparatory measures by those beneficiaries who have the competences, knowledge, capacities and means for the implementation of such tasks in marine areas offshore. These are public institutions such as the Ministry of Fisheries and public research institutions such as the oceanographic (IEO) and state research centre (CSIC) and NGOs responsible for recent efforts in the research, management and conservation of the seas, such as Oceana, SECAC, CEMMA, Alnitak, WWF/Adena and SEO/BirdLife.

16 LIFE+ Nature & Biodiversity 2007 B1 The project acts in marine waters under Spanish jurisdiction included in the territorial sea, in the Economic Exclusive Zone (EEZ), the Mediterranean Fisheries Protection Zone and the continental platform. Inventories will be undertaken in 10 broad marine study areas (about 2,5 Milllions hectares) in the Atlantic Ocean and the Mediterranean sea. These areas have been selected for the project with the agreement of all beneficiaries since they are part of a network of marine protected areas put forward by WWF/Adena in 2005 with the collaboration of all relevant marine scientific institutions. A preliminary desk-work will be carried out in action A1 to collect all existing scientific information (projects, surveys, proposals, maps, etc) and make a final proposal on the study areas. The Ministry of the Environment will be responsible for those actions needed to comply with the Natura 2000 requirements: implementation of the scientific criteria for the selection of the Natura 2000 sites, presentation of the corresponding official forms to Brussels (A6) and the elaboration of guidelines for the management and monitoring of the Natura 2000 network (A7). As an added value to the construction of the network at EU level, a proposal for the revision of the Habitats Directive annexes will be elaborated (A8) as well as a contribution to the reinforcement of the regional marine conventions. Concrete conservation actions are also proposed, mostly aimed at monitoring human activites at sea (C1, C3, C4, C5 and C6b) and assessing the impact of fisheries on habitats and species (C2). In the Alboran Sea, action C6.a aims at developing technological measures for mitigating the adverse effects of certain fishing practices, maritime traffic or human made noise pollution, combine scientific expertise with active stakeholder involvement to attain very concrete conservation targets; and applying state of the art innovative management and monitoring tools. Finally, communication actions are an important project component. A coherent and comprehensive Communication Plan (D1) will be elaborated, aimed at ensuring that adequate information is transmitted to the general public and to specialised target groups through the most appropriate channels. All communication actions D described in the project, which are implemented by most qualified beneficiaries, will be integrated and coordinated under this plan, so that their repercussions can reach a broader audience at national, EU and local level. Actions foreseen include obligatory LIFE+ actions, information and participatory seminars (D2, D11), general and divulgative publications, environmental education plan and training plan by FB. Finally, a workshop will be carried out at the end of the project aimed at further promoting the integration of the marine network and financing through other EU funds. Expected results (quantified as far as possible): - Increased scientific knowledge on habitats and species of the EU nature conservation directives (Habitats and Birds Directives) and regional marine conventions: location, extension, characterization, threats and conservation status. - Obtain all necessary information to formalise the Spanish proposal for the marine Natura 2000 network. The official forms for each of the sites proposed will be completed and sent to Brussels (at least 10). - Guidelines for the management and monitoring of the marine Natura 2000 sites proposed, which approval is expected in the framewok of Ley de Patrimonio Natural, passed in November Collaboration agreements between coordinating and associated beneficiaries for the project implementation and consensus with the socioeconomic sectors involved in the conservation and management of natural resources in the sea. - Increased social awareness on the importance of conservation and sustainable use of marine natural resources and Natura Contribution from Spain for the updating of the Habitats Directive and regional convention annexes. - Proposal of new marine protected areas under the OSPAR and Barcelona networks.

17 LIFE+ Nature & Biodiversity 2007 B2a GENERAL DESCRIPTION OF THE AREA / SITE(S) TARGETED BY THE PROJECT Geograficzny zakres prac inwentaryzacyjnych dotyczących morskich siedlisk i gatunków obszarów Natura 2000 w Hiszpanii Hiszpańskie wybrzeŝe to jedna z najdłuŝszych linii brzegowych w Europie. Liczy km, obejmując akweny Morza Śródziemnego, Oceanu Atlantyckiego i Zatoki Biskajskiej. Hiszpańskie strefy morskie naleŝą do trzech regionów biogeograficznych: atlantyckiego, makaronezyjskiego i śródziemnomorskiego. Realizacja działań projektowych będzie miała miejsce w obrębie akwenów naleŝących prawnie do Hiszpanii (morze terytorialne, Wyłączna Strefa Ekonomiczna, rejon szelfu kontynentalnego). Obecnie WSE obejmuje jedynie akweny Atlantyku. [ ] Z uwagi na znaczny obszar prac inwentaryzacyjnych, beneficjenci zaproponowali wydzielenie 10 stref badawczych w strefie Oceanu Atlantyckiego, Morza Śródziemnego i makaronezji. Wybór padł na te strefy, które juŝ wcześniej naleŝały do akwenów przeznaczonych do inwentaryzacji (Ministerstwo Środowiska, 2004), oraz które znalazły się w zaproponowanej przez WWF/Adena (2005) Reprezentatywnej Sieci Morskich Obszarów Chonionych w Hiszpanii (udział w pracach wzięła liczna kadra naukowa z najwaŝniejszych ośrodków badawczych środowiska morskiego i organizacji pozarządowych dokument dostępny na PoniŜej podano kryteria wyboru stref: reprezentatywność pod względem obszaru biogeograficznego; występowanie podmorskich formacji waŝnych z punkty widzenia badań i ochrony; obecność zagroŝonych siedlisk i gatunków; obecność dobrze zachowanych obszarów przyrody. Wstępnie do badań wytypowano 31 stref połoŝonych wzdłuŝ wybrzeŝa Półwyspu Iberyjskiego (w tym Baleary) i 18 stref reprezentatywnych w pobliŝu Wysp Kanaryjskich. Ogółem 49 obszarów obejmowało 6 mln. Ha. Niniejszy projekt toczył się będzie jedynie w obrębie 10 obszarów tj. stref wskazanych przez Min. Środ. i WWF/Adena, jak wynika bowiem z opinii wykonanej na zlecenie Rady Państwa (dokument dostępny na Rząd przedkłada propozycję utworzenia i zarządzania morskimi obszarami OZW i OSOP znajdującymi się w całości w obrębie wód śródlądowych / na otwartym morzu, nie posiadających punktu styku z najbliŝej usytowanymi siedliskami lądowymi. Warunek spełnia 8 obszarów w pobliŝu Półwyspu i 2 w okolicach Wysp Kanaryjskich (region makaronezji). Wspomniane obszary uznano za wystarczająco reprezentatywne. Stanowiły one wstępną propozycję stref badawczych i jako takie mogły zostać zmienione w rezultacie wstępnych badań, dostępnych środków fiansowych i technicznych oraz terminów realizacji. W ostateczności wyłoniono 10 stref o powierzchni ok. 2,5 mln. Ha. Obszar chroniony obejmuje półwysep Cap de Creus oraz przyległe obszary morskie (park morsko-lądowy). Park podzielono na strefy wg statusu ochrony. Spośród całości obszaru Parku 22% posiada status parku narodowego ( ha) przyrody morskiej. Pozostała część zawiera trzy częściowe rezerwaty przyrody: Los Farallons, Cap de Creus i Cap Norfeu. W obrębie parku jest teŝ jeden ścisły rezerwat morskiej przyrody S Encalladora. Niektóre aspekty parku zostały opisane w publikacjach (opis odporności morskich struktury parku, Zabala et al. 2003; mapa siedlisk morskich włączona do GIS, Sardá et al. 2006). Main land uses and ownership status of the project area: Mimo nadania statusu ochronnego obszarom parku (a więc reglamentacji działalności człowieka, m.in. sportowej i zarobkowej), kontrola uŝytkowania parku była do tej pory nieefektywna. Niejasny jest takŝe związek pomiędzy wprowadzeniem obszarów chrionionych a pozytywnym stanem zachowania tego morskiego obszaru przyrody chronionej. Scientific description of project area: Kanion Cap de Creus znajduje się o ok. 5 km od linii Costa Brava (42º N 003º E). PodąŜając wzdłuŝ wybrzeŝa, 20 kilometrów na południe znajduje się ujście kanionu Palamós (41º N y 03º E), usytuowane od linii brzegu o ok. 3 km. Kaniony Cap de Creus, Palamós i Blanes są wyróŝniającymi się elementami topografii północno-zachodniej części Morza Środziemnego. Ujścia Cap de Creus i Palamós wrzynają się w powierzchnię szelfu kontynentalnego. Od linii brzegowej dzieli je odległość odpowiednio 5 i 3 km. Oba kaniony przebiegają wzdłuŝ osi północ południe tworząc literę V rozchylającą się ku otwartemu morzu. Łączna długość obu kanionów to ok. 40 km, zaś najniŝej połoŝone ich punkty to 1400 m (Cap de Creus) i 2200 m (Palamós). Ściany obu kanionów wykazują się znacznym nachyleniem, na niektórych odcinkach przechodząc w strome urwiska. Według posiadanej wiedzy, w granicach stref badawczych Cap de Creus występuje duŝa róŝnorodność organizmów. Kolonie, które zaobserwowano na głębokości ok. 190 m, istotnie róŝnią się od organizmów szelfowych. Z obserwacji grup organizmów bentosowych i planktonu naleŝy wnioskować o szczególnej specyfice obszaru. NajwaŜniejszym gatunkiem tworzącym sturkturę siedliska jest Madrepora oculata. Ta typowa dla głębokich i zimnowodnych akwenów odmiana białego koralu jest zasadniczym tworzywem siedliska duŝej liczby róŝnorodnych organizmów bentosowych. W otoczeniu opisywanej kolonii koralowej dostrzeŝono enklawy koralu czerwonego oraz organizmy osiadłe takie jak gąbki, szkarłupnie, stułbiopławy, a takŝe gatunki ryb i stawonogów. Znaleziska w postaci cum i części narzędzi połowowych dowodzą, Ŝe na obszarze prowadzona jest intensywnie działalność rybacka. Wiadomo, iŝ wiele kolonii organizmów uległo zniszczeniu wskutek połowów trałem na obszarach szelfu i stoku kontynentalnego. W strefie Cap de Creus gatunkom tym udało się przetrwać dzięki trudnemu dostępowi do siedlisk. 20 LIFE+ Nature & Biodiversity 2007 B2a Wiele miejsc w podwodnych kanionach pełni rolę zbliŝoną do głębokomorskiej rafy koralowej. Urwiste, poszarpane, pełne zagłębień ściany podmorskich formacji to kryjówka dla wielu gatunków roślin i zwierząt. To takŝe doskonałe warunki dla rozwoju organizmów przestrzennych (np. korali), będących ze swej strony siedliskiem dla innych stworzeń. Na północnym Atlantyku zauwaŝono, Ŝe zespoły koralowca są doskonałym siedliskiem dla wczesnych faz rozwoju wielu gatunków ryb. Wiele z nich posiada znaczenie handlowe siedliska te stają się dla nich kryjówką przed działalnością połowową a jednocześnie sprzyjającym miejscem do zwiększenia liczebności. Z uwagi na wielość siedlisk, podmorskie kaniony wykazują duŝą bioróŝnorodność. TakŜe i inne czynniki czynią z tego typu formacji waŝny obiekt badań (np. cechy hydrologiczne, warunkujące zasobność kanionów w substancje odŝywcze dla gatunków). Do tej pory naukowcy nie dysponują szerszą wiedzą na temat biologicznych aspektów Cap de Creus i Palamós, bardzo precyzyjne jednak są dane na temat charakterystyki topologicznnej obszaru - dzięki niej z duŝą łatwością moŝna określić potencjalne miejsca bytowania przestrzennych ogranizmów dennych. W październiku 2005 miała miejsce pierwsza akcja eksploracyjna organizmówy Ŝywych w kanionie Cap de Creus. Dwa inne projekty badawcze (HERMES, ogólnoeuropejski i DEEP CORAL, o zasięgu krajowym) potwierdzają znaczenie prac prowadzonych na tych słabo znanych akwenach przez naukowców z Barcelońskiego Instytutu Nauki o Morzu. Z uwagi na unikatowy charakter kanionu, zamieszkujące go organizmy mają jedyną w swoim rodzaju specyfikę. Szczegółowe badania aspektów biologicznych i ekologicznych strefy pozwoliłyby wprowadzić właściwe działania ochronne. Las islas Columbretes (19 Has) por su parte son espacio natural protegido por la Generalitat Valenciana desde 1988, primero como Parque Natural y recalificado seis años más tarde como Reserva Natural. En 1990 el Ministerio de Agricultura, Pesca y Alimentación crea la Reserva Marina de Interés Pesquero de las Islas Columbretes, y que en el marco internacional, ha sido designada como zonas LIC, ZEPA y ZEPIM. Las áreas LIC y ZEPIM en torno a Columbretes incluyen como núcleo central de alta biodiversidad (hot spot) si bien se extienden por fuera de las ha, que son reserva marina, hasta unas ha con arreglo en lo dispuesto
