5 1. Basic information about the institute 1.1. Institute activity The Institute of Computer and Information Systems has existed since 1994 and is a unit of the Faculty of Cybernetics at the Military University of Technology (WAT). The Institute s research and didactic employees are mainly graduates of WAT, the majority having at least the title of Doctor of Technical Sciences. They are wanted in the job market of specialists, employed in key public institutions and private enterprises in positions related to the deployment of information systems. The main areas of activity of the Institute are: teaching students at an engineering, master s and doctoral level scientific and research work projects and implementation. The teaching is conducted in form of stationary studies (during the day), non-stationary (weekends) and a postgraduate Computer Science studies, in two specialties: information systems and management information systems. Specialty Information Systems educates future analysts, programmers, designers, testing specialists, and IT consultants in the areas of: 1) structural methodologies and object-oriented systems development, 2) design and implementation of concurrent software, 3) designing relational and object-oriented databases, 4) design and implementation of process automating systems, 5) computer networks and operating systems software, 6) methods of computer simulation, 7) expert systems and neural networks, 8) models, methods and decision support tools and their practical applications, 9) methods of parallel and distributed computing, 10) methods of assessing the reliability of computer systems, 11) methods of ensuring information systems security. Specialty Management Information Systems educates future information management systems designers, consultants for IT management processes as well as implementation and improvement of systems management organization, specialists for quality assurance and information security in the area of: 1) information processes in an enterprise, 2) designing computer aided methods, monitoring and visualization of business processes, 3) business processes re-engineering, 4) designing relational and object-oriented databases, 5) ensuring efficiency of business processes, 6) structural methodologies and object-oriented systems development, 7) models and methods of planning and scheduling processes, 8) methods of computer simulation, expert systems, selected models and methods of operational research and their practical applications.... 1

The Institute also participates in education in the following specialties: computer systems, automated commanding systems, and from the academic year 2014/2015 it profiles another three specializations: management information systems in medicine, engineering of medical diagnosis (in the major IT in medicine) and information security (in the major cryptology and cyber security). Practical classes are held with students in the Faculty of Cybernetics laboratories that are fitted with modern equipment. Students use PC work stations with software for accessing the Internet and information systems used in the teaching process. The scientific work and research at the Institute of Computer and Information Systems are carried out in the field of: designing decision support information systems modeling and algorithmisizing decision-making processes in conflict and crisis situations modeling and designing medical decision support systems building simulation models of complex systems (technical, informational, economical, combat) methods and tools for designing information systems methods and tools for designing databases database systems and data warehousing designing distributed systems building intelligent security systems modeling and simulation of mobile telecommunication networks application of methods of artificial intelligence and operational research software engineering information management systems efficiency, operation and improvement of information systems software reliability mobile systems analysis and design of photonic data transmission systems. In order to obtain and complete research tasks at the Institute of Computer and Information Systems two teams were appointed: Research Team for Modeling, Simulation and Decision Support in Conflict and Crisis Situations (under the direction of Andrzej Najgebauer) and Research Team of Numerical Analyses and Processing of Video Information in Decision Support Systems in Medicine (under the direction of Andrzej Walczak). On the basis of an adequate supply of personnel and equipment base, these units offer the services of design and implementation, perform research, analyses and expertise in their respective specialties. The Institute of Computer and Information Systems is working with the Systems Research Institute at the Polish Academy of Sciences, AGH University of Science and Technology in Krakow, SAS Institute Polska, Credit Information Bureau, Warsaw University of Technology, The Main School of Fire Service (SGSP), National Defense University, University of Białystok, Rzeszów University of Technology, University of Information Technology and Management in Rzeszow, Military Communication Institute, Przemysłowy Instytut Telekomunikacji, Centrum Techniki Morskiej, Southampton University in the UK and the Institute of Physics at the University of Kiev. In 2014 the Institute completed three projects and three research papers: 1) project no. PBST269/2012 entitled System of supporting simulation exercises and improving procedures in the activities of sanitary supervision authorities in cases of poisoning and infectious diseases transmitted by ingestion, 3) project no. PUM 253/2012 entitled EU NEC DEMO EU Network Enabled Capability Demonstration, Shared situational awareness in EU-led CMO, 4) research work no. RMN 697/2012 entitled Numerical models of electromagnetic propagation in hyperspectral photonic couplers, 5) research work no. RMN 880/2013 entitled Semantic indirect association identification using graph and logic reasoning methods for crisis situation assessment, 6) research work no. RMN 883/2013 entitled Models of the evolution of complex systems and methods of testing of characteristics for the needs of computer identification of crisis situations. Eight projects and five research works are still in progress: 1) project no. PBR 283/2012 entitled Advanced information technology supporting the processes of data analysis (mainly financial) in the area of financial crime, 2) project no. PBR 303/2012 entitled System of IT support of development of capacity and identification of the operational needs of the Polish Armed Forces, 3) project no. PBR 476/2013 entitled Virtual system of improving the tactics of the state border protection and border traffic control, 4) project no. PBR 080/2013 entitled Electronic system of management of the lifecycle of documents with different levels of sensitivity, 5) project no. PBR 082/2013 entitled Modern demonstrator of simulator for operators of rail vehicles increasing the efficiency and safety of their operations, 6) project funded by the European Regional Development Fund under the Operational Programme Infrastructure and Environment POIS /12 entitled Reconstruction of building no. 65 for the purposes of the Center for Advanced Studies of Systems Engineering of WAT in Warsaw, 7) project funded by the European Social Fund under the Human Capital Operational Programme POKL /12-00 entitled Science is fascinating with the Military University of Technology, 8) research project entitled Exploration and development of the system of simulation of military operations in cyberspace for the purposes of decision support (BOEING), 9) research work no. RMN 948/2014 entitled Method of sensory data fusion using semantic models and artificial intelligence, 10) research work no. RMN 949/2014 entitled Modeling, simulation and analysis of botnet threats, 11) research work no. RMN 950/2014 entitled High-performance implementations of generators of pseudo-random numbers for the needs of simulation of quantum computing, 12) research work no. RMN 954/2014 entitled Models and methods of computer analysis of the evolution of real networks, 13) research work PBS /2014/WAT entitled Problems of modeling and designing knowledgebased information systems for the needs of national security and public administration. In 2014 we published a total of 122 publications, among them: 43 articles published in peerreviewed journals listed in the Ministry of Science and Higher Education list B, 3 monographs and over 60 chapters in monographs.... 3

In accordance with the publishing calendar, we published two new issues of the scientific journal Bulletin of the Institute of Computer and Information Systems". Our Bulletin is a peer-reviewed journal, which publishes original works in the field of computer science and operational research, is scored according to the list of the Ministry of Science and Higher Education and indexed in BazTech and Index Copernicus (ICV index for 2013 amounts to 4.81). In 2014, the employees of the Institute of Computer and Information Systems participated in the organizing and scientific committees of five conferences, took part in twelve international scientific conferences and in over twenty international and national conferences organized in Poland. In 2014, like in previous years, student research teams from the Faculty of Cybernetics WAT marked their presence at international fairs and exhibitions of inventions, winning nine medals five gold, two silver and two bronze for the projects: CARE, CART, SENSE, PATRON and TESLA. The participation of our two scientific teams CyberMeds and ScienceSeargents in an international technology competition Imagine Cup 2014 also ended with great satisfaction. In the national finals of the competition in the category WorldCitizenship we took second place, and in the category Innovation third place. Also in competition for the best privacy-friendly mobile application (GIODO) organized by the Ministry of Administration and Digitization and the Inspector General for Personal Data Protection, we took second place. The mentors of the awarded teams are M. Chmielewski and R. Kasprzyk, lecturers from the Institute of Computer and Information Systems. For international achievements in the field of invention, the Minister of Science and Higher Education honored our young scientists with diplomas, and Rector-Commander of WAT distinguished them with the Rector's Award. In essence the department is responsible for almost thirty subjects of all kinds of studies at the Faculty of Cybernetics in WAT and outside. The presented subject-matter is reflected in the work of doctoral theses, articles in the specialist magazines, papers at national and international scientific conferences, as well as books. Department employees additionally participate in seminars of the Institute of Computer and Information Systems. They cooperate with the Institute of Computer Science at the Polish Academy of Sciences, where they actively participate in IPI PAN seminars. From the perspective of merits, the plant is responsible for several subjects taught at all kinds of studies at the WAT's Faculty of Cybernetics and elsewhere. Employees from Department of Information Systems Engineering are highly qualified specialists in the fields of: project management quality assurance of IT systems IT project risk assessment cost estimation of designs information systems engineering programming techniques databases and information technology for the Internet. In a similar scope they teach and conduct active research works. They also carry out work related to implementation of IT systems and consulting. The third thematic group includes subjects related to: IT management systems with particular emphasis on Business Intelligence systems Service or production organization (software of such companies as IFS, SAP and IDS Sheer is used within the scope of the laboratory classes). The fourth thematic group focuses on: SOA paradigm and patterns of integration integration platforms design methodologies methods of adapting an organization to the implementation of the integration platform methods, techniques and tools for design and implementation of integration platforms. The fifth thematic group includes subjects related to the design and implementation of quality management systems and information security management systems in corporations. A system software will be developed within the project underlying the organization of simulation exercises for sanitary inspection authorities resulting in better preparation of sanitary inspectors to combat poisoning or epidemic concerning food-borne diseases, improvement of procedures used by sanitary inspection authorities. Dynamic models describing the processes of creation and spread of an epidemic and the operation processes of sanitary inspection authorities will be extended within the project. A simulator of the spread of an epidemic diseases concerning the gastrointestinal tract will be extended. Data model will be constructed concerning population, area and the food-borne diseases in question. [Pro3] PUM 253/2012 EU NEC DEMO pt. The aim of the consortium was to: develop a scenario for operations involving various aspects of crisis management; develop an IT system allowing to organize co-operation of military, state and civil organizations in the network-centric environment integrating various information systems and standards for the transmission of information. [Pro4] Work No. RMN 697/2012 entitled Numerical models of electromagnetic propagation in hyperspectral photonic hitchers (Modele numeryczne propagacji elektromagnetycznej w hiperspektralnych sprzęgaczach fotonicznych) Work manager P. Moszczyński. Realization period: The scientific goal is to build a working model of a hybrid liquid crystal cell illuminated by a laser beam. For explaining the observed phenomena: photoinduced net, waveguide. Cell hybridity is understood as a system of photoconductive semiconductor/ liquid crystal. [Pro5] Work No. RMN 880/2013 entitled Semantic indirect association identification using graph and logic reasoning methods for crisis situation assessment Work manager M. Chmielewski. Realization period: construction of mobile software implementing selected elements of inference based on ontological models (extension of systems SENSE, SAPER, HELP); design and development of hardware (sensors) used to obtain medical signals and signals of magnetic signatures of objects used in the mechanisms of inference (sensory data fusion). One of the anticipated work aims was to expand research on sensory data fusion towards the use of association analysis and application of semantic models. It is assumed that the research will allow to develop methods and technologies of information fusion supporting stages of extraction of features and classifications in the field of medicine and selected classes of military actions. The indirect aim of the study was also to construct new methods of analyzing semantic similarity of data sets based on the methods of examining the similarity of graphs, networks and collections. [Pro6] Work No. RMN 883/2013 entitled Models of the evolution of complex systems and methods of testing of characteristics for the needs of computer identification of crisis situations (Modele ewolucji systemów złożonych i metody badania charakterystyk dla potrzeb komputerowej identyfikacji sytuacji kryzysowych) The executors of the project were: R. Realization period: The study attempted to: examine existing models of complex networks in terms of the possibility of their use to model real networks, analyze the impact of network structure and the way of its evolution on the dynamics of the phenomena occurring on/in network systems, develop methods of identification of set of relevant nodes in graphs and networks. The aim of the study was to develop methods of structural analysis of semantic models and searching for semantic associations in ontologies and knowledge bases. Designed mechanisms will support authorities, state agencies and financial institutions. Advanced formal models and patterns will be used including: cash flows, financial crimes, incidents, and the entities operating in this area. The main objective of the project is to develop an information system to support the development capabilities and identify operational needs (SIWRZIPO) of Armed Forces of the Republic of Poland at a level enabling technology demonstration in operating conditions or close to them: algorithms of analysis of selected security threats, simulation of selected crises and armed conflicts for various levels of command and the analysis of the functional systems of Armed Forces and the use of the methodology of planning, budgeting and forecasting the development of Armed Forces. The result of the project will be a SIWRZIPO SZ prototype and a set of services supporting the development of capacity at the 8th or 9th technology readiness level. The project will be realised in two phases: research and development. In the first a conceptual design will be developed in the form of a laboratory model system at the 6th readiness level, which will be subject to verification tests in conditions close to the operational ones. On the development stage a prototype system will be developed and then as a validation in the operational conditions. During the tests re-engineering will be carried out of the planning and programming processes of SZ development and an improved methodology for planning, budgeting and forecasting capability development SZ RP with the use of SIWRZIPO will be created. This methodology will not only enable the development of a training system using simulators, but also allow to update the database of visualization of railway lines in case of their reconstruction, modernization, changes in traffic control system, etc. The executors of the project are: M. The effect of the realization of this task will be a project and implementation of modern office adapted to handle documents with different levels of sensitivity. The project will cover all the processes occurring in the office and use devices equipped with RFID transmitters/ receivers. This applies both to documents and data carriers, as well as office equipment (cabinets/shelves, desks, copiers and input/ output control devices). The integration of all components in one system, managed using a dedicated computer system will allow for raising the level of security and control associated with information having different confidentiality clauses. [Pro11] Project No. PBR 082/2013 entitled Modern demonstrator of simulator for operators of rail vehicles increasing the efficiency and safety of their operations (Nowoczesny demonstrator symulatora dla operatorów pojazdów szynowych zwiększający efektywność i bezpieczeństwo ich działania) The executors of the project are: J. Realization period: The main aims of the project: Development of a demonstrator of a training post for drivers of traction vehicles, which will optimally take into account traffic conditions and procedures on railway lines managed by PKP S.A. Development of methodology, followed by relevant software, mapping railway lines [Pro12] POIS /12 entitled Reconstruction of the building No. 65 for the purpose of the Center for WAT Advanced Studies of Systems Engineering in Warsaw (Przebudowa budynku nr 65 na cele Centrum Studiów Zaawansowanych Inżynierii Systemów WAT w Warszawie) The project is funded by the European Regional Development Fund within the Infrastructure and Environment Operational Programme. Realization period: The main aim of the project is to establish cooperation between the Military University of Technology and the BOEING company in the scope of research and development of applications of simulation of military operations in cyberspace for the purposes of decision support. [Pro15] Work No. RMN 948/2014 entitled Method of sensory data fusion using semantic models and artificial intelligence (Metoda fuzji danych sensorycznych z wykorzystaniem modeli semantycznych oraz metod sztucznej inteligencji) Work manager M. Chmielewski. Realization period: The aim of the study is to develop a set of methods and IT tools that will allow for synergy of data obtained from heterogeneous data sources, including sensory networks. Therefore, the essence of the research is theoretical work in the field of construction of methods for filtering, interpretation, standardization, integration of data, which allows for obtaining measurable benefits of combining multiple data sources, especially in situations of conflict and crisis. Theoretical considerations will be applied to the selected research problems, including, among others: the problem of identification and assessment of the significance of data, suspicious (hidden) financial operations indicating the processes of tax and financial fraud; the problem of assessing the significance of data obtained from reconnaissance and command systems used for the development of CTP ( Common Tactical Picture) and COP ( Common Operational Picture) products; the problem of building the commander s perception based on environmental data and a decision-making situation by using methods of constructing situational awareness and application of expanded reality techniques; the problem of improving the quality, deconflicting, integration of data (including data obtained from sensory sources) at multiple levels of the JDL/DFIG model. This work assumes the construction of software for experimental verification of developed methods. Under the conducted studies, it is also assumed to carry out works related to developing algorithms for medical signal processing in terms of identifying selected classes of diseases or health conditions significant from the point of view e.g. of medical procedures or human life. In this regard, enhancements of the existing SENSE and PATRON systems will be developed towards more efficient and reliable processing of miographic signals and inertial sensors. An intermediate product of the research will be to prepare proposals on the usefulness of particular mobile platforms and their vulnerability, particularly in applying a given platform for cooperation with sensory crisis management systems, battlefields and medical multisensors. [Pro16] Work No. RMN 949/2014 entitled Modeling, simulation and analysis of botnet threats (Modelowanie, symulacja i analiza zagrożeń typu botnet) 38 Work manager R. Kasprzyk. Realization period: The main objective of the project is Development of a simulator of selected cyber threats, in particular botnet, which directly translates into increased efficiency of detecting, preventing and neutralizing the effects of cyber threats. The need to develop these types of methods and tools is due to the growing dependence of government, private institutions and the general public on the proper functioning of communications networks and IT systems. An example is the Internet, increasingly seen as an extremely sensitive infrastructure, on which the security of the state depends. To launch a successful attack on that infrastructure, there is no need to mobilize the armed forces. A man equipped with standard computer technologies with the necessary knowledge, can carry out a cyber attack of catastrophic consequences even for the contemporary political and economic system. As a result of the project, requirements for the simulator will be developed, and then the project and implementation of its selected components will be executed. Using the simulator will allow to assess the impact of cyber threats on the functioning of security systems, as well as identification of susceptibility of the tested systems. It is also assumed that it will be possible to carry out a simulation game between blue and red side, respectively playing the role of defending and attacking the IT system. The developed concept of the simulator will be an original idea to support all kinds of state services and the organizations of CERT character. [Pro17] Work No. RMN 950/2014 entitled High-performance implementations of generators of pseudo-random numbers for the needs of simulation of quantum computing (Wysokowydajne implementacje generatorów liczb pseudolosowych dla potrzeb symulacji obliczeń kwantowych) Work manager J. Wiśniewska. Realization period: The aim of the study is to develop methods for implementation of the pseudo-random or even random numbers using the equipment Quantis-USB-4M Module, so that the delivered solutions can support, among others, ready simulators of physical phenomena at the quantum level (e.g. QuTIP, C++QED, QCS). The planned implementations are supposed to have high quality of the supplied pseudorandom values and provide an appropriate synchronization of number generation with the process simulation. Often simulation, because of its complexity, is performed in parallel computing systems using processors of graphics cards, which aims to speed up the calculations, but also places high demands on the process of pseudo-random numbers generation, which should prepare enough data in time, so as not to delay the key themes of the simulation. [Pro18] Work No. RMN 954/2014 entitled Models and methods of computer analysis of the evolution of real networks (Modele i metody komputerowej analizy ewolucji sieci rzeczywistych) Work manager C. Bartosiak. Realization period: The aim of the work is to develop models, methods, algorithms and their implementations to simulate the diffusion of phenomena in evolving networks and the evolution of network. The implementation will rely on a structure of independent software of evolution simulator and diffusion of phenomena. This shall allow among others to: examination of network creation processes; examination of diffusion processes in evolving networks; real network analysis, e.g. in order to early detect threats such as computer viruses, activities of criminal organizations;...

Thanks to innovative solutions combining modern IT technologies and achievements in the field of graph and network theory, the system is able to contribute to the improvement of current conditions on the roads. The system is designed both for organizations responsible for traffic management in the city, as well as for road users. The presented solution enables simulation of the spread of the outbreak of infectious diseases, which allows to predict the dynamics and range of infectious disease, as well as indicate effective procedures to address the epidemic. The use of electronic EMG sensors, accelerometers, can accurately identify seizures. The synergy of mobile platform and biomedical sensors supports immediate and reliable calling for assistance in cases of acute attacks of this disease. The team presented the project PATRON (Parkinson s Assistance Toolkit Rapidly Obviating Neuroerrors), which is a data communications system comprehensively supporting conducting clinical tests of neurological drugs for Parkinson's disease. Third place in the category Innovation for the team ScienceSeargents (under the management of M. Chmielewski). The team presented a mobile application and TESLA sensor (Teachable Environment for Sign Language Assistance). TESLA is an innovative application for smartphones for the deaf, enabling recognition of gestures and sign language using data fusion from multi-channel surface electromyography and inertial sensors. The analysis of the activity of the forearm muscles controlling the fingers and hand, and its location in space allows for recognition in a short time, complex characters of sign language, and even own gestures to help the deaf communicate with the environment

Competition for the best privacy-friendly mobile application, jointly organized by the Ministry of Administration and Digitization and the General Inspector for Personal Data Protection. Patron of the competition was the Foundation Secure Cyberspace. The competition was, among others, to encourage young mobile application developers to comply with data protection principles and to construct privacy-friendly application. Winning project: SecureWallet. Authors of the project team of students of WCY composed of: M. Strzelczyk, P. Stec, P. Augustynowicz, M. Pachnik, R. Kasprzyk (team mentor). SecureWallet is a system aiming to be a digital wallet, which eventually could replace traditional solutions such as authentication with an identity document, gathering medical information (e.g. blood type, medical history, susceptibility to allergens), documentation of contracts and servicing of equipment (e.g. electronics equipment guarantees, history of technical reviews of the vehicle) and non-cash transactions using the latest encryption techniques ensuring anonymity and security. 11. Statuettes and diplomas of the Minister of Science and Higher Education for the projects COPE and SENSE at the 11th Exhibition of Polish Inventions 2014 held in Warsaw. The Exhibition of Polish Inventions is organized to present and promote the best Polish inventions entered and distinguished at world fairs of inventiveness in the previous year. Diplomas and statuettes are awarded to science and research entities and businesses who presented the most solutions (awarded) and to those inventors who won gold medals with distinction. In 2013, the SENSE project won two gold and one bronze medal and special award, and the project COPE a silver medal. 12. Successes of D. Bugajewski individual student mjr. PhD, Msc. M. Chmielewski from the Institute for IT Systems WCY WAT: First place in the national competition of the company Huawei Poland entitled Telecom Seeds for the Future. Bugajewski obtained the title of the world s best programmer.
