Editorial Welcome to the fourth issue of the Silesian Journal of Legal Studies (SJLS). In this volume we continue legal discourse over geographical and legal borders. This continuation is visible in the second part of the article on The Integration of the Mortgage Markets in Europe (the first part has been published in SJLS vol. 3 written by Sergio Nasarre-Aznar). Other papers also follow the main idea of the Journal to overcome frontiers and obstacles in spreading ideas, opinions, analyses and information about internal legal systems, as well as the European Union law. Apart from the article mentioned above, the present volume contains articles written by Portuguese authors Paulo Ferreira da Cunha, Nuno Piçarra and Francisco Pereira Coutinho who explore constitutional issues. Human rights are examined in papers by Katarzyna Holy. The latter considers positive obligations of States within a social sphere and is most interesting in the context of the current global crisis. Adrianna Miler discusses complicated matters relating to the limited use of areas around such facilities as a sewage farm, a municipal landfill, an airport, radiolocation and nuclear installations. The paper written by Ilona Topa refers to essential innovations in the field of EU Member States cooperation in criminal matters introduced by the Lisbon Treaty. Finally, Michał Kania s publication describes the last amendment to the Polish Code of Administrative Proceedings. This amendment has significantly changed a few basic rules and has influenced the whole model of administrative proceedings in Poland. This information may be useful not only for Polish lawyers and officials but also for foreigners who undertake (or intend to commence) their economic activity in Poland. In this issue we also continue presenting a list of selected monographs published in 2011 by the researchers from our Faculty of Law and Administration and a list of conferences organised or co organised by the Faculty and our foundation Facultas Iuridica. We are still the leading Polish law faculty! Moreover, in 2011 our graduate placed first in Polish professional legal exams! Thank you for your interest in this issue.
