1 2009 1 (66)/09 Stanisława Borkowska 10-th Jubilee of bimonthly 9 Human Resource Management FROM THE EDITOR Kazimierz Zimniewicz 11 ARTICLES Hubert Witczak The human resources management subsystem 13 in social systems The aim of this paper is the cognitive definition and location of the domain of human resources management within social systems, with a particular focus on the enterprise. The previous approaches are not systematic enough, which creates a jungle of theories of sorts, with preliminary definitions and fashions aplenty. The definition of the human resources management subsystem is based on the determination of the key value that is the staff s capability of realising the objectives of the enterprise as well as the fundamental processes of shaping this capability. Around these values and processes one can develop other activities and processes, factors (objects), institutions and social structures. Combined, they account for the human resources management subsystem in its broader (classical) and narrower (specialised) sense. This provides the teleological and material foundations for furthering human resources studies. B. Skowron-Mielnik Work efficiency an attempt 31 at a definition The aim of the article is to present terminological doubts connected with work efficiency and an attempt at defying and classifying the issue. It is to serve as a clarification in the discussion on practical aspects of work efficiency, such as outcome measurement or high work efficiency systems. There are three issues that are the most important in this attempt: what are work outcomes and inputs? How to define and estimate work efficiency? What factors influence work efficiency? Another important problem is how to include social matters in the discussion and how they influence work efficiency. Kazimierz Dobrzański The essence, factors and scope 45 of volunteering The article discusses the process of economic transition, its successes and flaws. Then it presents the idea of NGO s and the essence of volunteering, which is described as a form of social activity. The factors of volunteering development are dealt with, especially in the context of its ability to even out the previously mentioned flaws of market economy. The article argues, that volunteering should keep advancing.

COMMUNIQUES Anna Piekarczyk Evaluation of quality of HRM in companies 83 with German capital in Wielkopolska region The article presents the results of research into evaluation of quality of human resources management carried out in companies with German capital in Wielkopolska region. The companies have been assessed according to nine criteria of EFQM European Foundation of Quality Management. Human resources management belongs to the aspects of the companies activities appraised as the least perfect. The research also assesses the role and place of staff within the organization as an important element of the enterprise s potential and displays the employees perception of the company. The primary objective of applying such models is to determine the relevant outcomes (e.g. management, HR, etc.) for the different stages of organizational growth on the basis of contributing factor. Our research, conducted in 2007, sought to discover how companies (subsidiaries of multinational companies, as well as indigenous Hungarian large, small, and medium sized enterprises) had adapted to the accelerating changes in the economy over recent years, and what kinds of change might be expected in the employment and personnel management practices of these organizations at specific stages of life cycle models.
