It has a rich history of planning and executing diverse projects, including those connected to environmental policy and governance. One of them was Transition to a Low Emission Economy in Poland in collaboration with the World Bank. This project used a national-level DSGE model to analyze the impact of mitigation actions in relevant sectors through We have also performed an econometric analysis of the relationship of energy prices and investments in energy-saving solutions in Polish industry and a multi-version scenario analysis of the progress of events in the CO2 emission trading scheme market in the period for the Ministry of Economy. In another one we are working with the Environmental Policy Research Centre from the Freie Uni. Berlin on developing a set of innovative tools which support the assessment of regulations and investment decisions. We have also been involved in conducting a report (with WWF Polska) which concerns the economic consequences of a considerable reduction of carbon leakage in PL in We have contributed to the "Social strategy of Warsaw" in the field of human capital. IBS has worked with foreign partners on numerous occasions. One project, NEUJOBS, is financed by EC under the 7th FP, 27 partners in Consortium. The other one is called Working for Equity in Health: Developing Evidence for Country Strategies on Health Inequalities on Work, Page 3 of 93

4 Worklessness and Social Protection (EC within the EU PROGRESS). IBS has collaborated with Polish Ministries on numerous occasions(ministry of Regional Development, Min. of Economy, Min. of Labour and Social Policy). The specific actions listed in this proposal do not and will not receive aid from the Structural Funds or other European Union financial instruments. Since 2009 we are a Public Benefit Organization. Currently, the association consists of 40 people professionally connected with the transport industry, as well as with other sectors. Our main objectives are: informing the public about the planned transport investments, supporting processes of planning and creation of spatial order, promotion of environmental protection and sustainable development, education of students with different backgrounds in the field of transport infrastructure. Our members supported with their knowledge: World Bank, Sobieski Institute, Jones Lang LaSalle, Ministry of Environment, Ministry of Regional Development, Supreme Chamber of Control, Organization for Economic Cooperation and Development, PL.2012, Polish Academy of Sciences, City Offices near Warsaw, Capital City Districts of Warsaw, local government officials, parliamentarians and NGOs from around the country, especially in campaigns on the Rospuda Valley and the Via Baltica, students and PhD students at the Catholic University of Lublin, the State Higher School of Film, Television and Theatre in Lodz, Cracow University of Technology, Silesian University of Technology, Warsaw University of Technology, Warsaw University of Life Sciences in Warsaw, Warsaw School of Economics in Warsaw, Jagiellonian University, Silesian University, Warsaw University. However, there is one thing we all share a passion for Warsaw. The driving force behind our engagement derives from a vision of Warsaw development a development which is based on long-term and sustainable urban planning. Most of us have met on skyscrapercity.com an Internet forum devoted to architecture. Three years ago we realised that virtual space alone can no longer satisfy our need to share thoughts, knowledge and passion. As Warsaw citizens we considered it our privilege and duty to take a more active stance on the developments taking place in our city. In February 2007 FRW was officially registered and entered into the National Court Register. The last three years have brought many changes. From a small discussion group we have evolved into an organisation with a genuine impact on the life of our city. Our ambition is to advocate the best practices in urban planning and in architectural design. However, the scope of our interest and activities is much broader. We would like to put Warsaw on a par with the largest and most developed European cities. The projects put forward by our Association are always carefully consulted with the Public and the city authorities. Through our projects we try to draw the Public's attention to those aspects of living in Warsaw which, in our opinion, require particular consideration. Not wasting effort on irrelevant details, we see our primary objective in propagating fresh ideas and bringing new energy to the city, which too often has missed its opportunities. While looking ahead into the future, we do not forget Warsaw's impressive past. In our work we frequently draw on Warsaw's splendid heritage. (max characters) Jedynym źródłem finansowania, w które projekt mógłby się wpisywać jest działanie Regionalnego Programu Operacyjnego Województwa Mazowieckiego w priorytecie II - Przyspieszenie e-rozwoju Mazowsza, działanie 2.2 "Rozwój e-usług" w ramach portalu, który IBS (wraz z SISKOM i FRW) zamierzają stworzyć. Nie wyczerpuje to jednak większości treści projektu, który nie skupia się jedynie na usługach internetowych, lecz dotyczy przede wszystkich kwestii zrównoważonego rozwoju i jest ukierunkowany jednoznacznie na wspieranie idei niskoemisyjnej gospodarki. Ponadto organizacje pozarządowe nie mogą być beneficjentami w tym działaniu. W niewielkiej części idea projektu wpisuje się także w Priorytet IV Środowisko, zapobieganie zagrożeniom i energetyka, działanie Ochrona przyrody, zagrożenia, systemy monitoringu, w części projektu dotyczącej Interaktywnej Mapy Indywidualnego Oddziaływania na Środowisko oraz przygotowania Systemu Oceny Kosztów Utrzymania Mieszkań (SOKUM), Systemu Oceny Kosztów Utrzymania Powierzchni Biurowych (SOKUPoB, wskaźnika Warsaw Eco Building Index (WEBI). Podobnie jak poprzednio zakres przedmiotowy projektu jest jednak znacznie szerszy niż ten jaki byłby możliwy do sfinansowania w Priorytecie IV działanie 4.4. (w szczególności w obszarze działań podnoszących świadomość Page 15 of 93

16 ekologiczną i zaangażowanie społeczeństwa w działania środowiskowe). Dodatkowo również w tym działaniu organizacje pozarządowe nie mogą być beneficjentami. Z kolei w Programie Operacyjnym Innowacyjna Gospodarka i żaden z jego celów nie pokrywa się z treścią projektu. Organizacje pozarządowe mogą otrzymywać wsparcie w ramach Programu Infrastruktura i Środowisko. Priorytet 5 - Ochrona przyrody i kształtowanie postaw ekologicznych zbliżony jest do celów projektu IBS w kontekście kształtowania świadomości środowiskowej, jednak nie do pozostałych celów stawianych przed projektem (przede wszystkim wspieranie zrównoważonego rozwoju, niskoemisyjnej urbanizacji, ekologiczności transportu miejskiego). W szczególności działanie 5.4 Kształtowanie postaw społecznych sprzyjających ochronie środowiska, w tym różnorodności biologicznej po części pokrywa się z wnioskowanym projektem w kontekście kształtowania zachowań proekologicznych, nie wyczerpuje to jednak wszystkich punktów projektu, gdyż skupia się głównie na działaniach edukacyjnych, a projekt IBS zakłada także szeroką interakcję z odbiorcami poprzez rozbudowane e-usługi oraz wypracowanie optymalnego modelu mobilności. Co więcej Priorytet ten skupia się na kraju bądź regionie, a niniejszy projekt dotyczy aglomeracji Warszawa. Powyższa analiza potencjalnych źródeł finansowania sugeruje, że żadne z nich nie umożliwia sfinansowania projektu SMART Warszawa, z uwagi na jego kompleksowość. Z tego względu uzasadnionym wydaje się złożenie wniosku o jego dofinansowanie w ramach instrumentu LIFE+. Zapewni to możliwość zrealizowania wszystkich celów i rezultatów projektu, bez ryzyka zaniechania lub niepozyskania finansowania. Próby rozbijania poszczególnych zadań projektowych i wpasowywania ich w różne źródła finansowania montaż finansowy obarczona są dużym ryzykiem nie osiągnięcia zamierzonych rezultatów z uwagi na brak możliwości pozyskania finansowania na którymś z etapów realizacji projektu. 18 SUMMARY DESCRIPTION OF THE PROJECT (Max. 3 pages; to be completed in English) Project title: SMART Warszawa: zintegrowane działania na rzecz zrównoważonego rozwoju Project objectives: SMART Warsaw integrated actions for sustainable development Page 18 of 93 LIFE+ Environment Policy and Governance B1 The objective of the project is to develop and demonstrate a number of interactive tools which support (i) the decisions of residents and businesses on the local market that affect the environment (ii) and the decisions of the city authorities in design, implementation and evaluation of the effects of their actions taken to protect the environment. The proposed tools focus on supporting environmental friendly behavior and practices in the Warsaw agglomeration. These are often not implemented because of a lack of access to full information concerning the benefits (for both individuals and urban communities) arising from them. Addressed problems include the lack of full awareness of the consequences of choosing real estates which are situated in different locations and characterized by varying resource consumption levels. This causes uncontrolled growth of the agglomeration (urban sprawl), which increases its pressure on the surrounding ecosystems, as well as deteriorates living conditions compared to the compact, polycentric urban development. The lack of information also weakens incentives for the development of sustainable construction, and thus indirectly increases the pressure on existing energy and other utility infrastructure. A solution to the problem of the failure of coordination that limits the expansion of an alternative method of travel is proposed in the form of carpooling. Popularization of carpooling would mean more efficient and ecological ways of using the existing road network. Among the addressed issues is the lack of an integrated approach to the development of spatial plans in Warsaw and including local communities in the process. This situation makes it difficult to adopt a coherent strategy to protect the environment and develop responses to climate change. Thus, the project significantly contributes to improving the Warsaw agglomeration s impact on the environment. Due to the universal nature of the tools applied, the experience gained during its implementation could be used in other urban areas of the European Union. The set of proposed tools based on technologies allowing the storage and processing of data (databases) and their dissemination (Internet, applications for mobile devices) includes: 1. An Interactive Map of the Individual Environmental Impact (pl. Interaktywna Mapa Indywidualnego Oddziaływania na Środowisko, IMIOS). The purpose of the Interactive Map of the Individual Environmental Impact is to reduce environmentally harmful urban sprawl of the Warsaw agglomeration by encouraging conscious decisions to be made regarding the choice of one s place of residence, which takes into account the cost of commuting and using infrastructure. It will be a complex tool, consisting of several layers (i.e. the categories of information which are displayed on the map depending on user decision), corresponding to the categories of information relevant to the objectives of the project: 1) transport street network, existing and planned transport infrastructure, availability of public transport; 2) land the distribution of buildings, together with an indication of their functions (residential, industrial, office and commercial space), technical, social, sport infrastructure; 3) selected data collected as part of the work on SOKUM and WEBI (see para. 2 below). This information is important both for the quality of the life of residents in the metropolitan area (and thus is a factor contributing to decisions regarding the choice of one s place of residence), and for the environment (especially concerning transport infrastructure and environmental performance of buildings). An integrated map of communication and social conditions will constitute a useful and functional whole. In order to help users analyze the provided information, it will be supplemented by a detailed calculator for estimating financial and environmental costs of decisions concerning the choice of one s place of residence, depending on the conditions of transport and spatial planning. 2. A system of Evaluation of the Cost of Maintenance of Flats (pl. System Oceny Kosztów Utrzymania Mieszkań, SOKUM), System of Evaluation of the Cost of Maintenance of Offices (pl. System Oceny Kosztów Utrzymania Biur, SOKUB) and Warsaw Eco Building Index (WEBI) The System of Evaluation of Cost of Maintenance of Flats (SOKUM) and System of Evaluation of Cost of Maintenance of Offices (SOKUB) are two applications that allow stakeholders to easily assess the costs associated with maintaining the given real estate. This instrument is intended to show citizens and businesses the profitability of choosing environmental friendly (and therefore more energy efficient, less water consuming and generating less waste) real estates and investing in reducing the building s impact on nature. The main objective of SOKUM and SOKUB is to change the situation on the real estate market on the demand side that is, to strengthen the demand for sustainable construction by overcoming informational barriers concerning its benefits

19 for customers. Warsaw Eco Building Index, (WEBI) will be, in turn, a synthetic indicator for the individual buildings, containing all of the main characteristics defining their impact on the environment. In contrast to existing tools, it will combine a wide scope with a comprehensive recognition of all aspects of the environmental impact of buildings. WEBI will also be one of the indicators on the IMIOS map that will allow users to quickly obtain coherent information on the environmental performance of buildings and their groups. It will therefore be a potential tool for local authorities, helping to design and evaluate policies aimed at improving the environmental performance of buildings in the city through the transparent presentation of the current situation in this field and its evolution over time. Furthermore, WEBI will turn residents attention to the impact which city buildings have on the environment. The publication of a ranking of the most environmental friendly buildings in Warsaw will also help raise public awareness of the problem. 3. Podwieź.pl The program Podwieź.pl aims to reduce congestion within the Warsaw agglomeration, and thus limit greenhouse gas emissions as well as other pollution and noise through the promotion of joint trips (carpooling). The podwiez. pl page will provide a platform which will give car owners an opportunity to connect with potential passengers in real time, thereby reducing the number of cars on the roads of the city of Warsaw and the surrounding municipalities. Currently carpooling is becoming a common form of one-off journeys over long distances in Poland and the rest of the world. With the rapid development of technology (the universal availability of the Internet, the use of smartphones, the popularity of social networking sites), a carpooling system has a significant expansion potential in the sphere of daily commuting within the agglomeration. 4. An Interactive Map of Spatial Planning (pl. Interaktywna Mapa Planowania Przestrzennego, IMaPP). IMaPP aims to support spatial planning and development in Warsaw by creating a simple and accessible Internet platform providing information on spatial plans (valid or under development) as well as factors influencing future plans. The goal of the project is also to facilitate participation of residents and other actors in various stages of spatial planning processes, to enhance cooperation and create conditions leading to greater consideration of issues such as ecology, sustainability and quality of life in spatial planning and zoning. Actions and means involved: Due to the complexity of the SMART Warsaw project, its implementation requires a number of preparatory activities. Their completion will be a necessary condition for the success of implementation actions. These activities will cover all of the elements of the SMART Warsaw project, i.e. IMIOS, SOKUM, SOKUB, WEBI, IMaPP and Podwieź.pl. As a part of the preparation process, information will be collected about the availability of necessary data and it will then be obtained and entered into the project s database. Due to the importance of the transport layer of the Interactive Map of the Individual Environmental Impact, special attention will be paid to gathering all of the data necessary for its development. During the preparatory phase consultations involving all stakeholders will be held, i.e., residents, local authorities and utility companies, private companies and experts from the fields which are in the scope of the project. The aim of the consultations will be to establish long-term cooperation and to obtain the necessary data and information. Preparatory activities will include: A.1 A preliminary preparation of the elements of the SMART Warsaw program (IBS in collaboration with SISKOM and FRW). A.2 A preliminary preparation of the transport layer for the Interactive Maps of the Individual Environmental Assessment (SISKOM). A.3 A preliminary preparation of Interactive Spatial Planning Map (FRW) A.4 Public consultations on the SMART Warsaw project (IBS). The implementation phase of the project will put into practice tools based on projects prepared during the preparatory phase and collected data sets. The tools will take the form of web pages integrated with the project s main portal, as well as applications for mobile devices. Implementation activities will include: B.1 Developing an integrated spatial map of the Warsaw agglomeration (IBS) B.2 Developing a calculator of financial and environmental costs of decisions concerning the choice of one s place of residence and implementing an Interactive Map of the Individual Environmental Impact (IBS) B.3 Developing and implementing SOKUB, SOKUM and WEBI (IBS) B.4 Developing and implementing Podwieź.pl (IBS) B.5 Developing an integrated transport map of the Warsaw agglomeration (SISKOM). B.6 Developing and implementing IMaPP (FRW) Improving the project elements design and their adaptation to the needs of recipients will require ongoing monitoring of the coverage and impact of the implemented tools, occurring technical problems and comments from users. This will be possible due to the fact that all the applications will be made available to users via the Page 19 of 93

20 Internet, which will allow using monitoring tools directly connected with the project s portal. To evaluate the impact that the project will have on the city in all the key problem areas reducing uncontrolled urban sprawl, promoting carpooling and environmental friendly solutions in construction, improving the quality of spatial planning and to draw conclusions about the efficiency of the tools and possible synergies between them, at the end of the implementation of scheduled activities a study will be carried out. It will be a summarizing, comprehensive study covering the major stakeholder groups: residents, businesses, representatives of local government and developers operating on the local market. The monitoring of the project will therefore include two actions: C.1 Current monitoring of implemented tools (IBS). C.2 The study addressing the project's impact on the environmental problems targeted (IBS, in cooperation with SISKOM and FRW). In addition to this a number of promoting actions will be carried out, including, among others, a web portal, publications, radio broadcasts, leaflets and gadgets, profiles on social networks, information boards and billboards, debates, and a final conference. The aim of the promotion strategy is to reach all of the relevant recipients and to ensure a wide spread of information regarding the project. E.1 Management of the project; E.2 External audit Expected results (outputs and quantified achievements): Expected results in the area of tools implementation: 1) Introducing SMART Warsaw project s free web portal which will be an interactive digital platform linking the tools: IMIOS, IMaPP, SOKUM, SOKUB, WEBI, Podwieź.pl. 2) Introducing mobile versions of the tools: IMIOS, SOKUM, SOKUB, Podwieź.pl in the form of free applications for smartphones Expected results in the area of the tools impact on residents, businesses and authorities: 1) Integration of dispersed data and improving access to public information. 2) Enabling informed decisions concerning the choice of one s place of residence, depending on spatial and movement conditions. 3) Enabling informed decisions to be made concerning the choice of real estate depending on the costs associated with its impact on the environment. 4) Increased awareness of different means of travel available. 21 LIFE+ Environment Policy and Governance B2 ENVIRONMENTAL PROBLEM TARGETED (max characters) Jak zauważa Komisja Europejska [COM(2011) 17], europejskie miasta, odpowiadając za ¾ unijnej emisji CO2, odgrywają kluczową rolę w przejściu do niskoemisyjnej gospodarki. Wyróżnia ona przy tym szereg działań zarówno sektorowych, jak i mających charakter całościowych strategii które mają sprzyjać ich zrównoważonemu rozwojowi: promowanie energooszczędnych budynków, czystego transportu publicznego oraz ograniczenie zjawiska eksurbanizacji (tzw. urban sprawl) niekontrolowanego rozrastania się przedmieść. O ile działania te powinny zostać podjęte we wszystkich miastach Unii, szczególnym wyzwaniem są one w nowych państwach członkowskich. Ma w nich bowiem miejsce proces konwergencji gospodarczej względem Europy Zachodniej, przejawiającej się w szybszym tempie wzrostu gospodarczego, który jednak nie ma obecnie charakteru zrównoważonego. Duże miasta państw Europy Środkowej i Wschodniej, będąc ich motorami wzrostu, jednocześnie jak w soczewce skupiają problemy wynikające z niezrównoważonego rozwoju. Przykładem takiego miasta jest Warszawa. Jest to jedyne duże miasto w Polsce, które notuje systematyczny wzrost liczby ludności (w ostatniej dekadzie o 2%, zgodnie z danymi meldunkowymi). Całkowity wzrost populacji miasta jest trudny do oszacowania, dane meldunkowe powinny być bowiem skorygowane o osoby zamieszkałe i niezameldowane oraz o tzw. ludność dzienną. Szacunki [Bijak et al Studium metodologiczne oszacowania rzeczywistej liczby ludności Warszawy] wskazują, że w 2006 r. rzeczywista liczba osób przebywających na terenie miasta sięgała 2,5 mln osób. W obrębie miasta obserwowane jest wyraźne przesunięcie środka ciężkości z dzielnic centralnych, w których liczba mieszkańców systematycznie spada, do dzielnic peryferyjnych, których populacja rośnie. Równocześnie, dynamicznie wzrasta wielkość zaludnienia w gminach ościennych. W ostatniej dekadzie populacja tzw. Warszawskiego Obszaru Metropolitalnego (definiowanego zgodnie z uchwałą Zarządu Województwa Mazowieckiego i GUS 2010 Statystyczne Vademecum Samorządowca 2010: Obszar Metropolitalny Warszawy) rosła średnio o 1,7% rocznie (dane GUS). Gęstość zaludnienia Warszawy jest również, co należy podkreślić, wyraźnie niższa niż w wielu miastach zachodnioeuropejskich o porównywalnych rozmiarach (Amsterdam, Sztokholm, Berlin, Monachium), co przekłada się w sposób wyraźny na wzrost zużycia energii na jednego mieszkańca, jak również emisji CO2 [por. European Environment Agency 2006 Urban sprawl in Europe: the ignored challenge]. Niekontrolowane rozrastanie się miasta w procesie eksurbanizacji powoduje trudności w rozwoju miejskiej infrastruktury transportowej oraz innych usług komunalnych. Zjawisku temu towarzyszy atomizacja gospodarstw domowych zwiększająca zapotrzebowanie na energię w przeliczeniu na jednego mieszkańca. Ekspansja przedmieść odbywa się na tereny mocno oddalone od centrów miast w sposób chaotyczny wzdłuż głównych dróg wylotowych. Miejsce nowych zabudowań jest determinowane przez niskie ceny ziemi, a mieszkańcy tych rejonów są skazani na dojazdy samochodami do miasta. W związku z koniecznością kosztownego dostosowania sieci drogowej do zwiększenia liczby dojazdów spoza miasta, uszczuplone zostają inwestycje w transport publiczny. W rezultacie dobrze zdefiniowane rdzenie miast sprzed 1990 r. ustąpiły rozdrobnionej ekspansji na przedmieścia czyniąc nie tylko sieci transportu publicznego niepraktycznymi, ale także niosąc wyzwania dla rozwoju gospodarki wodnej i ściekowej, sieci elektrycznej oraz zarządzania odpadami. Wszystkie wymienione aspekty będą przyczyniać się do wzrostu presji zespołów miejskich na środowisko, w tym zwiększania emisji gazów cieplarnianych. Jednocześnie problem urban sprawl nie może zostać skutecznie rozwiązany na poziomie władz miejskich, bowiem duże znaczenie mają decyzje władz gmin podmiejskich, mających silne bodźce do wydzielania kolejnych działek pod nowe budownictwo zwiększa to ich wpływy z podatków, natomiast nie ponoszą one całości kosztów związanych z zapewnieniem infrastruktury łączącej ich mieszkańców z miastem centralnym. Ujawnia się tu potrzeba przyjęcia zintegrowanego podejścia w planowaniu urbanistycznym na poziomie regionów w celu zarządzania rozwojem polskich miast w bardziej zrównoważony sposób. Istotnym problemem środowiskowym jest szybki wzrost emisji dwutlenku węgla związany z sektorem transportu pasażerskiego i towarowego w aglomeracji warszawskiej. W całej Polsce przewidywane jest niemal podwojenie się emisji transportu w latach , co wiąże się z wysokim oczekiwanym wzrostem liczby samochodów osobowych oraz przebywanych dystansów (prognozy na podstawie modelu TREMOVE Plus). Szczególnie niepokojące są prognozy dla transportu drogowego mało prawdopodobne jest utrzymanie wzrostu emisji z nim związanych poniżej 35% do 2020 r. Presja transportu na wzrost emisji jest szczególnie duża na terenie aglomeracji warszawskiej, co wynika z wciąż rosnącej liczby samochodów (w przeliczeniu na 1000 mieszkańców, por. mapa 1) i towarzyszącego mu wzrostu liczby ludności ogółem. Dodatkowym problemem jest fakt, iż duża część przyrostu liczby samochodów wynika z łatwego dostępu do rynku tanich samochodów używanych w Europie Zachodniej, przez co polska flota samochodów pasażerskich jest względnie paliwochłonna (niska wydajność silników) i emisyjna. Wyzwaniem dla Warszawy pozostaje również poprawa energochłonności budynków. Zabudowa mieszkalna i komercyjna ma największy udział w konsumpcji energii elektrycznej, jednocześnie posiada największy potencjał jej redukcji [COM(2008) 772]. Przeprowadzona w ostatnich latach na szeroką skalę termomodernizacja warszawskich budynków zmniejszyła w znacznej mierze ich energochłonność, zbliżając ją do wskaźników miast Page 21 of 93

22 Zachodniej Europy. Jednak jeśli ma zostać osiągnięty ambitny cel sformułowany w Dyrektywie Parlamentu Europejskiego i Rady 2010/31/UE z dnia 19 maja 2010 r. w sprawie charakterystyki energetycznej budynków całkowite przejście do budynków o niemal zerowym zużyciu energii w nowym budownictwie do końca 2020 r. już teraz na tak dużym rynku jak warszawski powinny zostać podjęte działania promujące powstawanie tego typu budynków. Problemem jest też brak spójności pomiędzy jednostkami miasta w działaniach chroniących środowisko. Brak wymiany informacji pomiędzy jednostkami administracyjnymi Urzędu Miasta dotyczy wszystkich aspektów funkcjonowania Warszawy. Działania na rzecz ochrony środowiska naturalnego w mieście są zależne od szeregu decyzji w wielu urzędach, a brak spójności uniemożliwia skuteczne ich opracowywanie i wdrażanie. W zakresie spójności zagospodarowania przestrzennego, które jest jednym z podstawowych warunków skutecznej redukcji oddziaływania miasta na środowisko, dużym zagrożeniem jest ciągła dominacja decyzji administracyjnej o warunkach zabudowy i zagospodarowania przestrzennego terenu. Ma ona charakter uznaniowy, nie jest poparta żadnym dokumentem strategicznym z zakresu planowania przestrzennego również Studium Uwarunkowań i Kierunków Rozwoju Przestrzennego m. st. Warszawy. Wytyczną dla decyzji jest tzw. zasada dobrego sąsiedztwa, która daje urzędnikom możliwość szerokiej interpretacji i oceny warunków zabudowy na danym terenie. Długi proces planistyczny powoduje kreowanie polityki planu mrożącego, który uchwalany jest w pośpiechu, doraźnie, w celu uratowania cennych obszarów przed rabunkowym i przypadkowym zurbanizowaniem. Przypadkowa delimitacja planów powoduje brak spójności w kreowaniu zwięzłej polityki przestrzennej, która przekładałaby się na zsynchronizowane działania maksymalnie efektywnie chroniące środowisko naturalne. W procesie tworzenia planów zagospodarowania przestrzennego miasta znacznie ograniczona jest rola mieszkańców, co wynika w znacznej mierze z braku odpowiednich narzędzi przejrzyście informujących Warszawiaków o prowadzonych przez władze miasta pracach w obszarze planowania jego rozwoju. Oprócz problemów z opracowaniem planów przestrzennych, zmniejszenie negatywnego wpływu miast na środowisko napotyka też na wyzwania typowe dla działań proekologicznych nieefektywność rynku, brak pełnej świadomości i niepewność działających na nim jednostek co do kosztów i korzyści podejmowanych przez nich decyzji [COM(2008) 772]. W przypadku niekontrolowanej eksurbanizacji przejawia się to w niepełnym uwzględnieniu kosztów związanych z koniecznością dojazdów i brakiem odpowiedniej infrastruktury społecznej na przedmieściach, a w przypadku energochłonności budynków w braku pełnej informacji co do kosztów związanych z wysoką energochłonnością budynków i opłacalnością inwestycji w jej ograniczanie lub oszczędnościami płynącymi z zakupu nieruchomości cechującej się niskim zużyciem energii. Warto zauważyć, że tego typu asymetria informacji osłabia skuteczność polityk działających w oparciu o sygnały cenowe. Dla rozwiązania wymienionych wyżej problemów i wyzwań środowiskowych istotne jest przełamanie istniejących barier informacyjnych, które odpowiadają za krótkowzroczne zakupy nieruchomości na przedmieściach miasta, niewystarczające inwestycje w poprawę ekologiczności, słaby rozwój efektywnych form transportu (wspólne dojazdy samochodami) oraz niespójne, oderwane od opinii publicznej prace nad planami zagospodarowania terenu. Proponowane w projekcie środki wpisują się pod tym względem w praktykę europejskiej polityki klimatycznej, rozwijając jej dotychczasowe osiągnięcia. Dobrym ich przykładem są certyfikaty energetyczne, które według Komisji Europejskiej mają znaczący potencjał oddziaływania na rynek nieruchomości od strony popytowej, zwiększając popyt na budynki o niskiej energochłonności [COM(2008) 780 streszczenie oceny skutków]. Działania w ramach projektu odnoszą się też do problemów charakterystycznych dla miast w nowych państwach członkowskich Unii, nadal mających problem ze skutecznością administracji oraz zaangażowaniem mieszkańców w planowanie ich rozwoju. Strategia Rozwoju Miasta, Strategia Zrównoważonego Transportu) akcentują rolę, jaką ekologia, racjonalizacja transportu i odpowiedzialne planowanie przestrzenne odgrywają w podnoszeniu jakości życia. Poniżej przedstawiamy obecny stan rozwiązań w tych obszarach, prezentując je w układzie czterech pól działania w ranach projektu. 1. IMIOS System informacji o kosztach i konsekwencjach decyzji mieszkaniowych i lokalizacyjnych w ramach aglomeracji warszawskiej ma niekompletny i rozproszony charakter. Choć uzyskanie informacji na temat sieci drogowej i komunikacyjnej oraz dostępności komunikacyjnej różnych obszarów nie jest trudne (serwisy mapowe oraz serwisy internetowe przewoźników), dostępność innych istotnych danych jest wyraźnie mniejsza. Dotyczy to zarówno infrastruktury technicznej, jak i społecznej. Wyraźną lukę stanowi niedostatek informacji z dziedziny planistyki plany zagospodarowania przestrzennego i plany inwestycyjne nie są zintegrowane z innymi serwisami informacyjnymi i często nie są w ogóle znane potencjalnym mieszkańcom okolic, których dotyczą.
