1 WSPÓ CZESNE ZARZ DZANIE nr 3/2010 Kwartalnik rodowisk Naukowych i Liderów Biznesu Sources of Innovations in Companies Located in Warmia and Mazury Region Roman Przybyszewski* Keywords: innovation, innovativeness, company, policy innovative, sources of innovation Słowa kluczowe: innowacja, innowacyjność, przedsiębiorstwo, polityka innowacyjna, źródła innowacyjności Synopsis: In the article presented were the results of the empirical sampling survey in the companies of the warmińsko-mazurskie voivodship pertaining to the sources of the origin of innovations which improve the level of competitiveness of both singular business entities as well as the economy of the whole region. Identified and presented were the most important sources of the companies innovative patterns of behaviour. An attempt was also made to evaluate the level of satisfaction on the part of entrepreneurs in connection with the innovations implemented. Introduction Market transformation processes of the companies and their activities on the integrating European market create the need for finding and implementing new concepts in the creation of effective economic mechanisms of innovation development (innovative absorption). This process should be conducted at three levels: human, business and economy (regional, national and transnational system). It requires new ideas, new concepts of development of innovative processes and formulation of innovative strategies aimed at the commercial entities. Strategic development of companies, with the focus on implementation of innovations becomes more and more predominant both in developed countries, but also in emerging regions and states around the globe. Diversity and change are the two most characteristic features of modern business. This is reflected in the ability of conducting simultaneous and actions of various character (changes), which leads to a certain innovative activity (new and upgraded products, new technologies, new organization, new markets, logistics, intellectual property viewed as a source of competitiveness growth, scorecard in the value management) [Janasz, 2009, p. 9]. Polish local authorities have introduced regional innovation policy quite recently. In recent years, building innovative potential of the regional economy was often considered as an issue of minor importance. In many regions this area has been marginalized and often considered of lesser importance than unemployment, bridging the infrastructure gap and environmental protection. Currently, innovation policy has become a subject of particular attention, mainly due to the reorientation of EU policy towards increasing the competitiveness and innovativeness of the economy. Thus, regional innovativeness has become the primary area of interest, with substantial amount of EU funding in the years , both at national and regional levels [Nowak, 2009, pp ]. Przybyszewski, Sources of Innovations in Companies taking may benefit from the proven patterns of decision making and follow the best practice scenarios provided by other companies both in the applied methods of organization and management, as well as in the range of offered products and services [Szalkiewicz, Skonieczek, 2009, p. 3]. Under current political and economic conditions, active involvement of the business itself but also well focused and clear proinnovative policy of the state, supporting innovative companies becomes a must have condition for steady economic growth. Therefore, it may be assumed, that the innovative capacity of enterprises should be developed as a complex concept, in a way to create incentives to manage and develop awareness of the entrepreneurial pro-innovative approach, as well as to activate specific actions related to implementation of innovation to business practices [Przybyszewski, 2007]. Innovation and innovativeness J. Schumpeter understood innovation as the modern function of production, also noting the following: innovation introduces new combination of means of production. [Schumpeter, 1993, s.106]. For him Innovation was of omnipresent nature. By inventing a new product (product innovation), a new method of production (process innovation), by opening a new market for the sale or supply (market innovation) or by the introduction of the new structure (innovation in management) entrepreneur shapes new function of production, which allows him to make a profit, based on monopolic status, achieved only for a time being. Innovation is thus the essence of entrepreneurship, it is literally identical with this concept. Innovations, both of organizational and technological nature, are an essential tool to effective competition. They are also one of the key factors determining the development of individual enterprises, as well as the entire region or state. Generally, one can distinguish between conservative innovations and groundbreaking ones. Conservative innovation targets the most demanding customers, by offering substantially higher quality higher, comparing to current standards. Groundbreaking innovation is not meant to deliver better products to customers within existing markets. It rather strives to destroy the current market structure and redefine it, by introducing products and services that do not match the quality of existing goods. For instance, groundbreaking technologies offer new value-usually simpler, more convenient and cheaper products, which attract less demanding customers [Christensen, Raynor, 2008, pp ]. Innovation, in turn, as the term often appears in articles, book publications, as well as a popular topic of political talk shows or interviews with entrepreneurs. However, the term is understood rather intuitively. There is no single, universally binding definition of the phenomenon. Commonly it is considered to be a determinant of the development of companies and entire states in the economic and social dimension [Strużycki, 2006, p. 9]. Innovativeness is often understood as the capacity and motivation of business entities to pursue the lifelong exploration and practical implementation of research results, research and development works, innovative projects, new concepts for improvements, ideas and inventions. Innovativeness also means the improvement and development of existing production and supporting technologies, as it concerns the service sector, introduction of new solutions in organization and management, improvement of infrastructure, including information processing. It stems not only from the intellectual freedom of independent thinking and acting of creative persons, but primarily it is a result of an appropriate organizational

Such climate, on one hand allows the free exchange of thoughts, ideas, concepts, and on the other hand leads employees to adopt creative approaches. Therefore, the characteristic traits of innovation-oriented enterprises (innovative companies) are the following [Janasz, 2004, p. 15]: research and development (R&D) activities conducted in a relatively wide range, significant financing of R&D works within the enterprise the continuous implementation of new scientific and technical innovations possession of a large innovation department (products and technologies) in the total volume of production and services, constant introduction of the innovations on the market. Methodology and research goals The aim of the research in enterprise the province of Warmia and Mazury was to identify the sources of the formation of innovation in enterprises of this region of Poland. They should, in turn, lead to increased competitiveness of both individual businesses and the economy of the whole region. The second objective was to evaluate the degree of satisfaction of entrepreneurs with innovations implemented during the period. The increase in profit related to introduced innovation, served as the point of reference, when assessing the degree of entrepreneurs satisfaction. Sampling the companies surveyed was based on analysis of data obtained from the Statistical Office in Olsztyn. The data was related to the number and structure of the companies in the province of Warmia and Mazury. In the selection of companies the method of random selection layered was implemented. The following selection criteria of the surveyed companies were taken into consideration: company location in the administrative borders of the province, the minimum level of employment 9 people being active in business for at least 5 years. Empirical surveys were conducted in May and June These related to the innovations, which were introduced in the previous four years, i.e. from 2005 to In accordance with the project guidelines, a survey questionnaire has been submitted to 300 entities. Completed surveys were returned by 286 entities, representing about 95% of surveyed sample of companies. It should be pointed out, however, that not all questionnaires were completed in their entirety. To supplement the data and the views of respondents, related to some research issues, in 29 cases a survey was supplemented by research done by conducting an thorough interview (direct interviews with respondents), which was conducted in the form of telephone conversations. The most important of the questions asked during the direct interviews was related to understanding the essence of the innovation process in a particular company and awareness of its importance for business development in a globalized market. Characteristics of the surveyed companies From the total of 300 surveyed companies, 65.8% were manufacturers, 30.4% were service companies and the remaining 3.8% represented firms with combining production, retail and services. The structure of the surveyed companies in terms of employment size is shown in Table 1:

Sources of innovation in business operations Innovativeness of enterprises in the region Warmia Mazury is the determinant of the region s development potential, opportunities for effective prevention of unemployment, but also gives important information related to the spirit of entrepreneurship and opportunities for these firms, which effectively cope with new challenges posed by twenty-first century (including integration with the European Union). PROBLEMY WSPÓ CZESNEGO ZARZ DZANIA As it can be derived from the numerical data presented in the table above, the main source for creating and implementing innovations in the surveyed companies is observation of the environment, and more specifically its market sector, i.e., both the customers (reaction to changes in the environment 65.6 percent.) and competitors ( 61.3 percent). Another important source of creation of new business solutions, is the activity of own employees, which is then followed by: cooperation with foreign partner (or partners), scientific, technical and economic information, acquired by companies from various sources. Other sources of innovations, listed in the table, are far less important. However, the least effect on innovation formulation and development have the following: company s own scientific and R&D activities (only 3.7%), infrequent exchange of information and experience with foreign companies and other forms of search for innovative solutions (0.7%). These facts prove the low stock of own research and development centers among companies surveyed in the Warmia and Mazury, as well as a reluctance to establish closer contacts with foreign companies, with the goal of closer cooperation in the implementation of innovations from the foreign partner. Noteworthy is the low percentage of indications associated with searching for sources of inspiration in the scientific sources: by working with a consulting and advisory firms, research and development centers, or through the purchase of ready to use know-how. Results from studies on the satisfaction of entrepreneurs from previously implemented innovations are presented in Table 3. Tab. 3. Noteworthy is a large number of companies (179), which during the period of the survey have not implemented any innovations. Thus, they expressed no opinion on satisfaction with the results obtained due to the implementation of innovation in the years (inclusive). Research has shown that most companies (92) introduced within 1 to 3 innovations. The least of the surveyed companies (only 7) introduced more than 5 of innovations in the period considered.

Przybyszewski, Sources of Innovations in Companies Conclusions Market transformation processes of the companies and their activities on the integrating European market create the need for finding and implementing new concepts in the creation of effective economic mechanisms of innovation development in the economy of Warmia and Mazury region. Results of research indicate that the main source of development and implementation of innovation in enterprises in Warmia and Mazury is the observation of the environment, including specifically its market sector, i.e., both related to customers, as well as responding to changes that occur in it. The second in the hierarchy of the sources of innovations is the observation of competitors and especially the leading competitors in the given industry. The next in turn important sources of creating new solutions is the activity of its own employees. The results also indicate that firms using more innovative solutions and practical applications (5 or more during the surveyed period) evaluate their effects as a medium effective. Conversely, the companies implementing less innovations (i.e. 1 to 5 during the surveyed period) evaluate their effects as good. Bibliography 1. Clayton M. Christensen, Michaele E. Olsztyn. ród a innowacji w przedsi biorstwach Warmii i Mazur Streszczenie W obecnych uwarunkowaniach gospodarowania istnieje konieczność poszukiwa nia i realizacji nowych koncepcji w celu stosowania skutecznych ekono micznych mechanizmów tworzenia i zasysania innowacji. Jednak budowanie zdolności innowacyjnych gospodarki regionalnej w Polsce często postrzegane było jako drugorzędny problem, którym zajmuje się polityka państwa. Obecnie jednak polityka innowacyjna stała się przedmiotem szczególnej uwagi, głównie za sprawą reorientacji polityki Unii Europejskiej w kierunku zwiększania konkurencyjności i innowacyjności gospodarki poszczególnych krajów Unii. Dlatego też wskazanym by było, aby zdolność innowacyjną przedsiębiorstw kształtować wieloaspektowo po to, by stwarzać środki zachęty do prowadzenia i rozwijania świadomości proinnowacyjnej przedsiębiorców oraz pracowników. Innowacyjność często jest rozumiana jako zdolność i motywacja podmiotów gospodarczych do ustawicznego poszukiwania i wykorzystywania w praktyce wyników badań naukowych, prac badawczorozwojowych, przedsięwzięć nowatorskich, nowych koncepcji usprawnień, pomysłów i wynalazków. Innowacyjność oznacza także doskonalenie i rozwój istniejących technologii produkcyjnych i pomocniczych, eksploatacyjnych, dotyczy sfery usług, wprowadzania nowych rozwiązań w organizacji i zarządzania, doskonalenia infrastruktury, w tym również przetwarzania informacji.

PROBLEMY WSPÓ CZESNEGO ZARZ DZANIA Celem przeprowadzonych badań empirycznych w przedsiębiorstwach województwa warmińskomazurskiego była identyfikacja źródeł powstawania innowacji w przedsiębiorstwach regionu warmińsko-mazurskiego, które mają prowadzić do wzrostu konkurencyjności zarówno pojedynczych podmiotów gospodarczych, jak i gospodarki całego regionu. Drugim celem była próba oceny stopnia zadowolenia przedsiębiorców z wdrożonych innowacji w badanym okresie. Punktem odniesienia przy ocenie stopnia zadowolenia był przede wszystkim wzrost zysku z tytułu stosowanych rozwiązań innowacyjnych. Doboru próby badanych przedsiębiorstw dokonano na podstawie analizy danych uzyskanych z Urzędu Statystycznego w Olsztynie, które dotyczyły liczby i struktury podmiotów gospodarczych działających w województwie warmińsko-mazurskim. W doborze przedsiębiorstw wykorzystano metodę doboru losowego warstwowego. Posłużono się następującymi kryteriami doboru przedsiębiorstw podlegających badaniu: siedziba firmy w granicach administracyjnych województwa, minimalny poziom zatrudnienia 9 osób, prowadzenie działalności co najmniej od 5 lat. Badania empiryczne przeprowadzono na przełomie maja i czerwca 2009 roku. Dotyczyły one tych innowacji, które wprowadzono w ciągu czterech ostatnich lat tj. od 2005 do 2008 roku. Zgodnie z założeniami projektu wykorzystano kwestionariusz ankiety, który dostarczono do 300 podmiotów. Wypełnione, zwróciło 286 podmiotów co stanowiło około 95% badanej liczby przedsiębiorstw. Trzeba jednak zaznaczyć, że nie wszystkie kwestionariusze zostały wypełnione w całości. W celu uzupełnienia danych oraz zebrania opinii respondentów, co do niektórych problemów badawczych, w 29 przypadkach, badanie ankietowe uzupełniono o badania wykonane metodą wywiadu bezpośredniego pogłębionego (bezpośrednich rozmów z osobami udzielającymi odpowiedzi), które przeprowadzono w formie rozmów telefonicznych. Najważniejszym z pytań zadawanych w trakcie wywiadów bezpośrednich było pytanie dotyczące zrozumienia istoty procesu innowacyjnego w konkretnej firmie oraz świadomości jego znaczenia dla rozwoju przedsiębiorstwa w warunkach globalizacji rynku. Spośród badanych 300 przedsiębiorstw 65,8% stanowiły firmy produkcyjne, 30,4% stanowiły firmy usługowe, pozostałe tj. 3,8% stanowiły firmy o działalności produkcyjno -handlowo-usługowej. Wyniki przeprowadzonych badań empirycznych wskazują, że głównymi źródłami tworzenia i wdrażania innowacji w badanych przedsiębiorstwach są: obserwacja otoczenia, a konkretnie własnego segmentu rynku (65,6 %wskazań), jak i konkurentów w branży (61,3 %.). Drugim istotnym źródłem tworzenia rozwiązań innowacyjnych jest działalność twórcza własnych pracowników, a w dalszej kolejności klasyfikują się: współpraca z partnerem (partnerami) zagranicznymi oraz informacje naukowo-techniczne i ekonomiczne pozyskiwane przez przedsiębiorstwa z różnych źródeł. Natomiast najmniej do powstawania i wdrażania innowacji przyczyniają się własne prace naukowe i badawczo rozwojowe ( zaledwie 3,7% wskazań ), nikłe kontakty w wymianie informacji z firmami zagranicznymi oraz inne formy poszukiwań rozwiązań innowacyjnych (0,7% wskazań). Na uwagę zasługuje niski procent wskazań związany z szuka niem inspiracji w źródłach naukowych oraz poprzez współpracę z firmami konsultingowo-doradczymi, ośrodkami badawczorozwojowymi, czy też poprzez zakup gotowych know-how. Powyższe fakty świadczą o słabym zapleczu własnych ośrodków badań i rozwoju jak również wskazują na niechęć badanych przedsiębiorstw do nawiązywania bliższych kontaktów z firmami zagranicznymi w celu nawiązania bliższej współpracy dotyczącej wdrożeń innowacyjnych od partnera zagranicznego. Przedsiębiorstwa stosujące więcej rozwiązań i zastosowań innowacyjnych w praktyce (5 i więcej w badanym okresie) oceniają ich efekty jako średnie. Natomiast w przedsiębiorstwach wdrażających mniej rozwiązań innowacyjnych (tj. 1 do 5 w badanym okresie) oceniają ich efekty jako dobre. Niepokojącym nadal zjawiskiem jest duża liczba firm (179 z 300 badanych podmiotów) nie poszukujących i wdrażających nowych rozwiązań w praktyce gospodarczej.
