We hope that what we can offer to you will live up to your expectations. This Guide gives an insight into the geography and culture of our region, as well as a few practical tips for foreigners on how to find their way in our region. The Guide has been published by the Polish network of Mobility Centres created to provide information and help to mobile researchers in administrative, legal, educational and cultural matters. ABOUT THE REGION LOWER SILESIA VOIVODSHIP: Introduction The Lower Silesia Voivodship is situated in the southwestern part of Poland and covers an area of 19,948 sq km, which represents 6.4% of the total area of the country. It borders Germany and the Czech Republic, and the Lubuskie, Wielkopolska and Opole Voivodships. The main administrative centre is the city of Wrocław. Lower Silesia is one of more attractive tourist regions in Poland. The Sudety Mountains, the second major highland tourist area in the country, next to the Carpathian Mountains, are almost entirely situated within its boundaries. What makes the Sudety Mountains attractive is their very varied lie of the land, a wealth of rock formations, numerous river gorges and waterfalls, thickly forested areas, favourable conditions for the development of skiing, as well as numerous mineral water springs which foster the development of spa tourism. Lower Silesia is also attractive as a region with historic castles or castle ruins, fortresses, churches and monasteries, and historic architectural layout of cities, towns and villages. It has well-developed accommodation facilities and an extensive network of tourist routes. Its dense road network provides easy access to all places and attractive points in the voivodship. Major cities and towns Wrocław (644,000 inhabitants), Wałbrzych (138,000), Legnica (108,000), Jelenia Góra (93,000), Świdnica (68,000). Wrocław, the capital of Lower Silesia, is one of the oldest and most beautiful cities in Poland. Situated on the Oder River at the foot of the Sudety Mountains, with numerous tributaries of 2

3 the Oder and canals crossing its area, Wrocław is a unique city of 12 islands and 112 bridges. Because of its location on the river and a great number of bridges and footbridges, it is called Polish Venice. Wrocław is the fourth largest city in Poland with a population of ca 650,000. It is also one of the largest academic centres in the country. Intellectual life centres around higher education institutions, in particular the university and technical university as two leading ones. Wrocław is a very important transport hub, with 3 international roads crossing the city, 2 big railway stations, 2 river ports and an international airport which connect the city with all parts of the world. The main sectors of the regional economy include manufacturing of transport equipment, and machine building, electrical, metal structures and food industries. Tourist attractions: Lower Silesia is one of the most beautiful regions in Poland, and one of the richest in monuments. The register of monuments includes ca 8,000 immovable items, ca 22,000 moveable items, and ca 1,500 archaeological monuments. Many castles in the region are among the most interesting monuments of the medieval culture; over 50 strongholds which have survived until the present day impress with their architecture, grand scale and artistry. In Lower Silesia, tourists can visit magnificent Cistercian abbeys in Henryków, Krzeszów, LubiąŜ, Trzebnica and Kamieniec Ząbkowicki, and numerous renaissance, baroque, gothic and neo-gothic churches, palaces and manor houses. Some of the monuments have artistic and historic qualities which are recognised at European level. For example, the Churches of Peace in Świdnica and Jaworzno are included in the UNESCO World Heritage list. The Old Town in Wrocław, the Cistercian Abbey in Krzeszów, the Benedictine Abbey in Legnickie Pole and the fort complex in Srebrna Góra are recognised as monuments of history. The belt of lowlands ends with the picturesque Sudety Foreland and the Głubczyce Plateau in the west and south, and the Silesian Upland on the east. Situated in the borderland between several cultures and countries, Silesia has literally changed hands many times, and foreign troops were marching across the region almost on a daily basis. Today, Opole Silesia is seen as a region with a very distinct identity, although its population (over 1 million inhabitants) is a mixture of expatriates who returned from eastern lands, settlers from Central Poland and German minority. The Opole region is highly industrialized, has a high standard of agricultural management, and its villages are extremely tidy and spruce. Mass tourism has rather bypassed the region so far, though it has quite a lot to offer. To mention just a few of its special qualities: interesting fragments of the primeval tree stand (reserves) which have survived in fairly well preserved dense forest areas, a rich water network (three large retention reservoirs, numerous ponds), the Opawskie Mountains, castles and palaces, many of which have been lovingly restored, and meticulously preserved Silesian folklore traditions. The Opole Voivodship has 30 nature reserves, including the Opawskie Mountains Landscape Park, with the Kopa Biskupia peak 890 m above sea level. You will find good conditions for hiking and winter sports throughout the region, with tourist routes and nature study paths designated in the thickly forested area. Numerous lakes in the Opole region are another special attraction for tourists. Lakes Otmuchowskie and Nyskie are two neighbouring artificial reservoirs which jointly cover an area of 40 sq km and serve various purposes, including leisure. The Tuchawskie Lakes are a cluster of four lakes surrounded by a large forest complex. In terms of landscape qualities, they are among the nicest artificial lakes in Poland. Shielded from the wind, they have sandy beaches and scenically bending lines which make them look like natural lakes. 4

The system is operational in some voivodships, and is currently being implemented in all parts of Poland. 2. PUBLIC TRANSPORT The main transport hubs for those coming to Wrocław are the Central Railway Station, the Coach Station and the Airport. The Central Railway Station is situated in Piłsudskiego Street in the city centre. The Railways Information Point is located in the main hall of the station, right beside train timetables. The current train timetables are available in four languages on the PKP (Polish National Railways) websites ( In addition to the timetables, it contains information about ticket prices. 6

7 The Central Coach Station is situated next to the Central Railway Station in Sucha Street. Buses leaving from the station go to many places in Lower Silesia and other regions of the country. The PKS (Road Transport Company) also operates international coach services. The Wrocław airport is situated 10 km from the city centre, in the southwestern part of the city. To get to the airport, you may take urban bus 406. The route from the city centre to the airport starts at the stop in Dworcowa Street by the Central Railway Station. The travel to the airport by bus takes ca minutes. Customers of Rayanair may also choose a fast Shuttle Bus which picks up passengers before the departure and after the arrival of the airlines planes. Wrocław has an extensive local transport network. To travel within the city, you may take a daytime bus; regular lines are marked with black numbers from 100 to 149, and fast lines are marked with red letters A, C, D, K, E, N. Suburban lines have numbers from 604 to 623. During the night, you may take buses with black numbers from 240 to 259 which run only once an hour. Prices of public transport tickets (valid in October 2009) 1 euro = ca 4,15 PLN Tickets for night and fast buses are most expensive; the price is 2.80 PLN for a single full-fare ticket and 1.40 PLN for a reduced-fare ticket. Full-fare and reduced tickets for regular buses cost 2.40 PLN and 1.20 PLN respectively. If you take a suburban bus (going beyond the limits of the city), you will pay 2.60 PLN for a full-fare ticket and 1.30 PLN for a reduced-fare ticket. It is also worth noting that tickets for fast buses on weekdays after 8 p.m. and during the weekend have the same prices as tickets for regular buses. Single tickets, the same for buses and trams, may be purchased from news-stands and ticket machines, as well as from the driver. However, you may buy a ticket from the driver only on weekdays after 8 p.m., and on Sundays and public holidays. If you buy a ticket in a bus, you need to pay an extra charge of 0.40 PLN regardless of the ticket price. Public transport services also offer longer-period tickets and travel cards valid from 24 hours to 90 days. Such tickets and travel cards may be purchased from the designated ticket outlets, as well as from red-and-yellow ticket machines at tram and bus stops. As in any big tourist city, it is a good idea to use services of taxi companies which already have a well established reputation on the market. It is not advisable to take a taxi at a rank, in particular near the Railway Station, as drivers may charge much higher prices there. The safest option is to order a taxi over the telephone from a specific company. For example, you may call number which operates in all parts of Poland. Wrocław has designated paid parking zones. To pay for parking, you should buy a single ticket or a parking card. If you do not have a valid ticket or card, you will be liable to a fine of 47 PLN. Parking cards, as well as tickets, may be purchased in the head office of the Road and Transport Directorate (Zarząd Dróg i Komunikacji; ul. Długa 49, building "C"), whereas single parking tickets may also be bought in Ruch news-stands and ticket machines. The basic rates depend on the parking place and are as follows: 1 PLN for every commenced 20 minutes or 1 PLN for every commenced half an hour of parking. Where the basic rate is 1 PLN for every commenced 20 minutes of parking, the charge is 3 PLN for the first hour, 3.15 PLN for the second hour, and 3.30 PLN for the third hour. Where the basic rate is 1 PLN for every commenced 30 minutes of parking, the charge is 2 PLN for the first hour, 2.10 PLN for the second hour, and 2.20 PLN for the third hour. The rates for the fourth and subsequent hours are the same as the rate for the first hour of parking. One-hour parking on a guarded parking site will cost you between 2 and 5 PLN. The prices for all-night parking range from 25 to 50 PLN. 7

HEALTH SERVICE Researchers holding a valid European Health Insurance Card (EHIC) are entitled to free primary medical services in healthcare institutions which have concluded a contract with the National Health Fund (Narodowy Fundusz Zdrowia, NFZ). These institutions are marked with a plate with the following logo: In the event of an emergency, you may use the ambulance service. Please remember, however, that should your call be unjustified, you will be charged for the services provided. Wrocław has over 40 hospitals and over 200 out-patient clinics which have concluded a contract with the National Health Fund. Once you have found a hotel or other accommodation for your stay in Wrocław, please check where you have the closest out-patient clinic. It is advisable to go there and obtain all the necessary information before you may urgently need their services. If you wish to see a general practitioner, you should first make an appointment (preferably by phone) and remember then to bring your identity card and medical insurance document. If you wish to see a specialist medical doctor (other than a gynaecologist or obstetrician, dentist, dermatologist, venereologist, oncologist, ophthalmologist or psychiatrist), you need a referral from your general practitioner. A list of hospitals and pharmacies on duty is also published in local daily newspapers. 5. BANKS, PAYMENTS When choosing a bank, you should first of all check its charges and commissions for operating a newly opened account and ease of access to cash machines in all parts of the city. Banks are open from Monday till Friday, few of them also work on Saturday, and all are closed on Sundays and public holidays. However, you will find many 24-hour cash machines (ca 100 only in Wrocław). Large banks have their own cash machines, and there are also independent cash machine networks (Euronet, Cash4YOU). If you have a card of a given bank, you may use its cash machines free of charge, whereas other card holders pay a commission. Some banks do not charge their clients for using Euronet cash machines or make only nominal charges. More detailed information can be obtained from your bank. Charge cards are very popular; you may use this non-cash payment method in most bigger and medium-size shops as well as restaurants (where you can see card logos on the entrance door). In some bigger supermarkets or chain shops, designated cash desks accept payments in euro at the exchange rate given there. Currency may be exchanged in banks and exchange desks (the latter usually offering a better exchange rate). You may not pay with traveller s cheques in Poland. However, cheques may be cashed in some bigger banks. POSTAL SERVICE Most post offices in Wrocław are open between 8.00 and from Monday to Friday and between 8.00 and on Saturday.
