3 Innovation Union progress at country level 1 POLAND Improving quality of the science base and fostering innovation in enterprises Summary : Performance in research, innovation and competitiveness The indicators in the table below present the synthesis of research, innovation and competitiveness in Poland. They relate knowledge investment and input to performance or economic output throughout the innovation cycle. They show thematic strengths in key technologies and also the high tech and medium tech contribution to the trade balance. The table includes a new index on excellence in science and technology that takes into consideration the quality of scientifi c production as well as technological development. The indicator on knowledge intensity of the economy is an index on structural change that focuses on the sectoral composition and specialisation of the economy and shows the evolution of the weight of knowledge intensive sectors, products and services. The economy has been undergoing structural change towards higher knowledge intensity (a 28 % improvement since 2000) and Poland s global competitiveness is improving at a higher rate than the EU average. In addition, Polish exports have been growing and Poland has increased its share of high tech exports by 2 % annually over the period This development seems to refl ect the positive effects of large foreign direct investment infl ows and the related imports of advanced investment goods that upgraded domestic production structures. Poland scores relatively low on the indicator of contribution of high tech and medium tech goods to the trade balance, but the positive value indicates a small comparative advantage and structural surplus in high tech and medium tech trade which is growing (0.19 in 2010 and 0.88 in 2011 ; EU average of 3.54 in 2010 and 4.2 in 2011). However, Poland is still far behind the EU average in terms of investment, excellence and knowledge intensity in the economy, thus leaving room for further progress, illustrated by the ambitious Polish R&D intensity target for the Europe 2020 strategy. The Polish R&D system has undergone major restructuring over the last few years. The recent reforms of the science and higher education systems spurred signifi cant changes, including the move towards more competitive funding, the creation of two R&D agencies for applied and basic research, and efforts to tackle fragmentation through concentration of funding on the best performing institutions. These changes were dovetailed with the evolution of the governance structure by the establishment of two advisory bodies : the Committee for Science Policy and the Committee for Evaluation of Scientifi c Institutions. These reforms are bound to bear fruit in the mid to long term. A key challenge for the Polish economy is to maintain high growth and this requires higher innovation and the deployment of new technologies. Measures adopted so far have not led to visible improvement in the innovativeness of Polish companies. Persistently low R&D spending, in particular severe underinvestment in research and innovation in the private sector, and limited cooperation between research and industry call for a new approach with well designed incentives and effective support through public funding, including more public private cooperation.

Poland s R&D intensity experienced an average annual growth of +1.6 % between 2000 and The average annual increase required to hit the 2020 target is considerably higher at +8.7 %. The main weakness remains underinvestment by the private sector. Business R&D expenditure accounts for only 0.2 % of GDP. The breakdown of total R&D expenditure by source of funds and sector of performance illustrates reverse shares in comparison to the EU average. In 2010, the government financed more than 60 % of total R&D, while business enterprise financed 24.4 % of total R&D and performed 26.6 % of total R&D. Compared to countries with similar catch up dynamics to Poland, performance is good. However, the shares of R&D financed by and performed by business enterprise have slightly declined over the period. In the EU as a whole, business enterprise financed more than 50 % of total R&D and performed more than 60 % of R&D in Even if Poland s industrial structure was in line with the average industrial structure for OECD countries, there would only be a slight increase in Polish business R&D intensity. This indicates that Poland s business R&D investment is well below average regardless of sectoral specialisation. These indicators do not yet reflect the efforts undertaken recently to increase public R&D spending and to trigger private sector investment in R&D. The 2012 national research budget grew by around 10 % and together with funding provided under the EU Structural Funds (around 20 % of the overall budget), this makes it Poland s highest R&D budget so far. A further increase of around 3.5 % is forecast for Structural Funds are an important source of funding for research and innovation activities. Out of the 67 billion of Structural Funds allocated to Poland over the programming period, around 15 billion (22.8 % of the total) relate to R&D, ICT, business environment and SMEs. Projects amounting to more than 9 billion have been selected up to the end of 2011, representing a commitment rate of 61.2 % (the EU average is 46.6 %). Polish applicants for funding under the EU s 7 th Framework Programme (FP7) have a success rate of 19 %. Over 1500 partners from Poland have participated in FP7, receiving a total EC financial contribution of 286 million.

Reading clockwise, it provides information on human resources, scientific production, technology valorisation and innovation. The Polish research and innovation system exhibits a similar performance to comparable countries in the reference group, but in order to progress further towards the EU average, Poland should address weaknesses in the innovation cycle from knowledge production to commercialisation. Poland s relative weaknesses are mostly on the output side and relate to the innovation performance of companies. Its relative strengths are in human resources, where the average annual growth of new graduates in science and engineering exceeds the EU average. However, new doctoral graduates and foreign doctoral students show a decline. Poland has a low intensity of business researchers (less than one per thousand labour force). This reflects the small role that the business sector plays in the national R&D system. On a more positive note, the number of business researchers increased in 2011 and shows a positive average annual growth over the period Poland is one of the top-20 countries of origin of foreign scholars in the US ( ). Poland relies on transfer of foreign technology to upgrade its economy. Domestic knowledge production is limited. Poland scores low both in terms of high impact scientific publications and patent applications, where the gap with the EU average is particularly large. Around 3.7 % of Polish scientific publications are in the top 10 % most cited scientific publications worldwide. This is the third lowest value among EU countries. The level of public private co publications is equally very low, highlighting weak linkages and a lack of cooperation culture between science and industry in Poland. While the level of employment in knowledge intensive activities is one of the lowest in the EU, Poland shows a positive trend with an average annual growth of 4.1 % for this indicator. High growth is observed for the share of knowledge intensive services exports in total services exports and for BERD and licence and patent revenues from abroad (but starting from a very low level). Relatively strong declines are observed for the innovation activities of SMEs. Overall, the low level of R&D expenditure and the low R&D and innovation activity of companies, coupled with insufficiently favourable framework conditions, are reflected in a poor scientific and technological performance.

The maps are based on the numbers of scientific publications and patents produced by authors and inventors based in the regions. Performance, of course, varies across sectors. The maps present the sectors in which Poland s scientific and technological production is relatively strong. Interestingly, these sectors largely correspond to the priority areas identified recently in the 2011 National Research Programme (KPB). Poland is therefore focusing its efforts on its strengths. Food, agriculture and fisheries, energy, ICT, and materials are four fields in which Poland s scientific production reaches the highest levels. These strengths are not yet matched on the output side. No Polish region reaches the two highest proxies for technology specialisation in terms of patent applications. This re affirms the overall fi nding that Poland has untapped potential in knowledge commercialisation and needs to reinforce its innovation capacity to better translate knowledge into innovative outputs. Poland exhibits low levels of specialisation. The process of consolidating publicly funded research efforts has started only recently.

8 6 Research and Innovation performance in EU Member States and Associated countries Policies and reforms for research and innovation The challenges involved in increasing the quality and effectiveness of the Polish research and innovation system have been addressed by major reforms launched in recent years. The reforms of higher education ( Partnership for knowledge ) and science ( Building on knowledge package of six reforming acts) entered into force in October 2011 and October 2010 respectively. The reforms spurred significant changes, including a move towards more competitive funding, the creation and reinforcement of two executive agencies for applied research (the National Centre for Research and Development NCBiR) and basic research (the National Science Centre NCN) and included efforts to tackle fragmentation through concentration of funding on the best performing institutions. These changes were dovetailed with the evolution of the governance structure by the establishment of two advisory bodies : the Committee for Science Policy and the Committee for Evaluation of Scientific Institutions. The higher education reform aims to strengthen university business links and to address the skills and jobs mismatch. The reform aims to make the higher educational system more flexible and better able to respond to the needs of a changing labour market. The first six KNOW (National Leading Scientific Centres) were selected in July Each of the selected KNOWs will receive up to PLN 50 million additional funding for strengthening research potential and investing in top talent. Good progress has also been made in implementing the science reform six pack. The ministerial decision on the criteria for the evaluation of scientific institutes, after consultations with stakeholders, was adopted in July Projects run by the applied research agency, NCBiR, focus on stimulating science industry cooperation, with a cluster initiative in the aviation sector being a good practice example. The Top 500 innovators initiative aims at improving the technology transfer skills of researchers and professionals. It will train up to 500 professionals in the commercialisation of research results and science industry collaboration. The reforms also included the more effective management and improvement in quality of the Polish Academy of Science (PAN). An example of using the possibilities offered under the new law is the creation of interdisciplinary centres by research institutes of PAN. Poland is also addressing the issue of research fragmentation with initiatives to encourage specialisation outlined in the National Research Programme adopted in August It identifies seven strategic research and development areas : energy, medicine and pharmaceuticals, IT and advanced technologies, environment and agriculture, socioeconomic development, and security and defence. The KPB priorities will be implemented in a series of strategic programmes by the applied research agency. In general, there is a fit between priorities identified in strategic documents and support measures, however further prioritisation and the linking of those priorities with innovation and industrial policies would bring more efficiency, as indicated in the 2012 European Commission assessment of national reform programmes. The reforms were predominantly designed to correct inherent weaknesses of the Polish R&D system. The new 2020 Innovation and Effectiveness strategy, which will be adopted by the government at the beginning of 2013, aims at an integrated approach to research and innovation embedded in a wider economic context. The strategy builds on previous science and innovation strategies, but is extended to new areas and is rooted in the Europe 2020 strategy and Innovation Union. The strategy is based on a thorough analysis of the strengths and weaknesses of the Polish research and innovation system, including Poland s performance across the Innovation Union Scoreboard s indicators. Given the significant weaknesses in innovative output, the new innovation strategy foresees greater emphasis on financial engineering and demand side measures. Despite various programmes of support, there is still a mismatch between the skills provided by the education system and the needs of industry. A general view voiced by the stakeholders is that the skill shortages relate mainly to innovation, although improving the skills of researchers is also a requirement. This has been a long standing challenge and different policy responses have been adopted over recent years. The way forward would be to promote new forms of support as a means of fostering closer cooperation between the business sector and HEIs, to improve the mobility and career development of researchers, and to nurture the development of entrepreneurship skills.

The bar chart above indicates room for progress for Poland in reaching the EU average, in particular in raising the knowledge and technology intensity of the economy. Poland s main strength is in the manufacturing trade, where export in high tech and medium tech goods gives a relatively good contribution to the trade balance. A way forward is to address the dynamics of innovation and growth of firms. In the EU, more than half of the enterprises in the industry and services sectors reported innovation activity between 2006 and The second lowest rate was observed for Poland which, at 27.9 %, was little over half the EU average. There is strong awareness of this challenge at national level and support mechanisms have been launched to encourage science industry cooperation. However, there are persistent structural problems which have resulted in a failure to drive private-public collaboration sufficiently and to stimulate the growth of innovative companies. Structural Funds support for R&D&I have been skewed towards absorption of new technologies, and have been less successful in undertaking indigenous research 1 See methodological notes for the composition of this index. and innovation projects which are inherently more risky. The new innovation strategy identifies these bottlenecks and sets as priorities the stimulation of demand side measures for innovative products and services and the facilitation of access to finance. In the CIS 2010 survey, the surveyed Polish companies reported high costs and poor access to finance as the main factors hampering innovation investment. The sectors in Poland with the highest shares of innovative companies are pharmaceuticals (industry sector) and insurance (services sector). Improving the business environment is one of the Polish government s priorities, with two deregulation acts and the entrepreneurship act entering into force in 2012, but the pace of reform is rather moderate. Poland is close to the EU average in terms of access to finance. With the economic crisis spreading in Europe, a decline in the demand for and the number of loans made to SMEs has followed. However, the latest ECB lending survey shows that in 2011 the willingness of banks to provide loans improved in Poland in contrast to the majority of the other Member States. As the venture capital market is still not very developed, the availability of risk capital for innovative companies at early stages of development is limited. The first Polish fund of funds, the National

10 8 Research and Innovation performance in EU Member States and Associated countries Capital Fund (KFK), did not become operational until 2010 and it is too early to assess its impact on the development of start ups and seed capital funds. It is expected that by the end of 2012, the KFK invested in 22 venture capital funds which in turn will support up to 200 innovative SMEs by The Polish growth stock market, New Connect, continues to be a best practice example at the European level. It is focused on SMEs with high growth potential, including those investing in new technologies. Upgrading the manufacturing sector through research and technologies The graph below illustrates the upgrading of knowledge in different manufacturing industries. The position on the horizontal axis illustrates the changing weight of each industry sector in value added over the period. The general trend to the leſt hand side refl ects the decrease in manufacturing in the overall economy. The sectors above the x axis are sectors whose research intensity has increased over time. The size of the bubble represents the share of the sector (in value added) in manufacturing (for all sectors presented on the graph). The red coloured sectors are high tech or medium high tech sectors. The slight decline of business R&D intensity in Poland in the last decade is mainly due to stagnation of the relative research intensity in high technology sectors and the shift of the economic structure towards less research intensive activities. An exception is the motor vehicles sector, which has gained relative importance in total Polish production in the last decade. Four of the most research intensive sectors, i.e. the machinery and equipment sector, the radio, TV and communication equipment sector, the chemicals sector, and the motor vehicles sector suffered from a drop in their relative R&D investments over the value of their production. This fi nding suggests that Poland is not moving towards more research intensive, higher value added products in these industries. The two other research intensive sectors : offi ce, accounting and computing machinery and medical, precision and optical instruments, show an increase in their R&D intensities while the medical, precision and optical instruments sector has improved

The above economic structure is refl ected in the sectors of activity of the top Polish corporate R&D investors. Poland has seven companies on the 2011 EU Industrial R&D Scoreboard, with companies coming from the fi elds of telecommunications, banking, computer services and pharmaceuticals. Overall, the relatively stable sectoral composition of Polish industry around low research intensive sectors refl ects Poland s comparative weaknesses in terms of research and innovation performance. Competitiveness in reaping income of global demand and markets Investment in knowledge, technology intensive clusters, innovation and the upgrading of the manufacturing sector are determinants of a country s competitiveness in global export markets. A positive contribution of high tech and medium tech products to the trade balance is an indication of specialisation and competitiveness in these products. With a slowdown of imports since 2008, the gap in the HT and MT trade balance remained. However, as overall trade balance in the economy presents a bigger gap which has slightly expanded, the contribution of HT and MT goods to the trade balance has increased for many products. Overall, Poland has achieved an increasing weight of HT and MT goods in its trade balance, which is noticeable and a potential for structural change. Road vehicles, telecommunications, offi ce machines and industrial machinery registered the highest growth in the contribution to the trade balance. The evolution of these goods in the trade balance confi rms the specialisation pattern revealed by their corresponding industry sectors in the bubble graph presented on the previous page. If Poland is to achieve a positive trade balance in HT and MT goods, a more determined knowledge upgrading for a larger span of sectors is needed. Over the last decade, total factor productivity has grown constantly in Poland. The employment rate has also increased and the share of population at risk of poverty or social exclusion is shrinking. Poland has also made good progress towards the other Europe 2020 targets in environment and education. There is an increasing number of patents in environmental- and healthrelated technologies.

Rozwój ten wydaje się odzwierciedlać pozytywne skutki dużego napływu bezpośrednich inwestycji zagranicznych i związanego z nimi przywozu zaawansowanych dóbr inwestycyjnych, które przyczyniły się do modernizacji krajowych struktur produkcyjnych. Polska uzyskała względnie niski wynik w odniesieniu do wskaźnika wkładu zaawansowanych i średnio zaawansowanych technologii w bilans handlowy, ale wartość dodatnia wskazuje na niewielką przewagę komparatywną i strukturalną nadwyżkę w handlu zaawansowanymi i średnio zaawansowanymi technologiami (0,19 w 2010 r. i 0,88 w 2011 r.; średnia UE wyniosła 3,54 w 2010 r. i 4.2 w 2011 r.). Polska jest jednak wciąż daleko w tyle w stosunku do średniej UE pod względem inwestycji, doskonałości i poziomu wiedzy specjalistycznej w gospodarce, a tym samym ma znaczne możliwości dalszych postępów, co znajduje odzwierciedlenie w ambitnym docelowym poziomie intensywności działań badawczo-rozwojowych w ramach strategii Europa Polski system badawczo-rozwojowy przeszedł poważną restrukturyzację w ciągu ostatnich kilku lat. Niedawne reformy systemów nauki i szkolnictwa wyższego wywołały poważne zmiany, w tym przejście na system finansowania w większym stopniu oparty na zasadach konkurencyjności, utworzenie dwóch agencji ds. badań i rozwoju w zakresie badań stosowanych i badań podstawowych oraz przeciwdziałanie rozdrobnieniu działań poprzez koncentrację finansowania na instytucjach osiągających najlepsze wyniki. Zmiany te szły w parze z rozwojem struktur zarządzania poprzez ustanowienie dwóch organów doradczych: Komitetu Polityki Naukowej i Komitetu Ewaluacji Jednostek Naukowych. Reformy te mają przynieść rezultaty w perspektywie średnio- i

14 długoterminowej. Istotnym wyzwaniem dla polskiej gospodarki jest utrzymanie wysokiego wzrostu, co wymaga większej innowacyjności i rozwoju nowych technologii. Środki przyjęte do tej pory nie doprowadziły do widocznej poprawy innowacyjności polskich przedsiębiorstw. Wciąż utrzymujące się niskie wydatki na badania i rozwój, w szczególności poważne niedoinwestowanie badań i innowacji w sektorze prywatnym oraz ograniczona współpraca pomiędzy sektorem badań a przemysłem wymagają przyjęcia nowego podejścia, obejmującego dobrze zaplanowane zachęty i skuteczne wsparcie poprzez finansowanie publiczne, w tym zwiększoną współpracę publiczno-prywatną. Wydatki na badania i rozwój w Polsce rosły powoli w ostatnich latach i utrzymują się na niskim poziomie 0,77 % PKB w 2011 r., jednym z najniższych w UE. Intensywność działań badawczo-rozwojowych w Polsce wzrastała średnio o +1,6 % rocznie w latach Średni roczny wzrost wymagany do osiągnięcia poziomu docelowego wyznaczonego na rok 2020 jest znacznie wyższy i wynosi +8,7 %. Główną słabością pozostaje niedoinwestowanie tej działalności ze strony sektora prywatnego. Wydatki przedsiębiorstw na badania i rozwój stanowią jedynie 0,2 % PKB. Całkowite wydatki na badania i rozwój w podziale na źródła funduszy i sektory realizacji wskazuje odwrotną proporcję w porównaniu ze średnią UE. W 2010 r. rząd finansował ponad 60% całości działań badawczo-rozwojowych, podczas gdy przedsiębiorstwa finansowały 24,4 % i zrealizowały 26,6 % całości działań badawczo-rozwojowych. W porównaniu z państwami o podobnej dynamice nadrabiania zaległości jak Polska wyniki są dobre. Udział działań badawczo-rozwojowych finansowanych i realizowanych przez przedsiębiorstwa zmniejszył się jednak nieznacznie w latach W całej UE w 2010 r. przedsiębiorstwa finansowały ponad 50 % i zrealizowały ponad 60 % całości działań badawczo-rozwojowych. Nawet jeżeli struktura przemysłowa Polski byłaby zgodna ze średnia strukturą przemysłową państw OECD, nastąpiłby jedynie nieznaczny wzrost w polskiej intensywności działań badawczo-rozwojowych w przedsiębiorstwach. Oznacza to, że inwestycje przedsiębiorstw w badania i rozwój w Polsce znajdują się znacznie poniżej średniej niezależnie od specjalizacji sektorowej. Wskaźniki te nie odzwierciedlają 2

15 jeszcze wysiłków podjętych niedawno w celu zwiększenia wydatków publicznych na badania i rozwój oraz uruchomienia inwestycji sektora publicznego w badania i rozwój. Krajowy budżet w dziedzinie badań na 2012 r. wzrósł o około 10 % i wraz z finansowaniem zapewnionym przez fundusze strukturalne UE (około 20 % całego budżetu) stanowi największy jak dotąd budżet Polski w tej dziedzinie. W 2013 r. przewiduje się dalszy wzrost o około 3,5 %. Fundusze strukturalne są ważnym źródłem finansowania działań w zakresie badań i innowacji. Z kwoty 67 mld EUR z funduszy strukturalnych przydzielonych Polsce w okresie programowania około 15 mld EUR (22,8 % całkowitej kwoty) dotyczy badań i rozwoju, ICT, otoczenia biznesu i MŚP. Do końca 2011 r. wybrano projekty na kwotę ponad 9 mld EUR, co odpowiada wskaźnikowi zobowiązań w wysokości 61,2 % (średnia UE wynosi 46,6%). Wskaźnik powodzenia polskich podmiotów wnioskujących o finansowanie w ramach siódmego programu ramowego UE (7PR) wynosi 19 %. W 7PR uczestniczyło ponad 1500 partnerów z Polski, którzy otrzymali całkowity wkład finansowy ze strony KE w wysokości 286 mln EUR. Skuteczny system badań i innowacji oparty na europejskiej przestrzeni badawczej Poniższy wykres przedstawia mocne i słabe strony polskiego systemu. Polski system badań i innowacji wykazuje podobne wyniki jak ma to miejsce w porównywalnych krajach w grupie referencyjnej, lecz aby zbliżać się do średniej UE, Polska powinna zająć się słabymi stronami cyklu innowacji, od produkcji wiedzy do komercjalizacji. Względne słabe strony Polski występują głównie po stronie produkcji i odnoszą się do innowacyjności przedsiębiorstw. Jej względną mocną stroną są zasoby ludzkie, przy średnim rocznym wzroście liczby nowych absolwentów w dziedzinach nauk ścisłych i inżynieryjnych przekracza średnią UE. Liczba nowych absolwentów studiów doktoranckich i doktorantów zagranicznych wykazuje jednak spadek. W Polsce 3

16 występuje niska intensywność naukowców w sektorze przedsiębiorstw (mniej niż jeden na tysiąc osób aktywnych zawodowo). Odzwierciedla to także niewielką rolę, jaką pełni sektor przedsiębiorstw w krajowym systemie badań i rozwoju. Pozytywnym akcentem jest fakt, że liczba naukowców w sektorze przedsiębiorstw wzrosła w 2011 r. i wykazuje dodatni średni wzrost roczny w latach Polska jest jednym z czołowych 20 państw pochodzenia zagranicznych uczonych w USA ( ). Polska opiera się na transferze zagranicznej technologii w celu modernizacji swojej gospodarki. Krajowa produkcja wiedzy jest ograniczona. Polska uzyskała niskie wyniki pod względem zarówno przełomowych publikacji naukowych, jak i zgłoszeń patentowych, przy czym w tych dziedzinach różnica w stosunku do średniej UE jest szczególnie duża. Około 3,7 % polskich publikacji naukowych znajduje się w 10 % czołowych najczęściej cytowanych publikacji naukowych na świecie. Jest to trzeci od końca wynik wśród państw UE. Poziom publiczno-prywatnych wspólnych publikacji jest również bardzo niski, co wskazuje na słabe powiązania i brak kultury współpracy pomiędzy światem nauki a przemysłem w Polsce. Chociaż poziom zatrudnienia w dziedzinach działalności opartych na wiedzy jest wśród najniższych w UE, w Polsce występuje jednak pozytywna tendencja w zakresie tego wskaźnika, a mianowicie średni wzrost o 4,1 % rocznie. Obserwuje się wysoki wzrost udziału wywozu usług opartych na wiedzy w całkowitym wywozie usług, w wydatkach przedsiębiorstw na badania i rozwój oraz w przychodach z zagranicznych licencji i patentów (poziom wyjściowy jest jednak bardzo niski). Względnie duże spadki obserwuje się w działalności innowacyjnej MŚP. Ogólnie niski poziom wydatków na badania i rozwój oraz niski poziom działalności przedsiębiorstw w zakresie badań, rozwoju i innowacji w połączeniu z niewystarczająco sprzyjającymi warunkami ramowymi znajdują odzwierciedlenie w słabych wynikach naukowych i technologicznych. Mocne strony Polski w zakresie nauki i technologii Poniższe mapy przedstawiają szereg kluczowych obszarów nauki i technologii, w których polskie regiony mają prawdziwe mocne strony w kontekście europejskim. Wyniki są oczywiście różne w poszczególnych sektorach. Mapy przedstawiają sektory, w których produkcja naukowa i technologiczna Polski jest względnie silna. Co ciekawe, sektory te w znacznej mierze odpowiadają obszarom priorytetowym zidentyfikowanym niedawno w Krajowym Programie Badań (KPB) z 2011 r. W związku z tym Polska skupia swoje wysiłki na swoich mocnych stronach. Żywność, rolnictwo i rybołówstwo, energia, ICT oraz materiały są czterema obszarami, w których produkcja naukowa Polski osiąga najwyższe poziomy. Wspomniane mocne strony nie mają jeszcze odpowiednika po stronie produkcji. Żaden z polskich regionów nie osiągnął poziomu dwóch najwyższych wskaźników zastępczych w odniesieniu do specjalizacji technologicznej pod względem zgłoszeń patentowych. Ta sytuacja stanowi kolejne potwierdzenie ogólnego ustalenia, że Polska posiada niewykorzystany potencjał komercjalizacji wiedzy i musi wzmocnić swoje zdolności innowacyjne, aby lepiej przekładać wiedzę na innowacyjność produkcji. W Polsce występują niskie poziomy specjalizacji. Dopiero niedawno rozpoczął się proces konsolidacji działań w zakresie badań finansowanych ze środków publicznych. 6

19 Polityka i reformy na rzecz badań i innowacji Do wyzwań związanych ze zwiększeniem jakości i skuteczności polskiego systemu badań i innowacji odniesiono się poprzez istotne reformy rozpoczęte w ostatnich latach. Reformy szkolnictwa wyższego ( Partnerstwo dla wiedzy ) i nauki ( Budujemy na wiedzy pakiet sześciu ustaw reformujących) weszły w życie odpowiednio w październiku 2011 r. i październiku 2010 r. Reformy wywołały poważne zmiany, w tym przejście na system finansowania w większym stopniu oparty na zasadach konkurencyjności, utworzenie i wzmocnienie dwóch agencji wykonawczych ds. badań stosowanych (Narodowe Centrum Badań i Rozwoju, NCBiR) oraz ds. badań podstawowych (Narodowe Centrum Nauki, NCN) oraz przeciwdziałanie rozdrobnieniu działań poprzez koncentrację finansowania na instytucjach osiągających najlepsze wyniki. Zmiany te szły w parze z rozwojem struktur zarządzania poprzez ustanowienie dwóch organów doradczych: Komitetu Polityki Naukowej i Komitetu Ewaluacji Jednostek Naukowych. Reforma szkolnictwa wyższego ma na celu wzmocnienie powiązań między uczelniami a biznesem oraz rozwiązanie problemu niedopasowania umiejętności do miejsc pracy. Celem reformy jest zwiększenie elastyczności systemu szkolnictwa wyższego i poprawa jego zdolności do reagowania na potrzeby zmieniającego się rynku pracy. W lipcu 2012 r. wybrano sześć pierwszych KNOW (Krajowych Naukowych Ośrodków Wiodących). Każdy z wybranych KNOW otrzyma do 50 mln PLN dodatkowych środków finansowych w celu wzmocnienia potencjału badawczego i inwestowania w największe talenty. Poczyniono także znaczne postępy we wdrażaniu sześciopaku reform naukowych. W lipcu 2012 r., po konsultacjach z zainteresowanymi stronami, przyjęto decyzję ministerialną w sprawie kryteriów oceny instytutów naukowych. Projekty prowadzone przez agencję ds. badań stosowanych, NCBiR, skupiają się na stymulowaniu współpracy pomiędzy sektorem nauki a przemysłem, a przykładem dobrej praktyki w tym zakresie jest inicjatywa dotycząca klastrów w sektorze lotnictwa. Inicjatywa Top 500 Innovators ma na celu poprawę umiejętności naukowców i specjalistów w zakresie transferu technologii. Przyczyni się ona do przeszkolenia 500 specjalistów w zakresie komercjalizacji wyników badań i współpracy pomiędzy sektorem nauki a przemysłem. Reforma uwzględniała także skuteczniejsze zarządzanie Polską Akademią Nauk (PAN) i poprawę jej jakości. Przykładem wykorzystania możliwości oferowanych w ramach nowego prawa jest utworzenie przez instytuty badawcze PAN centrów interdyscyplinarnych. Polska zajmuje się również kwestią rozdrobnienia badań, podejmując inicjatywy zachęcające do specjalizacji określonych w Krajowym Programie Badań, który został przyjęty w sierpniu 2011 r. Zidentyfikowano w nim siedem strategicznych obszarów badań i rozwoju: energię, medycynę i produkty farmaceutyczne, technologię informacyjną i zaawansowane technologie, środowisko i rolnictwo, rozwój społeczno-ekonomiczny, bezpieczeństwo i obronę. Priorytety KPB zostaną zrealizowane w ramach serii programów strategicznych przez agencję ds. badań stosowanych. W ujęciu ogólnym priorytety zidentyfikowane w dokumentach strategicznych i środki wsparcia są dopasowane, jednak dalsze określenie priorytetów i powiązanie ich z polityką w zakresie innowacji i przemysłu przyniesie większą skuteczność, jak wskazano w ocenie krajowych programów reform dokonanej przez Komisję Europejską w 2012 r. Najważniejszym elementem reform było skorygowanie słabych stron występujących w polskim systemie badań i rozwoju. Nowa strategia innowacyjności i efektywności na 2020 r., która zostanie przyjęta przez rząd na początku 2013 r., ma na celu przyjęcie zintegrowanego podejścia do badań i innowacji, osadzonego w szerszym kontekście gospodarczym. Strategia opiera się na poprzednich strategiach na rzecz nauki i innowacji, lecz jest rozszerzona na nowe obszary oraz zakorzeniona w strategii Europa 2020 i Unii innowacji. Strategia jest oparta na szczegółowej analizie mocnych i słabych stron polskiego systemu badań i innowacji, w tym wyników Polski pod względem wskaźników tablicy wyników w zakresie badań i innowacji. Biorąc pod uwagę poważne słabości, jeśli chodzi o innowacyjność produkcji, w nowej strategii na rzecz innowacji przewidziano większy nacisk na inżynierię finansową i środki po stronie popytu. Pomimo różnych programów wsparcia umiejętności dostarczane przez system edukacji nadal są niedopasowane do potrzeb przemysłu. Zainteresowane strony wyrażają ogólną opinię, że braki umiejętności dotyczą głównie innowacji, chociaż poprawa umiejętności naukowców również jest konieczna. Jest to długoterminowe wyzwanie, 7

Przyszłe postępy mają opierać się na promowaniu nowych form wsparcia jako sposobu na rozwijanie bliższej współpracy pomiędzy sektorem biznesu a instytucjami szkolnictwa wyższego w celu poprawy mobilności i rozwoju kariery naukowców oraz wspierania rozwoju umiejętności w zakresie przedsiębiorczości. Powyższy wykres słupkowy wskazuje, że Polska ma możliwości dokonania postępów w dochodzeniu do średniej UE, w szczególności odnośnie do zwiększania intensywności wiedzy i technologii w gospodarce. Główne mocne strony Polski znajdują się w sektorze wytwórczym, w którym eksport towarów pochodzących z zaawansowanych i średnio zaawansowanych technologii ma względnie dobry wkład w bilans handlowy. Przyszłe postępy wymagają zajęcia się dynamiką innowacji i wzrostem firm. W UE działania innowacyjne w latach zgłosiła ponad połowa przedsiębiorstw w przemyśle i sektorach usługowych. W Polsce zaobserwowano drugi od końca wynik pod tym względem, który wynosi 27,9 % i mieści się nieco powyżej połowy średniej UE. Na szczeblu krajowym istnieje silna świadomość tego wyzwania, w związku z czym uruchomiono mechanizmy wsparcia zachęcające do współpracy pomiędzy sektorem nauki a przemysłem. Występują jednak nieustępujące problemy strukturalne, w wyniku których nie udało się pobudzić wystarczająco współpracy publiczno-prywatnej oraz wzrostu innowacyjnych przedsiębiorstw. Wsparcie z funduszy strukturalnych na rzecz działalności badawczej, rozwojowej i innowacyjnej zostało skierowane na absorpcję nowych technologii, odnosząc mniejszy sukces w podejmowaniu rodzimych projektów w zakresie badań i innowacyjności, gdyż ryzyko nieodłącznie z nimi związane jest większe. W nowej strategii innowacji zidentyfikowano te wąskie gardła i nadano priorytetowy charakter stymulacji środków po stronie popytu na innowacyjne produkty i usługi oraz ułatwieniu dostępu do finansowania. W badaniu wspólnotowym na temat innowacji z 2010 r. badane polskie przedsiębiorstwa zgłosiły wysokie koszty i słaby dostęp do finansowania jako główne czynniki hamujące inwestycje w innowacje. Wśród sektorów o największym udziale przedsiębiorstw innowacyjnych w Polsce znajdują się wyroby farmaceutyczne (sektor przemysłu) i ubezpieczenia (sektor usług). Poprawa otoczenia biznesu w Polsce jest jednym z priorytetów rządu polskiego, który wyraża się wejściem w życie w 2012 r. dwóch ustaw deregulacyjnych i ustawy o przedsiębiorstwach, jednakże tempo reform jest raczej umiarkowane.
