22 WiOO zrealizowane wdrożenia EU: Strategy for internal use of OSS at the EC -1 The European Commission runs IT solutions on more than 350 Linux servers. DIGIT s (Directorate General for Informatics) Data Centre manages more than 800 OSS web servers. The Flexible Platform for Internet Services, project available under EUPL on OSOR.eu, offering a recommended set of Web 2.0 tools for social collaboration, is entirely powered by OSS tools; it provides, among others, 40 blogs for Commissioners, EC Representations and other EUROPA sites and hosts more than 400 wikis. An OSS browser is included in the desktop reference configuration available for all PCs at the Commission. All new web applications at the European Commission are protected by an OSS-based solution for authentication, currently serving more than 300 existing web applications, more than users and performing more than authentications on a yearly basis with more than different users every day.

23 WiOO zrealizowane wdrożenia EU: Strategy for internal use of OSS at the EC - 2 Several corporate solutions are entirely based upon OSS. Examples are in the area of content management, surveys, e-invoicing and e-ordering, etc. Within the Commission s IT network, an OSS-based developer collaboration platform hosts more than 770 projects accessed by over 3000 developers. More than 60% of the information systems developed at the Commission are based on Java. All (100%) of these Java development projects include OSS tooling (e.g. to support the build process, for testing and quality assurance, for provision of core "runtime" functions such as frameworks for model-view controller, inversion of control, etc.). A corporate reference application eases the knowledge transfer to all development teams at the Commission.

24 AT: Department of Justice's migration to OpenOffice a success story Since 2008 the Austrian justice ministry has migrated several thousands of desktop PCs to OpenOffice. The key features of OpenOffice Writer and those of proprietary word processing software were compared in a test run and it was shown that no significant differences existed in the word processing functionality. Other key advantages gained subsequently were the vendor and platform independence, as well as the free OpenDocument format (ODF), and of course the cost savings made since purchasing a license is unnecessary. CZ: Czech environmental agency relying on open source and open standards WiOO zrealizowane wdrożenia The organisation uses many different open source solutions, including the relational database management system Postgres and its spatial databases extension PostGIS for management of its spatial data. Most of the websites are powered by open source content management systems inclusing Drupal, Magnolia and OpenDocMan. All applications are hosted on a GNU/Linux and FreeBSD.

25 WiOO zrealizowane wdrożenia BE: New beta versions of components for eid The Belgium Federal ICT Department (Fedict) has published new beta versions of several open source components for eidentity (eid), including the Identity Provider and the Signature Service SDK (January 2011). The Identity Provider (IDP) allows the integration of websites and platforms (the "relying party") that support OpenID. The IDP runs on a Java server. The Digital Signature Service (DSS) can be used with self-defined XML file formats to sign (a native XML format for grant applications or payments). ES: Donostia-San Sebastián City Council installs open source document management system (Feb 24, 2011 ) The Donostia-San Sebastián City Council in Spain's Basque Country, has implemented an open source document management system in order to reduce the duplication of data within various departments and provide improved records management. The benefits of using the open source platform can be seen not only in terms of the efficiency of procedures within the City Council, but also in the convenient and prompt delivery of public services to citizens.

26 WiOO zrealizowane wdrożenia DE: 'Taxoffice Nordrhein-Westfalen increases use of Open Source database' The computer centre of the finance department of Germany's largest federal state, Nordrhein-Westfalen, will increase its use of the Open Source database MySQL (> 260 MySQL databases). The data centre deals with income tax, payroll tax and motor vehicle tax. It prints about 220 million sheets of paper per year, including 30 million letters to the state's tax payers. DE: IT budget of Foreign Ministry small in comparison, due to open source as open source The Foreign Ministry has implemented the open source high availability cluster solution, Linbit. The high availability clusters are installed in all the 230 embassies and consulates, based on GNU/Linux servers. The Foreign Ministry began migrating all of its 11,000 desktops to GNU/Linux in this has drastically reduced maintenance costs in comparison with other ministries. The Foreign Ministry is running desktops in many far away and some difficult locations.

27 DE: Munich's move to a vendor independent desktop "on track" The German city of Munich's migration to a vendor independent IT infrastructure is "in time, in budget and on track", says one of the external consultants involved in the project. The city aims to migrate about 80 percent of all the city's fifteen thousand desktop PCs to Ubuntu Linux. Heinrich says that so far PCs have been switched to open source. At the end of next year, the city will have about twelve thousand PCs running a vendor independent system. CH: Free software to allow access to Confederation geoportal via mobile terminals WiOO zrealizowane wdrożenia The Federal Administration has developed a project for a free web-based geographic application that allows access to the geoportal geo.admin.ch via a simple web browser running on a mobile terminal. The use of free software enables the development of a solution without being concerned about license fees. The use of open standards ensures, the sustainability of investments for the partners involved and enables them to create synergies with other public and private sector actors.

28 WiOO zrealizowane wdrożenia FR: Parliament selects Ubuntu Linux for desktop The 577 French members of parliament and their assistants will use the Ubuntu GNU/Linux distribution, starting this summer. The parliament last week selected the companies to handle the migration of the 1145 PCs. FR: Space agency to use Apache Commons Math The French space agency Centre National d'études Spatiales (CNES) had selected the open source software Apache Commons Math as part of the basis of its future space flight dynamics systems, project Sirius. The systems will be used to perform all computation related to spacecraft orbit and attitude control, including orbit determination, orbit propagation, manoeuvres, trajectory optimisation, operational forecasts and pointing.

29 WiOO zrealizowane wdrożenia FR: 130,000 PCs at tax authority to get open source client All 130,000 desktop PCs at the Directorate General of Public Finance (DGPF) in Paris are to be switched to using the open source Mozilla Thunderbird client, its Lightning calendar and the open source groupware application OBM FR: Gendarmerie saves millions with open desktop and web applications The French Gendarmerie's gradual migration to a complete open source desktop and web applications has saved millions of euro, says Lieutenant-Colonel Xavier Guimard. "This year the IT budget will be reduced by 70 percent. This will not affect our IT systems." "When he saw OpenOffice worked just as well and was available for free, it was he that decided it should be installed on all 90,000 desktops."

30 WiOO zrealizowane wdrożenia FR: Open source database new engine of France's social security The open source database management system (DBMS) Postgresql is the new engine for France's Caisse Nationale d'allocations Familiales (CNAF). The organisation, responsible in 2009 for some 69 billion Euro in benefits distributed to 11 million claimants, earlier this year replaced its proprietary DBMS with the open source alternative. According to a statement published by IT company Bull, assisting CNAF, the Postgresql system runs almost a billion SQL queries every day. Marc Pavie, CNAF's Deputy Director of Information Systems said earlier this week. "This is a technically rich DBMS, that included all the features we need. It has levels of performance and reliability that meet our production goals. Pavie says moving to Postgresql does allow the organisation to save costs on licences for a proprietary DBMS. The Postgresql RDBMS at CNAF is run on servers using Red Hat Linux. Regular administrative tasks have been automated and system supervision is carried out using an open software solution, Nagios. In addition, the architecture that has been implemented features dual highavailability, with a remote business recovery site and locally based service continuity facilities.

31 WiOO zrealizowane wdrożenia NL: Hospital considers publishing medical record system as open source The The St. Antonius Hospital in the cities of Nieuwegein and Utrecht is considering to make available as open source its IntraZis system for medical records, says Jeroen Baten, recently made responsable for the team developing the system. For the time being, the system will be made available only to other health care institutes, in and outside the country. According to Baten, already eight other health care institutions in the Netherlands expressed interest in using the system, and three IT services companies have signed-up to become official service providers. IntraZis is a web-based medical record system running on the MySQL open source database management system. At the St. Antonius hospital, it runs on CentOS-servers. All of its IT staff already uses Ubuntu desktops and other open source tools. Enabling re-use and ensuring vendor independent IT systems are the two reasons for this Dutch hospital to use open source software.

32 WiOO zrealizowane wdrożenia UK: Land Registry deploys open source data management platform The UK Land Registry has deployed an open source data management platform that aims to improve data integration at the organisation, and reinforce its business intelligence (BI) warehouse and project, it was announced on 14 February The implementation of the data integration platform will enable the Land Registry to use, extract, transform and load processes to provide consistent data for BI. Key aims of the Land Registry include maintaining and developing a stable, effective land registration system, being able to guarantee title to registered estates and interests in land, and enabling confident dealings in property and security of title by providing ready access to up-to-date and guaranteed land information. Vice President of Global Sales at the company which produced the data management platform, said: Land Registry has to handle vast amounts of complex data on the ownership of property and land across the nation. He added: Ensuring that its business intelligence data is up to date and accurate is paramount and using an open source data management tool [ ] is an efficient and cost effective way to achieve this."

33 WiOO zrealizowane wdrożenia EE: Ministry saves millions by using open source office The Estonian ministry of the Environment has save millions of Euro over the past ten years by using the open source suite of office application, OpenOffice, says Meelis Merilo, the head of the IT dep. at the ministry. Using the open source costed the ministry no more than Euro over the past ten years, being simply the annual budget for training users. Had it continued to use a proprietary office suite, the costs for purchasing or renting proprietary licences and user training would have ranged between 1.4 and 2.8 million Euro. The IT department manages PC workstations for about 1600 employees in the ministry and its agencies across the country TR: Ministry of Justice and law courts consider open source desktop "We are already using OpenOffice on all of the desktops. We began using OpenOffice in 2007 and it has helped us to save billions." UYAP has some 46,000 users and each day processes more than a million documents. The UYAP system, combines Internet and services with a documentation system, legal databases and tools for enterprise resource planning (ERP). "Open source and open standards are it's key element.

34 WiOO zrealizowane wdrożenia IT: Statistics institute: moving to open source increases cooperation Istat started using open source software about ten years ago, to build its IT infrastructure. "We use it for proxy servers, for web servers, mail servers and DNS." The institute in 2006 began to replace all servers to GNU/Linux, resulting in savings on licences, improving performance and reducing hardware costs. Istat also helps to develop 'R Project', a statistical open source application. "We have donated software libraries to R, and are moving away from using SAS, the proprietary alternative to R. Adopting open source requires institutes to make adjustments in their organisational culture. 37 Strategia wykorzystania WiOO w UE EU: Strategy for internal use of OSS at the EC The Commission will continue to adopt formally (through the Product Management procedure) the use of OSS technologies and products where a clear benefit can be expected. 2. The Commission will consider OSS solutions alongside proprietary ones in IT procurements. Contracts will be awarded on a "value for money" basis. 3. For all future IT developments, the Commission shall promote the use of products that support recognised, well-documented standards. Interoperability is a critical issue for the Commission, and usage of well-established standards is a key factor to achieve it. 4. For the development of new information systems, where deployment is foreseen by parties outside of the EC infrastructure, OSS will be the preferred choice and in any case used whenever possible. 5. The Commission will clarify the legal context around the internal use of OSS. Main topics to be addressed are: licensing schemes, Intellectual Property Rights, equal opportunities in the context of procurement and participation in OSS communities.

38 Strategia wykorzystania WiOO w UE EU: Strategy for internal use of OSS at the EC 2 6. Governance is essential to management of ICT; this applies to OSS as well as to any ICT asset. The current evolutions of product management, from products to solutions, will apply to OSS as well. The EC will further develop guidelines and best practices allowing the setup of OSS and mixed solutions covering the full set of needed professional services, including deployment of OSS solutions in its data centres at the same level of service as the proprietary ones. 7. The Commission will continue to develop and adopt best practices and proven tools emerging from OSS communities. In addition, the EC will facilitate and promote the creation of communities for those OSS products released by the Commission. 8. OSS plays an important role in e-government projects and will be therefore considered within the framework of these activities. 9. The collaboration between Commission teams in charge of the internal and external OSS strategies will be further enhanced in order to achieve convergence. 10. The ICT ecosystem is extremely dynamic, innovative, and constantly evolving; as such it impacts many areas of the Commission's policies. Within this context, DIGIT will continue to play an active role in promoting partnerships between the European Institutions and other stakeholders in the field of OSS.

40 WiOO inicjatywy UE EU: Commissioner Kroes: 'IT vendor dependence is a waste of public money' Public administrations should avoid being locked in by IT vendors, European Commission Vice-President for the Digital Agenda Neelie Kroes said last week Thursday. "This is a waste of public money that public bodies can no longer afford." "Many authorities have found themselves unintentionally locked into proprietary technology for decades. After a certain point that original choice becomes so ingrained that alternatives risk being systematically ignored, no matter what the potential benefits", Kroes said on Thursday a conference in Brussels organised by Open Forum Europe, Commissioner added that such vendor dependence is even worse when it forces citizens to buy proprietary software solutions. "This could be your kid's school insisting on the use of a specific word processing system or your tax department's online forms requiring a specific web browser. If you have other concrete examples you can share don't hesitate to send them to me."

41 WiOO inicjatywy UE EU: Free software advocates want procurement rules improved Europe's rules on public procurement should be improved to allow better access to free and open source software applications, according to advocacy groups and the OSOR project (published: ). They responded to a public consultation by the European Commission. The groups want the rules to request free and open source licensing terms. "Free software is essential for the European economy, technological independence, data continuity, control and optimisation of public finances and for the sharing of knowledge. In a market largely dominated by non-european players, to offer access to public procurement to the many European free software SMEs, meets the objectives of Europe 2020 Competitive bidding should be the rule. Negotiated procedures should remain limited to exceptional cases. The rules should make clear that major software upgrades should be treated in the same way as new purchases, and re-tendered in a competitive process. Public bodies should figure future exit costs into the total cost of any new solution."

42 WiOO inicjatywy UE EU: EC prefers open source for new IT systems deployed by contractors The European Commission prefers to use open source software for the development of new information systems if it plans to deploy these outside of its own datacenters and premises. That is one of the new commitments in the EC's policy on open source, that was published on 15 December The EC uses many different types of open source software. Examples include servers running Linux, open source web servers and software used to authenticate users of certain webservices. It also launched projects such as OSOR to facilitate the reuse of this type of software by European institutions and by national public administrations. It also published a public software licence (EUPL), making it available in all official languages of the European Union, and making these 22 linguistic versions legally identical.
